Sale of Toll and other Rents' A X 4139 SALE OF FOREIGN LIQUOR TAVERN RENTS—1962-63, COLOMBO DISTRICT TENDERS are hereby invited for the purchase of the exclusive privilege of selling foreign liquor (including locally-made malt liquor) under a tavern licence from October 1, 1962 to September 30, 1963, in suitable premises, within the respective under-mentioned local areas, to be approved by the Government, subject to— (i) the Foreign Liquor Tavern Rent Sale Conditions appearing in Government. Gazette No. 13,179 of June 22, 1962. (ii) the General Conditions for the time being in force and applicable to all Excise licenoes. 2. Every tender must be made on the prescribed form which may be obtained at the Colombo Kachcheri and must be accom­ panied by a Treasury or Kachcheri receipt acknowledging the deposit of the sum specified for each tavern as shown in column (/) below. 3. Every tender must be placed in a sealed envelope clearly marked on the top left-hand corner thus: “Tender for Foreign Liquor Tavern No.------, Colombo District, 1962-63”, and must reach the Government Agent, Colombo District, on the dates and times as shown below against the name of the tavern. Tenderers should be present at the Kachcheri at the time of closing tenders. 4. The successful tenderer shall, immediately on being informed that he is the purchaser of the privilege, sign the Conditions of sale and pay to the Government Agent as security deposit a sum as specified for that privilege in terms of condition 9 of the Foreign Liquor Rent Sale Conditions referred to above. 5. If any tenderer, on being declared the purchaser of the privilege, declines to sign the Conditions of Sale or fails to furnish the required security when called upon to do so, the tender deposit, made by him will be declared to be forfeited, and the defaulter will render himself liable to have his name entered in the list of defaulters in respect of all Excise licences. The security required from the grantee of the tavern can be furnished in the form of promissory notes of any of the Ceylon Government interest-bearing loans (including the interest-bearing War Loans). These loans carry a higher rate of interest than fixed deposit in banks, and the interest is paid half-yearly by the Government to the holder. When the rent period is over and the security can be released, the notes can be tendered by the holder as security for subsequent rents or contracts, with Government or, where the holder has no further rents or contracts with Government the value of the notes can be realised without loss in the open market. TENDERS are hereby invited for the purchase of the exclusive privilege of selling fermented toddy by retail at the toddy taverns referred to below during the period October 1, 1962, to September 30, 1963, subject to the Toddy Rent Sale Conditions appearing in Government Gazette No. 13,000 of March 30, 1962, and the General Conditions applicable to all Excise Licences for the time being in force. 2. Every tender must be made on the prescribed form which may be obtained at any ivachchori in the Island and must be accompanied by a Kachcheri receipt acknowledging the receipt of a sum of Rs. 2,500 as tender deposit. Such deposit must be made either in cash or By cheque marked “for payment” by a bank or by that form of cheque known as “a safety check” issued by the Bank of Ceylon, or by a cheque drawn by a bank on itself. 3. Every tender must be made by the tenderer in his own name. No tender made through an agent’ or made by a person who is not a citizen of Ceylon or who is otherwise disqualified under condition 6 of the Toddy Rent Sale Conditions referred to above will be accepted. 4. No person must send in more than one tender for any one tavern and not more than 5 persons shall jointly tender for any one tavern. 5. Every tender must be placed in a sealed envelope, on the left-hand corner of which should be clearly marked the name of the tavern in respect of which the tender is made and its number on the list of sanctioned taverns as given in the notice calling for tenders. Every sealed envelope containing a tender should be deposited in the Kachcheir tender box before the time fixed for closing of tenders. “ 6. On being declared to be the purchaser of the privilege, the grantee must, at any time but not later than 4 p.m. on the day on which he is so declared to be the purchaser, sign the Rent Sale Conditions and pay to the Government Agent as a security deposit a sum equivalent to not less than two months’ rent. SALE OF FOREIGN LIQUOR TAVERN RENTS—ADMINISTRATIVE DISTRICT OF PUTTALAM, 1962-63

TENDERS will be reoeived by the Government Agent, Puttalam, on 25.8.62, at the Kachcheri, Puttalam, for the purchase of the privilege of selling foreign liquor (including locally made malt liquor) under a tavern licence at each of the under-mentioned places from October 1, 1962, to September 30, 1963, subject to the Foreign Liquor Tavern Rent Sale Conditions published in Governm ent Gazette No. 13,179 of 22.6.62, and the General Conditions applicable to all Excise licences for the time being in force.' * 2. The hours during which the licensed.premises will be allowed to be kept open will be 8 a.m. to 9 p.m. 3. Each tender for. each tavern must be accompanied by a Kachcheri receipt acknowledging the receipt of Rs. 500. 4. Tenders must be addressed to the Government Agent, Puttalam. Envelopes should be marked on the left-hand top comer “ Tender for Foreign Liquor Tavern ”. 5. No person is permitted to send in more than one tender for any one tavern. Tenders not made strictly in accordance with the Conditions of Sale or which are in any way not in order will not be considered. 6. The Government Agent, Puttalam, reserves to himself the right of rejecting any or all tenders without assigning any reason therefor. 7. The grantee shall immediately, on being granted the privilege, sign the Conditions of Sale and pay to the Government Agent, as security deposit, a sum as may be specified by him. The grantee shall also within fourteen days of the sale of the privilege enter into a bond with the Government Agent for the full amount for which he has purchased it and he shall specially hypothecate by such bond the said security deposit. 8. TENDERS are hereby invited for the purchase of the exclusive privilege of selling arrack by retail at the arrack taverns referred to below during the period October 1, 1962, to September 30, 1963, subject to— (i) the Arrack Rent Sale Conditions appearing in Government Gazette No. 13,179 of June 22, 1962 ; (ii) the General Conditions applicable for the time being in force and applicable to all Excise licences.

2. Every tender must be made on the prescribed form, which may be obtained from any Kaehcheri and must be accom­ panied by a Kaehcheri receipt acknowledging the deposit of Rs. 600 for each tender. 3. Every tender must be placed in a sealed envelope, clearly marked on the top left-hand comer thus : “ Tender for Arrack Tavern, No— ,Puttalam District, 1962-63”, and must reach the Government Agent, Puttalam, at the Kaehcheri, Puttalam, on the date and hour as shown below against the designation of the tavern, Tenders will close a t the time specified below. Tenderers should be present at the Kaehcheri, Puttalam, at the time of closing of tenders. Only citizens of Ceylon either by descent or by registration should submit tenders. 4. The successful tenderer shall, immediately on being declared to be the purchaser of the privilege, sign the Conditions of Sale and pay to the Government Agent, as security deposit, a sum as may be specified by him. 6. If any tenderer, on being declared to be the purchaser of the privilege, declines to sign the Conditions of Sale or fails to furnish the required security when called upon to do so, the tender deposit made by him will be declared to be forfeited, and the defaulter will render himself liable to have his name entered in the list of defaulters in respect of all Excise licences. Subject to this exception the deposit of all tenderers will be returned after the Conditions of Sale have been signed by the successful tenderer and the aforesaid security given by the successful tenderer. 6.
