Bar is only 55 km far from the Montenegrin capital Podgorica and is at the distance of 45 km from the international airport Podgorica and 60 km fro the international airport Tivat. Bar is the connection between Montenegro and the world. It is devided into 12 local communities. Bar is famous for its multi-nationalities. Its wealth consists of 25 nationalities which are settled in this area. The number of inhabitants increased from 1948 to 2003. more than 100% - from 21.000 to 47.768 in 2003. There are 11.584 young people and 4.619 penssioners. There are 3.920 unemployees. As port city will amaze you with clean and done green spaces. There are many tourist attractions in its surrounding. Stari Bar, fortress of Haj Nehaj whose ruins from 15th century, King Nikola’s castle represent historic and cultural monuments of the city, Olive tree old over 2000 years, the Lake of Scadar as one of the greatest bird reserves, large number of monasteries and churches for the visitors wishing this way of tourism, A handful of festivals and cultural manifestations: International TV festival, Gatherings under old olive tree, Chronicle of Bar. Its climate is characterized by long and hot summers. Its avarage year temperature is 15,5 degrees Celsius - in July its avarage temperature is 23 degrees Celsius and in January 10 degrees Celsius. It is only 180 km far from the Strait of Otranto in airline distance and that is the reason why Bar is sometimes called ”The Adriatic Gate.” Created by Ćazim Nikezić 7 OPŠTINA BAR MUNICIPALITY OF BAR TOURISM A great deal of people from our country as well as foreign tourists are attracted by good traffic lines, sandy beaches, numerous sunny days and natural beauty of the scenery. Today the Municipality of Bar has at its disposal: •5.200 beds in hotels, •3000 beds in tourist resorts •30 000 beds in private homes. The finishing touches are being made in building the Marina with 982 places forneeds of the nautical tourism . The main bearers of the development of tourism are •HTP ”Korali”, • ”Inex-Zlatna obala’’ (The Golden Coast) , •”Biserna obala - Canj” (The •Pearl Coast), PP ”Talastours” etc. The special natural ressource is Skadar Lake with its coasts saved from urbanizationhich offer nummerous possibilities for development. It is 1250m long, and the Golden beach which is 850m long, is next to it. Both of them are sandy, golden what makes this part of the coast extremely beautiful.Being on the beach alleviates the sufferings of people with rheumatic problems.There are hotels and private apartments complexes, restaurants and cafes in the dense forest of pines and cypresses in their background. Three centuries ago, Venetian countesses gladly came here for a swim. This small but attractive beach can be approached only from the sea. It is surronded with sediment cliffs. Because of its environment, fine sand and crystally clean sea water, it was the favourite beach of queen Milena when coming to Topolica castle. Lekovic” and the Old Town of Bar . Bar is town of the young and it has got the potential of 11.500 young people up to 19 years of age who can be included in sports activities. For that reason we are starting to organize: The Elementary schools league and summer leagues. Sports activities have been organised and developed mostly on the grounds of the Sports-recreation centre ”Madzarica” on Topolica, near the hotel ”Topolica”. Each year at the First of May the International athletic meeting takes place in Bar. In Bar there are: •a preschool istitution, •ten elementary schools and • three secondary schools, •as well as a school for elementary music education. In total, there are 5700 children in different kind of schools and there are 474 educators. In Bar there are: •General Hospital, •Health Centre, • five specialist surgeries, •Bio-chemical laboratory and •several private dentist’s offices. In the Hospital and the Health Centre there are 102 doctors of medecine and stomatology. The Sports Surgery is going to be open very soon, as well. In Bar there are about 600 registered private enterprises dealing with production , trade , catering and other services . These are : •168 shops and stores •223 craftsman’ s shops •20 agencies for intelectual services and for real estate •96 caterer firms In its history Bar was known as ”the second administative centre of Montenegro” beacuse the last Montenegrin king Nikola used to spend a lot of time in it after he had bult his palace in Bar. To write or talk about Bar can be fine and interesting but the real impression of this town you can get only after familiarizing yourself with its characteristics, beauty and above all with its hospitable citizens.     © Lonely Planet Publications 94 Adriatic Coast If coastlines could enter an equivalent of the Eurovision Song Contest, the bookies would surely back the eastern Adriatic – and not just because of Balkan block-voting either. Like the Bay of Kotor, it’s the juxtaposition of mountains and sea that sends the spirit soaring, although unlike the bay it’s a less closed-in, sunnier vibe that’s engendered here and the water’s even clearer. Croatia may hog most of the coast but Montenegro’s tiny section packs a lot into a very small area (a bit like the country itself). Without the buffer of Croatia’s islands, more of Montenegro’s shoreline has developed into sandy beaches, culminating in a 12km continu- ous stretch leading to the Albanian border. Unsurprisingly, much of the nation’s determination to reinvent itself as a tourist mecca has focused firmly on this scant 100km coastal region. In July and August it seems that the entire Serbian world and a fair chunk of its northern Orthodox brethren can be found crammed into it. Avoid those months and you’ll find a charismatic clutch of small towns and fishing villages to explore. Living on the fault line between various civilisations, the people of the coast have forti- fied their settlements since ancient times. That legacy can be explored in the lively bars and shops of Budva’s Old Town, the surreal glamour of Sveti Stefan’s village resort, the ramshackle ADRIATIC COAST residences within Ulcinj’s fortifications and, most evocatively, the lonely and mysterious ruins of Haj-Nehaj, Stari Bar and Svač.

Toponyms of geografi - cal notions, names of regions, places, mountains, hills, rivers, springs, fortresses, islands, etc. Summary includes a part of already published suppositions of this field in using professional literature, as my contri - bution to this thematic. Dr Radoslav Rotković, u svojoj knjizi Odakle su došli preci Crnogoraca - Onomastička istraživanja, pored ostalog, konsta - tuje da „barski i ulcinjski areal nije adekvatno proučen“. To me podstaklo da objedinim dio već objavljenih pretpostavki iz ove oblasti koje se odnose na Barsku opštinu, i da dam doprinos ovoj tematici. Područje Bara B A R - Slovenski naziv Bara se pominje od 12 v. i dovodi se u vezu s karakteristikama zemljišta u Barskom polju: močvarno zemljište, baruštine, te je od slovenske (indo-evropske) riječi bar(a)m nastalo njegovo današnje ime. Please bring this copy. www.venice.coe.int 2 CDL-REF(2014)043 DRAFT LAW ON COURTS I BASIC PROVISIONS Scope Article 1 The present Law shall regulate establishment, organisation, and jurisdiction of courts; organisation of work of courts and judicial administration, and other matters of importance for orderly and timely functioning of courts. Judicial Power Article 2 Judicial power shall be exercised by courts established under the present Law. Courts shall decide on legal matters under their jurisdiction in a lawful, objective, and timely manner. Judicial office shall be exercised by judges and lay judges. Accessibility of Courts and Equality of Arms Article 3 Everyone shall have the right to address a court for the purpose of exercising his/her rights. Everyone shall be equal before a court. Publicity Article 4 The work of courts shall be public. Public nature of the work of courts shall be ensured in accordance with law. Impartiality Article 5 Everyone shall have the right to an impartial trial within a reasonable time and to have their legal matter, notwithstanding the parties and the characteristics of the legal matter, heard by a judge to whom the case was allocated randomly. Resources for Work of Courts Article 6 The resources and conditions for work of courts shall be ensured in the budget of Montenegro.
