It sets the strategic context, and will be complemented by the Local Plan Allocations Document, to be prepared in line with the timescales set in the Local Development Scheme. Preparation of the Local Plan Strategy 1.5 The main stages involved in preparing the Local Plan Strategy have included: an Issues and Options paper which marked the first stage in the process and presented key issues and alternative options a Preferred Options document which set out our broad approach to managing development. a Policy Directions document which set out proposed policies for managing development Shaping Our District, a document which brought together the previous stages for comment. 1.6 An essential part of the process to date has been community engagement. We have set out our approach to involving local communities and stakeholders in formulating our Local Plan within our Statement of Community Involvement (SCI) which was adopted in April 2006. 1.7 The Local Plan: Strategy is based on robust evidence. Specialist and technical assessments have been prepared to inform and justify the policies and proposals contained within this plan. The updated evidence base covers a broad range of topics including infrastructure delivery, housing need and land availability, a review of employment land, retail needs, landscape character, open space and sport, infrastructure and renewables to name but a few. All the evidence can be viewed via www.lichfielddc.gov.uk/evidence and all relevant information relating to the Local Plan can be seen at www.lichfielddc.gov.uk/localplan. 1.8 The District Council has undertaken a Sustainability Appraisal (SA) and a Habitats Regulations Assessment (HRA) to evaluate the sustainability of the proposed strategy, policies and proposals. Conformity with Other Policies & Strategies 1.9 The Strategy has been prepared in accordance with National Planning Policy (the NPPF) and community plans and strategies: 6 Lichfield District Local Plan Strategy 2015 1 National Planning Policy Introduction 1.10 National planning policy is set out in the National Planning Policy Framework (NPPF) (March 2012). This emphasises the role of sustainability in guiding plans and policies, setting out three key dimensions to sustainable development: economic, social and environmental, which this Local Plan seeks to follow: An economic role: contributing to building a strong, responsive and competitive economy, by ensuring that sufficient land of the right type is available in the right places and at the right time to support growth and innovation; and by identifying and coordinating development requirements, including the provision of infrastructure. A social role: supporting strong, vibrant and healthy communities, by providing the supply of housing required to meet the needs of present and future generations; and by creating a high quality built environment, with accessible local services that reflect the community's needs and support its health, social and cultural well-being; and An environmental role: contributing to protecting and enhancing our natural, built and historic environment; and, as part of this, helping to improve biodiversity, use natural resources prudently, minimise waste and pollution, and mitigate and adapt to climate change including moving to a low carbon economy. Community Plans & Strategies 1.11 Our County, Our Vision: A Sustainable Community Strategy for Staffordshire 2008-2023 has been prepared by the Staffordshire Strategic Partnership. It is a fifteen year vision to improve the quality of life for all our people, by increasing economic prosperity, improving local services, and developing partnership working. To achieve this vision the following priorities have been identified: A vibrant, prosperous and sustainable economy; Strong, safe and cohesive communities; Improved health and sense of well-being; and A protected, enhanced and respected

    Lichfield District Community Safety Delivery Plan 2017 - 2020 Foreword Our aim is to ensure that Lichfield District remains one of the safest places in the county and this Delivery Plan will provide the means by which the community safety priorities highlighted in the 2016 Strategic Assessment can be delivered. Members of our Safer Community Partnership will lead on the delivery of our priority actions, but we cannot make this happen on our own. We hope that partners, stakeholders, local people and communities will take responsibility, demonstrate commitment and make a real contribution to help realise our vision for a safe District. The Partnership has embraced a number of changes over recent years, not least the challenges brought about by the current financial pressures experienced by all public sector organisations. Difficult decisions are having to be made which impact on people's quality of life, so it's important we utilise what funding we do have effectively. Other challenges we need to be mindful of are national and international terrorism and violence which has had a high media profile over recent times, together with the extent of child sexual exploitation (CSE) and Modern Day Slavery (MDS) within our communities. Much more emphasis is being placed on identifying and supporting people, especially young people and children, who are vulnerable to any form of exploitation and radicalisation. The opportunities and threats of social media have also become a major consideration going forward as we need to support local residents, especially young people to use it safely. Community safety is a complex and challenging area of work and we are grateful for the support and enthusiasm of all who are driven to continually improve the quality of life for people who live in the District.

Information provided within the document will inform the preparation of a Core Strategy for the District as part of the Local Development Framework, in particular in the consideration of potential development locations within the District and an overall spatial strategy for longer term development having regard to principles of sustainability. 1.2 In his report on the Public Examination into the District Council’s first submitted Core Strategy (withdrawn 2006), the Inspector concluded that although there were proposed housing allocations within some of the District’s rural settlements, there was a lack of evidence in relation to the suitability of villages in the District to accommodate growth. He considered that the relative sustainability of different settlements should have been assessed as part of the preparation of the Core Strategy. He indicated that an assessment of the sustainability of rural settlements would ensure that the scale and location of development outside the District’s two main towns was driven by overall sustainability considerations, rather than simply the availability of previously developed land.

It was extended on 6th October 1999 to include further areas of Gaia Lane and St Chad’s Road. In June 1998 the Lichfield Gateway Conservation Area was designated covering the area around Beacon Street. For the purposes of this appraisal these two conservation areas will be integrated and will be known as the Lichfield City Conservation Area. The conservation area covers a total of 88.2 hectares and includes over 200 listed buildings.
