Optimism for industry growth has punctuated much of the discussion during the show, and it will be interesting to see how the months play out until the doors open next August for LABACE 2019. However, political divergences, technological asymmetries and budgetary problems made projects canceled. Faced with the impasse, this article approaches features of two military aircraft development experiences and their links with the regionalization processes to extract elements that help to account for the problems faced by USAN. The processes of adoption of the F-104 and the Tornado in the 1950s and 1970s by countries that later joined the European Union are analyzed in a comparative perspective. The two projects are compared about the political and diplomatic implications (mutual trust, military capabilities and regionalization) and the economic implications (scale of production, value chains and industrial parks).

    Arms-R-Us: South America Goes Shopping A WOLA Report on South American Defense Expenditures For many years national defense budgets remained virtually unchanged in South America, but that seems to be changing quickly. Reports are surfacing of significant new arms purchases by Brazil, Venezuela, Ecuador, Chile, and Colombia, among others—most of whom are buying from the US, Russia, France and Brazil. Whether or not you call it an arms race, the increase is substantial; “in 2008 the 12 South American countries together channeled more than $50 billion into military expenditures, about 30 percent more than in 2007.”1 This background paper will address who is in the market and for what—both buyers and sellers of weapons—and the context in which these transactions are taking place. This is by no means an exhaustive report. Unfortunately, information on South America’s arms purchases is difficult to find and even more difficult to verify. More information is available on some countries than others, and the information that does exist is often vague. Many of the details about defense spending are not coming from governments or other official sources, but rather from a variety of media outlets and analysts. This is indicative of a related problem: a lack of transparency and diplomatic communication. It is possible that many of the agreements for loans and arms purchases that the press reports may not be completed. But without official public information, these reports are often the first indicators of what is taking place. Since a significant change appears to be underway, this article reflects upon what has been reported from official and unofficial sources and the disconcerting security environment in which countries feel compelled to buy arms.

    Airbus Foundation, Cruz Roja de Chile, Servicios Aereos Kipreos y Servicios Aereos SumaAir apoyan la lucha contra el COVID-19 en Chile @AirbusFdn @Cruz.roja.chile @Arriendohelicopteroschile @Aerokipreos #COVID-19 Santiago, 11 de agosto de 2020 – La Fundación Airbus, la Cruz Roja Chilena y Servicios Aéreos Kipreos y Servicios Aéreos SumaAir, colaboraron en el transporte de más de 600 kilogramos de suministros médicos, incluidas mascarillas, protectores faciales y otros equipos de protección personal (EPP) necesarios para apoyar la lucha contra COVID-19. Servicios Aéreos Kipreos y la Cruz Roja Chilena llevaron a cabo la primera misión utilizando un helicóptero H125 para volar de Santiago a Temuco con 155 kg de suministros. La segunda misión, operada por Servicios Aéreos SumaAir junto con la Cruz Roja Chilena, transportó 465 kg de EPP´s a Antofagasta, Alto Hospicio e Iquique con un H125. Los suministros médicos entregados por el H125 equiparán a los voluntarios de la Cruz Roja Chilena que apoyan los esfuerzos en primera línea. Los insumos también se distribuirán a los ciudadanos vulnerables, junto con otros bienes críticos, como alimentos y kits de higiene. Estas misiones son una continuación de las recientes actividades de socorro dirigidas por la Fundación Airbus a principios de julio, cuando se enviaron 23 toneladas de suministros humanitarios a Panamá en un avión de pruebas de vuelo A330neo, en asociación con la Federación Internacional de Sociedades de la Cruz Roja y de la Media Luna Roja, UNICEF y AirFranceKLM. Los bienes se asignaron a diferentes países de América Latina para apoyar a las poblaciones más vulnerables afectadas por el COVID-19.
