Sri Lanka ‘s Cultural Triangle Sri Lanka’s Cultural triangle is situated in the centre of the island and covers an area which includes 5 World Heritage cultural sites(UNESCO) of the Sacred City of Anuradhapura, the Ancient City of Polonnaruwa, the Ancient City of Sigiriya, the Ancient City of Dambulla and the Sacred City of Kandy. Due to the constructions and associated historical events, some of which are millennia old, these sites are of high universal value; they are visited by many pilgrims, both laymen and the clergy (prominently Buddhist), as well as by local and foreign tourists. Kandy the second largest city in Sri- Lanka and a UNESCO world heritage site, due its rich, vibrant culture and history. This historic city was the Royal Capital during the 16th century and maintains its sanctified glory predominantly due to the sacred temples.

    Additional Financing of Small and Medium-Sized Enterprises Line of Credit Project (RRP SRI 49273-002) ASSESSMENT OF AUCTION MECHANISM A. Introduction 1. The original project introduced an auction to allocate the funds among the participating banks. The auctions created a framework where banks made a disbursement commitment and incurred a financial penalty if that disbursement was not achieved. 2. The project conducted two auctions. In the first, National Development Bank (NDB) won the entire $12.5 million available. In the second, the funds were evenly divided among three institutions. 3. The project had planned to review the auction mechanism after the second auction, at which time Asian Development Bank (ADB) and the government would decide whether to continue with the auction or to introduce a more conventional allocation system. Following this review, the government requested the latter so that more banks could participate. 4. Although appreciating the government’s reasons for requesting the cancellation, the project team was overall pleased with the auction’s performance, and the objective of this appendix is to capture any lessons that could be applied to future auction systems. B. Lessons 1. Dominance by a Subset of Banks 5. The government was correct that the auction limited participation. After NDB won all the funds during the first auction, ADB and the government agreed to cap the amount any bank could win to a third of available funds. 6. Despite these changes, the bidding pattern of the first two auctions suggested that a subset of banks would dominate the auctions. Indeed, the same four banks finished in the top five of both rounds (Table 1).

He was formerly Director of the Institute of Aesthetic Studies at the University of Kelaniya. He was born on August 23, 1942, in a village called Ganegama in Baddegama in the District of Galle in the Southern Province. He went to primary school in Pilagoda and received his secondary education at Rat- nasara Vidyalaya, Baddegama. In 1964 Kariyawasam graduated -from the University of Peradeniya with Honors in Sinhala and with Ceylon HistOry and Archaelogy as complementary subjects. From 1964 to 1967 he taught Classical Sinhala Prose Literature and Modern Poetry at the University of Colombo. In 1968 he received a Master's degree from the University of Peradeniya. His thesis was " Demonological Rituals and Society." In 1973 he was awarded a Ph. D. from the University of London, England. His dissertation was "Religious Activities apd the Develop- ment of a New Poetical Tradition in Sinhalese from 1852 to 1906".* ***** ROBINSON: Now to go far afield from the academic world. In her interview with me, Shelagh Goonewardene mentioned several actresses besides herself who came out of the University Dramatic Society at Peradeniya in the 1950s.
