EXECUTIVE SUMMARY 1.1 Introduction The proposed South Asia Subregional Economic Cooperation (SASEC) Power System Expansion Project (the Project) is included in the Asian Development Bank (ADB) Country Partnership Strategy 2010-2012 for Nepal, and the Country Operations Business Plan 2013-2015. Project Components. The project includes 3 components: (i) Transmission system expansion, including new transmission lines and substations which will facilitate cross-border power exchange and future power exports, and augmentation of existing substations to improve grid efficiency; (ii) Distribution system expansion; and (iii) Renewable energy (RE) based mini-grids in remote villages. Project implementation services will be provided, including support for design, bid specifications, procurement, environmental and social safeguards implementation, and livelihood improvement in the transmission corridors. Detailed project description is presented in Section 3. This draft Environmental Impact Assessment (EIA) was prepared on behalf of the Nepal Electricity Authority (NEA), the Executing Agency (EA) for the Project, by consultants retained under ADB TA-8272. Under the Nepal environmental regulatory framework, the proposed transmission lines require an Initial Environmental Examination (IEE) except for lines in protected areas which require an EIA. This report content and format are consistent with ADB Environmental Assessment Guidelines 2003 and Safeguard Policy Statement 2009. This report covers the on-grid project components. The off-grid RE based mini-grids component was developed under a separate project preparatory technical assistance; the IEE for the off-grid component is presented as a companion report. 1.2 Summary Findings The proposed Project comprises clearing of right-of-way, construction of new high-voltage transmission lines, construction of new substations, and augmentation of 2 ADB TA 8272-NEP working draft – February 2014 existing transmission substations. Potential impacts during construction will arise from temporary access road construction, clearing of vegetation, equipment staging, construction of substations, erection of transmission towers, stringing of conductors on the towers, and temporary construction camps. Potential impacts could also arise from improper management of decommissioned equipment. The anticipated impacts are localized, minimal, temporary, and reversible. Any loss of trees and other vegetation will be directly offset by reforestation and indirectly offset by reduction in fossil fuel powered generator sets.

There are still lacking systematic research and con- servation approach for these wetlands; therefore, our study attempted to assess the status of wet- lands in the Dhorpatan Hunting Reserve, Nepal; and explored threats and conservation chal- lenges. We prepared list of streams and lakes and collected detail information regarding area, district, block, elevation and cultural as well as ecological importance of lakes. We recorded total 11 lakes with total 304477 m2 areas. The Sundaha lake is largest lake of the reserve having signif- icant religious importance. We also recorded 7 streams in the reserve.

    CHAPTER I INTRODUCTION 1.1 Background Local Non-Government Organizations (NGOs) are one of the important institutions for local development. They are playing significant role directly and indirectly in the development of local communities since long time back. These organizations work as catalyst for pooling resources both human and natural in a collective manner in order to fulfill local needs of local communities. The process of local development cannot accelerate without giving due attention to the viable local organizations. Rural development concerns basically with improving quality of life of the rural people. This implies the involvement of rural poor in the development process and requires participation of local people in decision-making process and implementation of decisions. The productivity and self-reliance of rural region can only be increased when the mobilization of local energies and use of local resources are made. It requires the organization of local people (United Nations Development Program [UNDP], 1979). In essence, rural development is a strategy designed to improve the economic and social life of the rural poor. It involves the flow of benefits of development to the poorest among those who seek a livelihood in rural areas. The poorest group may include small/peasant farmers, tenants and landless people (World Bank, 1975). In this regard, rural development is basically concerned with improving quality of life of the mass of the subsistence population residing in rural areas and making the process of their development self sustaining and self reliance (Lele, 1975). This goal, however, cannot be achieved without mobilizing the local resources, involving local people in overall development processes and institutionalizing the local people’s organizations.

It is also common wide-spread phenomena and emerging issue not only in urban areas but also in rural setting in Nepal. Domestic child workers are not only the problem of an individual or a family but also the common problem of the society. In this context, the main objective of this paper is to examine the major problems, health situation, and assess the working conditions of domestic child workers aftermathof April 25th, 2015 earthquake disaster in Besisahar Municipality, Lamjung, Nepal. The data and information needed for this study were obtained through the mix method with primary and secondary sources. Study finds that the education level of child domestic workers is very poor.poverty is one of the major causes for children being engaged in domestic child worker. Goal: Sustained reduction in infant child and maternal mortality and morbidity through empowering families to address their health, educational and developmental needs and by creating an increasing demand for improved government health services. IV. Objectives/activitiesof the third quarter: Following are the objectives and achievements of the third quarter: 1. To form 6 parent's groups (6 fathers and 6 mothers) Achievement: During this reporting period 12 mothers and 12 fathers groups are formed despite of 6 each. The coming quarter (July - Sept) is the peak working season for community people and because of this planting season there was very little possibility to form the groups. Thus many groups have been formed during this reporting period to compensate the number of groups formation during July - September to meet annual target. These groups have received classes ranging from I to 3 times on various child survival topics viz; immunization, diarrhoea and sanitation. 2. To form 3 child to child groups Achievement: Six child to child groups have been formed and are receiving monthly classes on personal hygiene and sanitation. They seem very interested and enthusiastic to receive such classes.
