Pletscher The Northern Areas (NAs) of Pakistan are considered a biodiversity hot spot, particularly for species adapted to rugged, high mountains. Many large mammal populations have been depleted, primarily by over-hunting. Recent community-based conservation and development initiatives may provide some hope for these species. The Government of Pakistan and IUCN-The World Conservation Union implemented a project to demonstrate the Community-based Conservation (CBC) approach for conservation of biodiversity. I examined whether incentive measures used by the CBC had any impact on attitudes and perceptions of local people in the project areas towards wildlife and the CBC approach. Field research was conducted by using participant observations, key informant interviews, and questionnaire surveys methods. Mountain ungulate populations were monitored by involving community guides/former hunters to see whether CBC had any effect on these populations. I found that local people’s attitudes and perceptions toward wildlife and its conservation were largely supportive. The villagers perceived village development, collective income, and beauty of their villages as the primary benefit of wildlife, while predation and competition with domestic stock were mentioned as the main disadvantages. Most people supported CBC because they received benefits. Most frequently sought advantages of the CBC were village development, village unity, and reduction in poaching, whereas only 14% perceived any disadvantages of CBC. The villagers linked conservation with development of their villages and believed the sustainable use of wild species had the potential to pay for both the local costs of village- based conservation as well as socio-economic development. Mountain ungulate populations were monitored with Group Composition Counts (GCCs) and Repeated Group Counts (RGCs). Sightings of Himalayan ibex {Capra ibex siberica) and flared-homed markhor (Capra falconeri falconeri) increased considerably both in Khyber and SKB following the initiation of the CBC program. For example, the number of ibex observed in Khyber increased from 63 in 1996 to 152 in 1998. The juvenile per 100 female ratios suggested healthy recruitment into these populations. RGCs were found more suitable than GCCs for monitoring ungulate populations in the community conservation areas. Incentives were largely effective for inducing local community involvement in CBC efforts. However, it is too early to predict whether CBC will be successful in the long run in solving conservation problems facing NAs of Pakistan, but it has provided a new and cost-effective way of conserving biodiversity. However, the intense pleasure in watching and photographing wildlife, particularly birds, started many years ago, when I first visited Deosai Plains in Gilgit-Baltistan. I was amazed by the vast expanse of land covered with millions of flowers and the colorful birds freely flying among them. My initial attempts of photographing those birds with a small 4 megapixel camera were very dismal. However, over the last ten years, my treks to reach the birds and the technology to capture them have vastly improved. I have sought them in the plains of Punjab, the hills and mountains of Khyber Pakhtunkhwa and in the high pastures of Azad Jammu & Kashmir and Gilgit-Baltistan and a few attempts on the shores and lakes of Sindh and Balochistan along the Arabian Sea.

This report encompasses the research, investigations, analysis and conclusions of a study carried out by M/s Osmani & Co. (Pvt.) Ltd., Consulting Engineers for the Institutional Reforms Consultant (IRC) of Sindh Irrigation & Drainage Authority (SIDA). The Proposed Water Sector Improvement Project (WSIP) Phase-I, being negotiated between Government of Sindh and the World Bank entails a number of interventions aimed at improving the water management and institutional reforms in the province of Sindh. The second largest province in Pakistan, Sindh has approx. 5.0 Million Ha of farm area irrigated through three barrages and 14 canals. The canal command areas of Sindh are planned to be converted into 14 Area Water Boards (AWBs) whereby the management, operations and maintenance would be carried out by elected bodies. Similarly the distributaries and watercourses are to be managed by Farmers Organizations (FOs) and Watercourse Associations (WCAs), respectively. The Project focuses on the three established Area Water Boards (AWBs) of Nara, Left Bank (Akram Wah & Phuleli Canal) & Ghotki Feeder. The major project interventions include the following targets:- • Improvement of 9 main canals (726 Km) and 37 branch canals (1,441 Km). This includes new lining of 50% length of the lined reach of Akram Wah. • Control of Direct Outlets • Replacement of APMs with agreed type of modules • Improvement of 173 distributaries and minor canals (1527 Km) including 145 Km of geomembrane lining and 112 Km of concrete lining in 3 AWBs.

