Fradley and Streethay Parish Council Minutes of the Virtual Parish Council meeting held at 7:00pm on Tuesday 17 November 2020 Present: Councillors Alan Cope (Vice-Chair) Harry Warburton, Darren Peck, Stan Whitehead, Glen Bown and Caroline Dale In Attendance: County Cllr Eagland, District Cllrs David Leytham and Derick Cross, Clare Orme (Clerk), Wendy Hollinshead (Asst. Clerk) and 1 Member of the public. 1. Minute Number 95/2020 Due to technical difficulties the Chair was unable to attend the meeting. Cllr Bown proposed Cllr Peck as chair for the meeting, seconded by Cllr Dale. Resolved: Cllr Peck to chair this meeting The Chair of this meeting welcomed everyone to the virtual meeting of the Parish Council and explained how the meeting would operate 2. Minute Number 96/2020- Apologies for absence Cllr Roberts due to internet problems Resolved: To approve the absence. 3. Minute Number 97/2020 Co-option of a Councillor for Streethay Jurgen Nijim briefly addressed the meeting. Resolved: To co-opt Jurgen Nijim to the Parish Council to represent Streethay with immediate effect. Resolved: In accordance with the Local Government Act 1972 Cllr Nijim read and signed the Declaration of Acceptance of Office at the Zoom Meeting and held this up to the camera on his computer for the Clerk to see it had been completed. Resolved: Cllr Nijim to email the signed copy of the Acceptance of Office and the completed Register of Members Interest Form to the Clerk as soon as possible. 4. Minute Number 98/2020 – Declaration of Members Interests None 5. Minute Number 99/2020 - Public Speaking a) Minute Number 99/2020/A – Public Speaking No members of the public were present. b) Minute number 88/2020/B - County Council Representatives Report Cllr Eagland reported that Staffordshire County Council had a new initiative to promote climate change. Enviro-grants were available to not for profit organisations for ideas to benefit the local community. The grants were available to schools as well. Cllr Dale would promote the scheme to St Stephens School through FOSS. Cllr Eagland advised that the TRO for no waiting on Halifax Avenue was progressing and was now open for consultation. Funding has been obtained from other parties as well as the Parish Council and any shortfall would be met from Cllr Eagland’s SCC budget. Cllr Eagland was thanked for her support on this project. Cllr Eagland reminded everyone that the Community Fund to support the elderly and in need finishes at the end of November, so applications need to be made before that date. Cllr Eagland reported that there were now a number of online services available at libraries throughout Staffordshire aimed to help those at home during lockdown. Cllr Eagland reported that there would be some improvement works at the Hilliard’s Cross junction and the notice had been circulated. Cllr Eagland advised that there had been changes to the planning application made by Cemex at Orgreave following responses to the application lodged at SCC. There was to be a special meeting at SCC to look at the amendments to the application in detail. Some work had been carried out to measure the speed of traffic using the A513 between Alrewas and Orgreave. The average speeds measured ranged from 48mph to 53mph. Cllr Eagland reminded the meeting that a special Covid-19 testing station had been set up on the University car park in Lichfield. c) Minute Number 88/2020/C –District Council Representatives Report Fradley & Streethay Parish Council Chair/Vice Chair Initials Page 1 of 7 17 November 2020 Fradley and Streethay Parish Council Minutes of the Virtual Parish Council meeting held at 7:00pm on Tuesday 17 November 2020 Cllr Cross reported that Lichfield had exceeded its target for affordable homes being built in the District. 206 homes had been built last year against a target of 158. Cllr Cross advised that there had been a further slight delay to the Lichfield Local Plan due to the further lockdown. The plan would now go to cabinet and then full Council in early 2021 and then it would be open for further consultation. The traffic modelling had been delayed due to SCC being unable to provide reliable data due to Covid-19 restrictions and lockdown. Cllr Cross advised that there continued to be support for re-opening the railway line to Burton-on Trent and providing a station at the National Arboretum. This would not be in the next Local Plan as there are funding gaps to even do a feasibility study. It would have to be financed by development along the route but applications in the area were unlikely to come forward in the next 10 years. Cllr Cross informed the