Abstract ICT4D, here defined as the use of Information and Communication Tech- nologies (ICT) in developing regions, can be seen as one of the most power- ful and cost efficient ways to improve the standard of living in the develop- ing world. Many regions in Asia have shown a rapid but heterogeneous de- velopment where information technology had a drastic impact on develop- ment but often with the problems related to ICT4D 1.0: lack of sustainability and lack of scalability. This study analysed the Sri Lankan infrastructure for region-wide dissem- ination of blended learning in the 21st century based on the exploration of some selected ICT4D hubs and educational initiatives. The overall aim of the research was to observe, describe and analyse how the selected ICT4D initiatives and the creation of ICT4D hubs in Sri Lanka might support re- gion-wide dissemination of blended learning and local development. A lon- gitudinal case study has been the overall approach where a number of em- bedded thematic units were explored in long-term fieldwork conducted be- tween 2006 and 2012. Data has been collected from a combination of obser- vations, interviews, group discussions, surveys and document analysis. Findings showed that several of the studied ICT4D hubs have contributed to the general development but the country’s internal digital divide has in fact grown, as urban growth has been so much faster than the growth in rural areas, leaving the country with geographic as well as socio-economic gaps. Some of the former war zones have definitely been left behind and there is a need for further support of the Eastern and Northern regions of the island. Sri Lanka has had an outcome that must be classified as better than average compared to other developing regions with increased opportunities for edu- cation and with some ICT4D hubs as multipurpose meeting points. Contrib- uting factors to the successful development are the high literacy rate, the chain of ICT4D projects rolled out in the right order and a committed im- plementation of educational eServices. On the other hand there were other, more negative findings indicating that sustainability, knowledge sharing and inter-project cooperation and coordination have often failed. The identified strength in the Sri Lankan model, which can be recom- mended for other parts of the world as well, is the way top-down manage- ment of infrastructure sometimes is combined with bottom-up grass-root activities. Other recommendations, that also are global, are to extend existing ICT4D hubs and upgrade them to more intelligent, autonomous and multi- service ICT4D routers that could also handle the future need for eServices in the fields of eHealth, eFarming and eGovernance. Många regioner i Asien har, precis som Sri Lanka, haft en snabb men heterogen utveckling där användandet av IKT på ett märkbart sätt har påskyndat utveckling och globalisering i stor- stadsområden men ofta med de problem för skalbarhet och långsiktig håll- barhet som förknippas med ICT4D 1.0. Denna avhandling har undersökt den Sri Lankesiska ICT4D-designen i det tjugoförsta århundradet genom att utforska några utvalda IKT-baserade ICT4D-nav/ICT4D hubs där den gemensamma nämnaren är blandat lä- rande/blended learning. Den övergripande forskningsstrategin var en longi- tudinell fallstudie där ett antal inbäddade tematiska enheter utforskades i fältstudier mellan 2006 och 2012. Studiens målsättning har varit att obser- vera, analysera samt beskriva hur ett antal undervisningsprojekt och ICT4D- nav har bidragit till den regionala spridningen av blandat lärande och lokal utveckling. Resultaten av studien visade att ett flertal av de undersökta utbildningsini- tiativen har bidragit till den allmänna utveckling men att detta främst gäller Sri Lankas storstadsområden i landets sydvästra delar och att landets norra och östra delar har behov av ytterligare stöd. Sri Lankas IKT-stödda utveckl- ing uppvisar resultat som måste klassas som bättre än genomsnittet i jämfö- relse med andra utvecklingsregioner, med ökade möjligheter till utbildning och med ett flertal IKT-baserade utbildningsnav som multifunktionella mö- tesplatser. Viktiga bidragande orsaker till utvecklingen var den låga graden av analfabetism, en delvis planerad kedja av biståndsprojekt, samt ett hängi- vet arbete på gräsrotsnivå med implementationen av e-tjänster. Flera av de studerade initiativen och ICT4D-naven har bidragit till utveckling, men att den interna skillnaden mellan storstad och landsbyggd har ökat samt att samordning av utbildningsresurser och projekt inte har lyckats särskilt väl. Den identifierade styrkan i landets utvecklingsmodell, som också rekom- menderas för andra utvecklingsområden, är hur vissa centralstyrda IKT- och utbildningsprojekt har kombinerats med lyckade lokala gräsrotsaktiviteter. Vidare rekommendationer, som även de är avsedda för andra delar av värl- den än Sri Lanka, är att behålla existerande ICT4D-nav men att upprusta dessa till mer intelligenta, autonoma och serviceorienterade centra som även innefattar e-tjänster inom e-hälsa (eHealth), e-jordbruk (eFarming) samt e- förvaltning (eGovernance). There will probably be no more Swedish initiated aid projects in Sri Lanka in the fields of ICT and eLearning, but what is an inter- esting future challenge is to keep the sometimes successful collaboration alive without any funding. That would be real sustainability. One idea would be to keep the ICTer conference (ICTer, 2014) as an annual meeting point with discussions between Swedish and Asian researchers. Due to my teach- ing I will probably not be able to participate in ICTer but as a member of the ICTer review team I will share ideas and discussions. Furthermore, I want to express my appreciation for the opportunity to par- ticipate in the European Union funded AsiaLink eBIT project and the Sida funded NeLC project. Without the relatively successful outcome of the eBIT project I would never have written a thesis on this subject and several of the main ideas in the thesis are the result of dicussions with, Swedish, Dutch and Sri Lankan colleagues in these projects.     FACETS OF MODERN CEYLON HISTORY THROUGH THE LETTERS OF JERONIS PIERIS BY MICHAEL ROBERT Hannadige Jeronis Pieris (1829-1894) was educated at the Colombo Academy and thereafter joined his in-laws, the brothers Jeronis and Susew de Soysa, as a manager of their ventures in the Kandyan highlands. Arrack-renter, trader, plantation owner, philanthro- pist and man of letters, his career pro- vides fascinating sidelights on the social and economic history of British Ceylon. Using Jeronis Pieris's letters as a point of departure and assisted by the stock of knowledge he has gather- ed during his researches into the is- land's history, the author analyses several facets of colonial history: the foundations of social dominance within indigenous society in pre-British times; the processes of elite formation in the nineteenth century; the process of Wes- ternisation and the role of indigenous elites as auxiliaries and supporters of the colonial rulers; the events leading to the Kandyan Marriage Ordinance no. 13 of 1859; entrepreneurship; the question of the conflict for land bet- ween coffee planters and villagers in the Kandyan hill-country; and the question whether the expansion of plantations had disastrous effects on the stock of cattle in the Kandyan dis- tricts. This analysis is threaded by in- formation on the Hannadige- Pieris and Warusahannadige de Soysa families and by attention to the various sources available to the historians of nineteenth century Ceylon.     THE GENESIS OF THE MUSLIM COMMUNITY IN • CEYLON (SRI LANKA): A HISTORICAL SUMMARY AMBER ALI Research on the historical ongms of the Ceylon Muslim com­ munity is yet an unchartered field in the overall history of the island. Ramanathan's "The Ethnology of the Moors of Ceylon,"1 I. L. M. Abdul Azeez's criticism on Ramanathan's thesis,2 Siddi Lebbe's wrih ings on the subject in his Muslim Necan3 and Cassim's llankaic CO:.. nako.J' Carittiram,4 based almost entirely on Siddi Lebbe's works, are all, considering the context and spirit in which they were written (as shown below), open to the charge of historical bias and partisan­ ship. Van Sanden's Sonahars is a comprehensive but an uncritical presentation of all hearsay evidence and is overtly apologetic of the British colonial rule over the Muslims. Goonewardena's "Some Notes On The History of the Muslims In Ceylon Before the British Occupa­ tion"6 and de Silva's "Portuguese Policy Towards Muslims"7 are the only scholarly works available on the period before 1800, but they too have their shortcomings. The former, as the title itself suggests, is only a peripheral treatment limited by the author's inaccessibility to Arabic, Portuguese and Tamil sources; while the latter, constrained by the scope of the article, does not throw any light on the origins of the community. Besides these, several articles have appeared from time to time authored by a variety of writers ranging from Muslim activists to University lecturers. The only common feature in all these articles is that they try to trace the historical origins of the Ceylon Muslims as far back as possible and thereby they forget to 1 P.

