1. INTRODUCTION
1.1 Terms of instruction
This arboricultural report has been commissioned by Clare OrmeParish Clerk/RFO Fradley & Streethay Parish Council , to provide a visual tree assessment from ground level of all parts of the tree insofar as possible, using binoculars where appropriate, to evaluate and record defects or decay, and to establish their likely effects on the health, mechanical integrity and/or stability of each tree.
1.2 Scope of Project
The scope of this project is twofold:-
(a) Undertake a tree survey of all trees on the site in line with a basic level criteria and where required to provide a more detailed professional level inspection.
(b) To provide a tree report and schedule of all trees on the site including proposed tree works and priority for them to be undertaken.
1.3 Caveats and Limitations
The report is for the sole use of the client and its reproduction or use by anyone else is forbidden unless written consent is given by the author.
This is an arboricultural report and as such no reliance should be given to comments relating to buildings, engineering or soil.
This is a preliminary arboricultural health and safety survey and a more detailed survey of internal decay detection etc. can be supplied, but would be subject to a further fee.
All tree inspections were undertaken from ground level.
The detail and recommendations contained within this report are valid for a period of 12 months from the date of survey. Trees are dynamic living structures and are subject to rapid changes due to internal and external influences. Even apparently healthy trees can be damaged by extreme climactic conditions. Although every effort has been made to identify defects within the trees surveyed, no guarantee can be given as to the safety or otherwise of any individual tree.
This is an arboricultural report and therefore does not rely on ecological or archaeological data. If either is commented upon within the report further professional advice should be sought.
2. DATA COLLECTION
2.1 Site Visit
I carried out one visit to site on the 27th April 2020, inspecting all trees from ground level. The weather conditions were adequate for the purpose of the visit, Warm with occasional showers.

The trees are an important part of the landscape, which gives extra depth and character to the site and surrounding area.
2.3 Identification and location
All Trees have been digitally located using GPS hand held device. All tree locations are detailed on the attached map and numbered accordingly in correspondence with report. There is a variety of tree species on site, with a variance in age and conditions.
All trees surveyed have been inspected using Visual Tree Assessment (VTA) methodology.
For easy interpretation the tree species are recorded in common name.
Tree heights given are based on estimated measurements.
In the absence of detailed information on the age the following classification has been used:

∑ Y Young trees age less than 1/3 life expectancy ∑ MI Middle age trees 1/3-2/3 life expectancy ∑ M Mature trees over 2/3 life expectancy ∑ OM Over mature – declining or moribund trees of low vigour ∑ V Veteran trees – specimens exhibiting features of biological, cultural or aesthetic value that are characteristic of, but not exclusive to, individuals surviving beyond the typical age range for the species concerned.
Age class is indicative and will vary between species.
The condition of the tree is assessed looking at overall health with physiological condition, summarized as:-
∑ Good Few minor defects of little overall significance ∑ Fair A significant defect or several small defects. ∑ Poor Major defect present or many small defects causing the tree to be in decline. ∑ Dead Where a tree is considered to be dead.

Comments where appropriate were recorded for the condition of each tree’s roots, main stem and crown. General comments have also been made where appropriate and a list of recommended actions described, to which a priority has been given to illustrate the timescale in which this work should be undertaken
2.4 Target Risk / Priority
Level of risk of damage, injury to the public, traffic, buildings and/or activity has been categorised as follows:--
H High: Work to be carried out within 3-6 months
M Medium: Work to be carried out within 6-18 months
L Low: Work to be carried out within 24 months.
2.5 Summary of Data
The survey includes individual trees and areas of trees. The comments for each tree vary and are given in detail in the tree schedule.
3. TREE PROTECTION: LEGAL STATUS
3.1 Tree Preservation Order
No checks have been made with the Local Planning Authority to establish whether any trees in the survey are protected by either a Tree Preservation Order or are within a Conservation Area.
The Forestry Act limits the volume of timber that can be felled within any calendar quarter on a property. An exemption to the need for a felling licence is for dead and dangerous trees; as such some of the work recommended would be exempt. Further advice can be given as required in relation to the limitations of the Forestry Act.

4. APPRAISAL
4.1. Deadwood
The vast majority of mature trees have deadwood associated with their canopies to some extent. The smaller deadwood is generally less of a risk due to its size, therefore if it were to fall from the tree there would be a reduced risk associated with. Deadwood over 25mm in diameter poses a greater risk. As such this should in general be removed.
It is possible to retain some deadwood within the canopies of trees for the benefit of wildlife. This can be done with reduction in the length of the deadwood so reducing the likelihood of failure. As a general rule, however, in the context of highway trees and safety it is considered that deadwood should be removed due to the risk of failure and target area.
5. CONCLUSIONS
In conclusion the survey provides recommendations for tree works given for individual trees and groups. As per client request trees where surveyed a total of 276 trees, 1 woodland block and 4 groups. The survey has produced requirements for preventative works carried out. The overall condition of the tree stock is in reasonable condition,
Trees with established Ivy surrounding the base, main trunks and upper canopies of the trees, This make it very difficult to accurately assess the trees I would their for recommend severing off ivy to allow further inspections to be carried out.
Where recommendations have been made for removal of a tree a suitable replacement should be considered.
I have prioritized a lot of the tree works operations in the H category, this takes into account preventive works and priority tree work operations that are required
The prescribed works should be managed in a systematic and proactive manner to ensure hazards are reduced to a reasonable level.
6. RECOMMENDATIONS
6.1 Tree Work Standards
Tree surgery should be carried out by skilled specialist contractors who have a minimum of £5m public liability insurance. Works should be to British Standard 3998 (1989) Recommendations for Tree Works. The Arboricultural Association has a list of Approved Contractors which can be viewed at www.trees.org.uk .
6.2 Immediate Operations
Priority work is indicated as shown in Target Risk and Priority sections of the report. (i.e. H)
6.3 Ongoing work
It is important that a systematic and prioritised approach is employed to ensure that the duty of care is upheld, and the health of the tree stock is maintained where possible.
6.4 Annual Safety Check
The trees should be inspected on an annual basis by a competent and qualified arboriculturalist. This inspection should also sign off tree works which have previously been undertaken.
