The work, however, was still in the press, when he was honored by an invitation, from the Secretary of the Interior of the United States, to visit Madrid upon an important professional eiTand. The offer was too flattering to be declined, and the present volume is one of the results of its ac- ceptance. Though the author did not occupy any recog- nized relation to the Spanish government, the nature of his duties, and the intercourse and connections resulting from his position, afforded him many and excellent opportunities of knowl- edge and observation. He docs not jirofc-s to VI PREFACE. have availed himself of his advantages as fully as he might, had his duties been less engross- ing; but he trusts it will be found, that they have enabled him to give the work which fol- lows a less ephemeral character than that of an ordinary book of travels. In the attempt to do this, he has sought to communicate, as far as practicable, such information in regard to Spain, as is not, to his knowledge, accessible elsewhere. Much of this volume was prepared, as the whole should have been, soon after the writer's return to the United States. Having had no control over the circumstances which delayed its completion, he has endeavored to countervail them by keeping pace with the intermediate progress of Spanish affairs, and is persuaded that he has thus been able to present, on the whole, a fair contemporary view of his subject. The reader will, of course, make allowance for the generalities of both statement and reflection which it was impossible to avoid in a sketch. The favorable reception of his former work gives the author some confidence, that the present volume will not meet with the less considera- tion, because he has again attempted to portray the national characteristics of the Spaniards, PREFACE. VII without underrating their intelh'gence, depreciat- ing their morals, or caricaturing their manner;^ and reliiiion. It would be unpardonable to send forth the record of a most agreeable sojourn in the Span- ish capital, without acknowledging the indebted- ness of the author to the oflicers of the United States Legation there, and especially to the Hon. Abstract: This article is an analysis of how political and economic networks were related at the time of the consolidation of the Spanish Liberal State under Queen Elizabeth II (Isabel II). Successful business dealings needed connections in the Government and Queen’s court; this com- munity of interests led to the origins and foundation of the Moderate Party (Partido Moderado) during the so-called «década moderada» (1844-1854). In their turn, the main leaders of the Party, encouraged by the strength and unity of their political action, developed the necessary confidence to act as a business organization and amass wealth, often unlawfully.     - 870 - THE SPANISH PARLIAMENT AND THE LEGISLATIVE DELEGATION DURING THE MODERATE DECADE (1844-1854) Emilia Iñesta (University of Alicante) The reign of Isabel II in Spain witnessed the consolidation of various political practices which have proved particularly revealing to understand the real structure of the nineteenth-century Spanish State. Among them stood out the legislative intervention of the government, to the detriment of the Parliament Assembly, during the period in which the Moderate Party ruled the country. The present study seeks to highlight how, regarding the law preparation process, the silence in the 1845 moderate Constitution and the parliament practice favoured, on the one hand, the emergence of the legislative initiative as an essential attribute of the Government, and, on the other hand, the option for the executive to ask the Parliament for legislative delegations or authorisations in its favour. A paradigmatic illustration of the way in which the legislative delegation was used by the Spanish moderate-party governments is the Spanish Penal Code of 1848. Firstly because of the scope of its contents ; it must be remembered that this was the Code that brought the ancien régime’s penal system to an end, and also that it had a structure and a scientific orientation which were going to exert a recognised influence not only in Spain’s subsequent Spanish penal codes, until reaching the one that is currently valid – which came into force in 1995 – but also in Latin America. Secondly, because it clearly shows how the Chambers themselves enlarged the legislative initiative of the Government by conferring upon the latter extraordinary powers for its future reform by decree, with the only condition that the Government had to inform the Chambers once the reforms were completed.

Through the analysis of the rhetorical use of three images central to industrial progress: energy, work, and movement, the study focuses in particular on the symbolic and material impact of the railroad and mining boom at the turn from nineteenth to twentieth century in Spain. Symbolically, the two phenomena contributed to the reformulation of social, political, and religious tensions. Materially, they generated new forms of perception by redefining notions of time and space. I suggest that these transformations produced a paradigm shift in the conceptualization of national identity by complicating the conditions of possibility through which authors attempted to reconcile past and present in the conflict-riddled ideological transition between the remnants of the Ancien Régime and the modern State. By reformulating the idea of national modernization as an uneven or incomplete process, this research demonstrates that the concepts of nation and identity are dynamic paradigms whose continual adjustments end up being resolved in the sphere of discourse. Chapter 1, “New Conceptual Metaphors: Tradition and Progress as Part of Industrial Symbolization,” provides a set of critical and theoretical tools through which to understand how the transformations of industrialization were symbolized in textual production.