    39 Pakistan's Progress By Guy Mountfort In the short space of twelve months Pakistan has laid wide-ranging plans for conserving her wildlife, hitherto completely neglected. On the recommenda- tion of two World Wildlife Fund expeditions, led by Guy Mountfort, an international WWF trustee, two national parks and several reserves are being created which should give Pakistan a last chance to save the tiger, the snow leopard and several other seriously threatened mammals and birds. NTIL very recently wildlife conservation in Pakistan was non- U existent; today the situation is extremely encouraging. Under the direction of President Ayub Khan, most of the recommendations in the report of the 1967 World Wildlife Fund expedition have already been implemented, and a number of the proposed new wildlife reserves are now in being. A wildlife committee (in effect a Government Commission) has been set up under the distinguished chairmanship of Mr. M. M. Ahmad, Deputy Chairman of the Central Government Planning Commission, to create a permanent administrative framework for the conservation and management of wildlife and habitats, and two sub-committees are studying technical, educational, legal and administrative requirements. After submitting detailed reports and recommendations to the President in the spring of 1970, the committee will be replaced by a permanent wildlife advisory body to co-ordinate future planning. Responsibility for the management of wildlife resources has been given to the Department of Forests. Forest Officers are to be given special train- ing in wildlife ecology and management, and the first trainees have just completed courses in the United States. Meanwhile, a post-graduate curriculum in wildlife management is in preparation at the Forest Institute at Peshawar, to which Major Ian Grimwood has been seconded by FAO.

    COMMUNITY PARTICIPATION IN BIODIVERSITY MONITORING Sarah Jennifer Hobbs Thesis submitted for the Degree of Doctor of Philosophy Environment Department University of York January 2012 ABSTRACT The involvement of communities with wildlife is increasing on a global scale. Participatory approaches differ across the world, from natural resource management, environmental quality monitoring, to species and habitat data gathered through citizen science programmes. The personal and community benefits of engaging with nature are acknowledged through ongoing research, particularly in terms of health and wellbeing, yet simultaneously people are becoming increasingly distanced from nature due to factors such as urbanisation. In order to maximise the benefits associated with participatory initiatives, it is important to engage with a cross section of societal groups, providing opportunities for all, at the same time as collecting wildlife data from all habitats. In this study, I confirm that participation in citizen science can achieve social and potentially community-level benefits on national, local and individual scales. Through semi-structured qualitative interviews, I found that conservation organisations strive to engage with a cross section of societal groups. However, postcode analysis of current wildlife recording scheme participants confirmed that socioeconomically deprived communities are under-represented in these activities. I designed a simple garden wildlife study in a socioeconomically deprived community to investigate the reasons behind this, and found that although a proportion of residents were motivated to participate, the majority had not done so in the past, which was largely attributed to a lack of awareness of opportunities. Despite this, many of these participants shared the same motivations for participation as those currently engaged.

    The Environment and Climate Change Outlook of Pakistan Foreword The Environment and Climate Change Outlook of Pakistan is a review of the environmental conditions, the impacts of climate change and the status of national response to the changing situation in the country. Its objective is to provide a general evaluation of the quality of environment and emerging sustainable development trends in the country. While providing data and information on environmental conditions and trends and emerging problems, particularly climate change, the document also analyses critically the policy response to these issues in the country. It also illustrates successful initiatives and best practices, some of which may be replicated. Finally, the report identifies key challenges and areas in which urgent action is needed. The principal challenge identified is to promote growth in the country while safeguarding natural resources, promoting eco-efficiency, and enhancing public participation while empowering communities to become custodians of the environment. It also notes that although Pakistan contributes very little to GHG emissions, yet the country faces the worst environmental challenge in the form of climate change and dealing with it is no longer an option for the country; it has become an unavoidable reality in the wake of increasing symptoms exhibited through cataclysmic floods and droughts. The potential impacts of climate change identified are wide-ranging and are likely to affect all dimensions of development with impacts across many sectors and ecosystems. The report highlights that a number of environmental problems of the country are the result of failure to consider the environmental implications of development. It also identifies poverty and difficulties in meeting basic need as another important factor responsible for aggravating environmental degradation.
