Partnership between Airbus Group and Unicamp will set up a unique centre of competence for composite structures in Brazil • New aircraft have significant amounts of composite (ie non metal) parts which require sophisticated techniques for repair • This new university position will be the first of its type in Latin America • Demonstrates Airbus Group’s ongoing commitment to Brazil São Paulo, April 27th - Airbus Group will partner with Unicamp (State University of Campinas), and the French Consulate in São Paulo to create an industrial chair at the university, to investigate the Dynamic behavior of composite structures. Within the French-Brazilian Chairs Program in the State of São Paulo, the new chair will be hosted by the department of Mechanical Engineering of Unicamp and coordinated by Professor Alberto Luiz Serpa. Dr Ana Cristina Galucio, an expert in composites at Airbus Group Innovations, has been appointed as an associate researcher of Unicamp for the program through to December, 2015. Brazilian born, Dr Galucio has been working with Airbus Group Innovations since 2006. The chair will study the dynamic behavior of composites used in aerospace structures. This pioneering work – unique to Latin America - will stimulate research and development projects, and help qualify students and professionals in one of the most advanced areas of aeronautical technology, applicable to aircraft, helicopters and satellites. “Airbus Group has a proven expertise in research partnerships with universities worldwide. This new chair will stimulate worthwhile projects and research, and represents our ongoing contribution to the Brazilian aerospace sector, demonstrating our commitment to the country and the long term development of its industry”, confirmed the President of Airbus Group in Brazil, Bruno Gallard. Helibras, the Brazilian subsidiary of Airbus Helicopters, is also supporting this initiative to develop new technologies for the manufacture of helicopters. “Supporting this project together with the Group is an important step for Helibras. These technologies could be applied to both rotary and fixed wing aircraft”, explained Vitor Coutinho, Innovation Director of Helibras. This position represents an initiative from Airbus Group Innovations, the research and technology arm of the Group, responsible for developing partnerships with world-famous schools, universities and research centers. However, political divergences, technological asymmetries and budgetary problems made projects canceled. Faced with the impasse, this article approaches features of two military aircraft development experiences and their links with the regionalization processes to extract elements that help to account for the problems faced by USAN. The processes of adoption of the F-104 and the Tornado in the 1950s and 1970s by countries that later joined the European Union are analyzed in a comparative perspective. The two projects are compared about the political and diplomatic implications (mutual trust, military capabilities and regionalization) and the economic implications (scale of production, value chains and industrial parks).

Arms-R-Us: South America Goes Shopping A WOLA Report on South American Defense Expenditures For many years national defense budgets remained virtually unchanged in South America, but that seems to be changing quickly. Reports are surfacing of significant new arms purchases by Brazil, Venezuela, Ecuador, Chile, and Colombia, among others—most of whom are buying from the US, Russia, France and Brazil. Whether or not you call it an arms race, the increase is substantial; “in 2008 the 12 South American countries together channeled more than $50 billion into military expenditures, about 30 percent more than in 2007.”1 This background paper will address who is in the market and for what—both buyers and sellers of weapons—and the context in which these transactions are taking place. This is by no means an exhaustive report. Unfortunately, information on South America’s arms purchases is difficult to find and even more difficult to verify. More information is available on some countries than others, and the information that does exist is often vague. Many of the details about defense spending are not coming from governments or other official sources, but rather from a variety of media outlets and analysts. This is indicative of a related problem: a lack of transparency and diplomatic communication. It is possible that many of the agreements for loans and arms purchases that the press reports may not be completed. But without official public information, these reports are often the first indicators of what is taking place. Since a significant change appears to be underway, this article reflects upon what has been reported from official and unofficial sources and the disconcerting security environment in which countries feel compelled to buy arms.
