List of Respondents (Philippines) 169 SRI LANKA FOREWORD In this book, we present case studies of some of the education advocacy campaigns in Asia supported by the Real World Strategies (RWS) programme of the Global Campaign for Education (GCE), implemented by the Asia South Pacific Association for Basic and Adult Education (ASPBAE) in the Asia-Pacific region. We aim to offer a narrative on the impact of RWS upon these campaigns and the national education coalitions which have spearheaded these campaigns. An analysis and discussion is also offered of the substantive campaign gains and outcomes – real change – attained. We explore the similarities and unique features of the various campaigns, the many lessons that have been learned in the course of conducting these campaigns, as well as remaining challenges that lie ahead in the continuing struggle to achieve quality education for all. We also describe the methods and approaches employed in this unique and powerful capac- ity-building initiative for education advocacy, led by the Global Campaign for Education. It is very heartening that despite being beset, in recent years, by numerous challenges and dif- ficulties such as the slowing down and reversals in government efforts towards achievingE duca- tion for All by 2015; constricting support for education by donors and international financial institutions in the aftermath of the global financial crisis; limited engagement spaces, labyrin- thine bureaucracies and unresponsive officials; scarce funds and lack of resources, overstretched capacities and insufficient staff; and despite being set back by natural and man-made calami- ties such as a devastating flood and political conflicts, the national education coalitions in Asia and the education advocacy campaigns they have waged, nonetheless, continued to surge ahead – moving from strength to strength, and reaping gains in advancing education reforms. Those denied their right to education were on the frontline of these campaigns – schoolchildren in India knocking on the doors of parliamentarians to campaign for legislation guaranteeing education rights, mothers with little or no education in Sri Lanka challenging government edu- cation officials in a national convention in the capital and in their own communities, and out- of-school youth volunteers lobbying with Congress representatives and education officials. They provided valuable observations and insights, shared their wisdom and experiences, and spoke of their lives – real stories, which that had a profound effect upon the legislators, government officials and policymakers they related to – fostering deeper understanding and appreciation of their conditions and positions. We admire the boldness of the education coalitions to try out new approaches and further innovate on these. We are awed at how they have become stronger – the credibility and re- spect they have built, the wider public awareness on education issues they have generated, the robust evidence base they have amassed through policy tracking and research, the spaces for civil society participation they have secured in education policy, and the policy reforms they have won. We are honoured to have been part of this journey. We offer this account as a testimony to the value of solidarity and partnership. That it may inspire. And so that what we had all built may endure.     FACETS OF MODERN CEYLON HISTORY THROUGH THE LETTERS OF JERONIS PIERIS BY MICHAEL ROBERT Hannadige Jeronis Pieris (1829-1894) was educated at the Colombo Academy and thereafter joined his in-laws, the brothers Jeronis and Susew de Soysa, as a manager of their ventures in the Kandyan highlands. Arrack-renter, trader, plantation owner, philanthro- pist and man of letters, his career pro- vides fascinating sidelights on the social and economic history of British Ceylon. Using Jeronis Pieris's letters as a point of departure and assisted by the stock of knowledge he has gather- ed during his researches into the is- land's history, the author analyses several facets of colonial history: the foundations of social dominance within indigenous society in pre-British times; the processes of elite formation in the nineteenth century; the process of Wes- ternisation and the role of indigenous elites as auxiliaries and supporters of the colonial rulers; the events leading to the Kandyan Marriage Ordinance no. 13 of 1859; entrepreneurship; the question of the conflict for land bet- ween coffee planters and villagers in the Kandyan hill-country; and the question whether the expansion of plantations had disastrous effects on the stock of cattle in the Kandyan dis- tricts. This analysis is threaded by in- formation on the Hannadige- Pieris and Warusahannadige de Soysa families and by attention to the various sources available to the historians of nineteenth century Ceylon.     THE GENESIS OF THE MUSLIM COMMUNITY IN • CEYLON (SRI LANKA): A HISTORICAL SUMMARY AMBER ALI Research on the historical ongms of the Ceylon Muslim com­ munity is yet an unchartered field in the overall history of the island. Ramanathan's "The Ethnology of the Moors of Ceylon,"1 I. L. M. Abdul Azeez's criticism on Ramanathan's thesis,2 Siddi Lebbe's wrih ings on the subject in his Muslim Necan3 and Cassim's llankaic CO:.. nako.J' Carittiram,4 based almost entirely on Siddi Lebbe's works, are all, considering the context and spirit in which they were written (as shown below), open to the charge of historical bias and partisan­ ship. Van Sanden's Sonahars is a comprehensive but an uncritical presentation of all hearsay evidence and is overtly apologetic of the British colonial rule over the Muslims. Goonewardena's "Some Notes On The History of the Muslims In Ceylon Before the British Occupa­ tion"6 and de Silva's "Portuguese Policy Towards Muslims"7 are the only scholarly works available on the period before 1800, but they too have their shortcomings. The former, as the title itself suggests, is only a peripheral treatment limited by the author's inaccessibility to Arabic, Portuguese and Tamil sources; while the latter, constrained by the scope of the article, does not throw any light on the origins of the community. Besides these, several articles have appeared from time to time authored by a variety of writers ranging from Muslim activists to University lecturers. Their patronage is largely Sinhalese Buddhist. They are the context for an examination of the relations between Hinduism and Buddhism in modern Sri Lanka in a period of violent ethnic tension between Tamils and Sinhalese. The thesis falls in two parts. The first deals with the history of the temples in the colonial and post-colonial eras, the history of religious difference, and with a social analysis of the two groups of priests and of the worshippers. This establishes grounds for a consideration of current anthropological debates on hierarchy and on historicity.

This anonymous document had never been studied previously. Aim of the study: To identify all depicted plant specimens, decipher the text, trace the author, and analyse the scientific relevance of this manuscript as well as its importance for Sri Lankan ethnobotany. Materials and methods: We digitised the entire manuscript, transcribed and translated the handwritten Dutch texts and identified the depicted species using historic and modern literature, herbarium vouchers, online da- tabases on Sri Lankan herbal medicine and 41 botanical drawings by the same artist in the Artis library, Amsterdam.

Abstract ICT4D, here defined as the use of Information and Communication Tech- nologies (ICT) in developing regions, can be seen as one of the most power- ful and cost efficient ways to improve the standard of living in the develop- ing world. Many regions in Asia have shown a rapid but heterogeneous de- velopment where information technology had a drastic impact on develop- ment but often with the problems related to ICT4D 1.0: lack of sustainability and lack of scalability. This study analysed the Sri Lankan infrastructure for region-wide dissem- ination of blended learning in the 21st century based on the exploration of some selected ICT4D hubs and educational initiatives. The overall aim of the research was to observe, describe and analyse how the selected ICT4D initiatives and the creation of ICT4D hubs in Sri Lanka might support re- gion-wide dissemination of blended learning and local development. A lon- gitudinal case study has been the overall approach where a number of em- bedded thematic units were explored in long-term fieldwork conducted be- tween 2006 and 2012.