Box 1346 Ann Arbor, Ml 48106- 1346 ABSTRACT The two important temples at Munnesvaram, on the west coast of Sri Lanka, are Hindu and are run by Tamil priests. Their patronage is largely Sinhalese Buddhist. They are the context for an examination of the relations between Hinduism and Buddhism in modern Sri Lanka in a period of violent ethnic tension between Tamils and Sinhalese. The thesis falls in two parts. The first deals with the history of the temples in the colonial and post-colonial eras, the history of religious difference, and with a social analysis of the two groups of priests and of the worshippers. This establishes grounds for a consideration of current anthropological debates on hierarchy and on historicity.

    EUROPEAN COMMISSION Brussels, 10.6.2011 COM(2011) 343 final REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL Annual Report on the European Union's Humanitarian Aid and Civil Protection Policies and their implementation in 2010 {SEC(2011) 709 final} The European Union is one of the world’s biggest donors of humanitarian aid, and a key actor in providing emergency relief to victims of man-made and natural disasters. It also promotes respect for, and adherence to, international humanitarian law. The European Commission, notably through itsDirectorate-General for Humanitarian Aid and Civil Protection (DG ECHO) aims to save and preserve life but also the environment and property, preventing and alleviating human suffering and safeguarding the integrity and dignity of populations affected by natural or man-made disasters occurring inside or outside the EU. The Commission's mandate encompasses humanitarian assistance and civil protection, the two main instruments at the European Union’s disposal to ensure rapid and effective delivery of EU relief assistance to people faced with the immediate consequences of disasters. The EU’s humanitarian assistance, which is distinct from longer-term development aid or foreign policy instruments, is based on the humanitarian principles of humanity, impartiality, independence and neutrality. This commitment to principled humanitarian aid is anchored in the Lisbon Treaty. The European Union’s humanitarian aid and civil protection policies enable it to demonstrate in practical terms its commitment to supporting those inside and outside the Union in need of assistance when they are at their most vulnerable. This contributes to fulfilling one of the strategic objectives of the EU's external action, as set out in the Treaty on the European Union.

There is specific importance laid on rural electrification and the political environment around those programs as Electrification is a crucial topic in this field. The budget allocations are looked upon to judge whether the policies are converted into actions, at the same time District wise analysis is done to understand the relationship between the political environment and development in energy related infrastructure. In order to carry out such analysis, electrification is used as the proxy. Research Statement This Research intends to analyse the political economic systems and the environment prevailing in Sri Lanka with regards to access to energy by the rural population. The nature and mechanisms of political economy will be looked at a national level through policy statement analysis and budgetary allocations. Thereafter the ground level implementation will be analysed through interviews with officials and villagers and also through analysis of District wise reports. Rural Electrification will be taken as a proxy to analyse access to efficient commercial sources of energy by the rural sector.