meeting that the review of Lichfield’s planning service by the Planning Advisory Service had been completed and recommendations to improve the service had been received. Expect some re-organisation of the planning department in early 2021 when those recommendations are followed. Cllr Cross advised that the proposal to change the village development boundary to include Hay End Lane as far as Gorse lane were still in the Local Plan. Cllr Warburton reported that he was going to update the Parish Council on the Local Plan review, but Cllr Cross had covered that in his report. Cllr Warburton advised that LDC were in the process of a Financial Plan Review and would be finishing their Events Strategy, currently out for consultation as of 18 November 2020. Cllr Leytham advised that LDC had adopted a plan for climate change with a view to achieving zero carbon emissions. Cllr Leytham advised that there had been reports of HS2 security staff in Fradley manhandling protestors who were objecting to the trees being cut down. He had met with HS2 previously and objected to this type of behaviour in this Parish. All Cllrs agreed that there should be no unnecessary force used against peaceful protestors. d) Minute Number 99/2020/D – Police Representatives Report There were no Police Representatives present at the meeting and there was nothing to report. 6. Minute Number 100/2020-Variation to the Order of Business There were no variation to the order of business 7. Minute Number 101/2020- To confirm and agree as a true record of the minutes of the previous Parish Council meeting held by Zoom on 20 October 2020 Resolved: The minutes of the Parish Council meeting held on 20 October 2020 were confirmed and agreed as a true record. 8. Minute number 102/2020 to note the clerks notes as a true record of the Lichfield District Council DM PAS Review Interview meeting held on 1 October 2020. Resolved: to approve the Clerks notes as a true record of her PAS Review Interview 9. Minute Number 103/2020 To confirm and agree as a true record the notes of the Fradley United Meeting held on 9 October 20202. Resolved: To approve the notes as a true record of the Fradley United meeting on 9 October 2020 10. Minute Number 104/2020 To confirm and agree as a true record the notes of the Fradley United Meeting held on 6 November 20202. Resolved: To approve the notes as a true record of the Fradley United meeting on 6 November 2020 11. Minute number 105/2020. Clerks Report a. FYCC update. No progress to report. b. Update on acquiring land for a community building at Streethay. No response has yet been received from LDC the Clerk will chase. c. Update on Community Awards. The awards had been presented and were very well received. A video had been posted to local Facebook pages. Consideration to be given to making this an annual event. HS2 phase One Road Safety Fund-Projects put forward. Projects nominated had been put forward but there was still time to add projects, if there were any others the clerk should be advised. e. To consider a virtual Teams Meeting with HS2 on 26 November 2020 between 1pm and 2pm. HS2 happy to hold a public meeting at a later date for the public. Resolved: To ratify the decision to hold a Teams meeting with HS2 f. Broken dog bin handle at Streethay Park has been repaired at a cost of £25.00 plus VAT Resolved: to ratify the expenditure to repair the dog bin in the sum of £25.00 plus VAT g. There has been a query with trees causing property damage on Rumbold Avenue owned by Taylor Wimpey. Taylor Wimpey had agreed to remove 4 trees on their property which were causing damage to the footpath and the neighbouring houses. h. Consider Wellington Crescent, Fradley – Consultation for the making and implementation of a Traffic Regulation Order (TRO) as part of highway works for a new development granted planning permission on Wellington Crescent, Fradley. Resolved: To hold a meeting with SCC Highways on 18 November at 11.00 am i. Alrewas Cricket Club – Help and support to find about 3.5 to 4 acres of land to expand Resolved: To pass to Alrewas Cricket Club details of residents who may be able to assist. j. Approval for Cllr Roberts and Cllr Cope to attend the Divisional Forum Meetings with Highways England on behalf of Fradley and Streethay Parish Council Resolved: To approve Cllrs Roberts and Cope to attend the Divisional Forum Meeting with Highways England k. Poppy Appeal 2021 i) Resolved: To purchase more poppies for 2021 the exact amount to be decided at the budget meeting ii) Resolved: To distribute the poppies evenly between Fradley and Streethay and if funds allow, one for each street.
