Only representations which relate to the likely effect of the granting of the licensing on one or more of the licensing objectives can be considered. The four objectives are;- The prevention of crime and disorder Public safety Prevention of public nuisance The protection of children from harm Each objective is of equal importance. Some examples of issues which may be raised but which are outside the scope for consideration are:- Representation which are frivolous or vexatious Made by persons who do not reside or have businesses in the vicinity of the premises and are not likely to be directly affected by the grant of the licence Commercial considerations or demand Matters which duplicate or relate to other legislation e.g. fire precautions, restrictions on a planning permission. Matters which are outside the control of the applicant e.g. on street parking, traffic, general anti social behaviour. Speculation about the effects of the licence being granted The legislation/guidance states that shops, stores and supermarkets should normally be free to provide sales of alcohol for consumption off the premises at any times when the retail outlet is open for shopping unless there are good reasons, based on the licensing objectives for restricting those hours. Where it is impossible to separate valid from invalid comments made in the same representation the whole document will be produced to the committee in the agenda papers but members of the sub committee will be advised which comments should be given consideration or disregarded. Groceries account for 12.8 percent of total household spending in the UK, making it the third largest area of expenditure, following housing and transport. Food and grocery expenditures account for 53p in every £1.00 of retail spending (excluding restaurants). 21p in every £1.00 spent on food and grocery is spent in convenience stores.

A lot has happened in that time. The Coalition Government committed to introduce a minimum unit price (MUP) to tackle the harm caused by the cheapest alcohol. Then, with encouragement from sections of the alcohol industry, they decided to postpone its introduction until the outcome of a legal challenge to minimum unit pricing in Scotland had been resolved. The alcohol duty escalator – which increased duty by 2% above inflation – was scrapped. Wider duty rates were cut. And alcohol harm continued to rise. Four member organisations of the Alcohol Health Alliance (AHA) – the Institute of Alcohol Studies; Alcohol Focus Scotland; Balance, the North East Alcohol Office; and Healthier Futures – decided to check how those changes had affected the price of alcohol that is available in communities across England and Scotland. As part of the survey, the partners visited a range of off-sales premises looking for the nation’s cheapest booze. Almost 500 products were examined and the conclusion is clear – alcohol continues to be sold at pocket money prices in supermarkets and off-licences across the UK.
