1. आिेदन हेतु पात्रता- उपरोक्‍त नीतत के अ車तगयत आवेदन की प त्रत तन륍‍न नुस र होगी । 1.1 कोई व्‍यन्क्त, फमय, क륍‍पनी अथव क車सोमशययम (न्जसे आगे आवेदक कह ज येग ) न्जनकी नेटवथय आवेदन टदन 車क को प्रिमलत वव配‍तीय वर्य अथव उसके पूव य के वव配‍तीय वर्य मᴂ 셂. 100 करोड़ से अधिक हो । 1.2 आवेदक क व्‍यवस तयक ग्र स टनय ओवर ववगत 3 वव配‍तीय वर्ो मᴂ ह‍यूनतम 셂. 150 करोड़ हो । 1.3 नेटवथय की पुन्टट हेतु ि टयिय एक उ車टᴂट 饍व र ज री प्रम ण पत्र आवश्‍यक होग । 1.4 टनय ओवर के प्रम णीकरण हेतु ि टयिय एक उ車टᴂट 饍व र प्रम णणत बैलᴂस शीट की प्रततय 車 प्रस्‍तुत करनी होगी । 1.5 क車सोमशययम की न्स्थतत मᴂ क車सोमशययम के सदस्‍यⴂ की स車युक्‍त नेटवथय 셂. 100 करोड़ होन आवश्‍यक होगी । 1.6 आवेदक को पययटन नीतत मᴂ उल्‍ट‍लेणित पययटन पररयोजन ओ車 क एकल पररयोजन अथव एक धिक पररयोजन ओ車 क 5 वर्ीय स車ि लन अनुभव आवश्‍यक होग तथ प्रतत वर्य ववगत 3 वर्ो मᴂ 셂. 50 करोड़ क ह‍यूनतम ग्र स टनय ओवर आवश्‍यक होग । 1.7 भूमम क आव車टन पययटन नीतत मᴂ घोवर्त पययटन पररयोजन ओ車 के मलये ही ककय ज येग । 1.8 आवेदक को भूमम पर, भूमम क मूल्‍ट‍य छोड़कर 셂पये 100 करोड़ से अधिक की पररयोजन स्‍थवपत करनी होगी । 2 भूमम आिंटन हेत ु आिेदन - 2.1 आवेदक 饍व र पररमशट‍ट-1 पर तनि यररत प्रपत्र मᴂ आवेदन, पररमशट‍ट-2 मᴂ तनि यररत िेकमलस्‍ट अनुस र सहपत्रⴂ सटहत आवेदक अथव उसके 饍व र अधिकृ त प्रतततनधि 饍व र हस्‍त क्षररत कर प्रब車ि स車ि लक, मध्‍यप्रदेश टूरर煍‍म बोिय को प्रस्‍तुत ककय ज येग । 2.2 आवेदन पत्र टूरर煍‍म बोिय की वेबस ईट पर आन ल ईन प्र प्‍त ककये ज यᴂगे । आनल ईन व्‍यवस्‍थ प्र र車भ होने तक ऑफ ल ईन आवेदन प्रब車ि स車ि लक के क य यलय मᴂ प्रस्‍ततु कर प वती प्र प्‍त की ज सकेगी । आवेदन ईमेल/कोररयर/पज車 ीकृ त ि क के म ध्‍यम से भी आनल ईन व्‍यवस्‍थ होने तक प्र प्‍त ककये ज सकते हℂ । 2.3 आवेदन अपूण य होने पर एक सप्‍त ह मᴂ त्रुटट पूतत य हेत ु स車ब車धित आवेदक को प्रब車ि स車ि लक 饍व र सूधित ककय ज येग । त्रुटट पूतत य हेतु 15 टदवस की समय सीम दी ज येगी, तदोपर 車त आवेदन तनरस्‍त ककय ज येग । 2.4 आवेदन की वररयत पणू य आवेदन प्र प्‍त होने के टदन 車क से की ज येगी । 2.5 आव車टन प्रथम आओ प्रथम प ओ के आि र पर ककय ज येग । एक से अधिक आवेदन होने की न्स्थतत मᴂ यटद प्रथम आवेदक 饍व र आवेदन व वपस ककय ज त है तो ऐसी दश मᴂ क्रमश: उसके ब द व ले आवेदक को वररयत दी ज येगी । 3. आिंटन प्रक्रक्रया - 3.1 पूण य आवेदन पत्र प्र प्‍त होने पर 15 टदवस मᴂ आव車टन हेतु स車क्षेवपक तैय र कर पययटन नीतत की क車डिक क्र. 20 मᴂ प्र वधित मुख्‍य सधिव की अध्‍यक्षत मᴂ गटित स धिक र सममतत के समक्ष प्रस्त‍ ुत की ज येगी । 3.2 स धिक र सममतत 饍व र प्रस्‍त व म ह‍य ककये ज ने की दश मᴂ कलेक्‍टर ग ईि ल ईन रेट पर 90 वर्य हेत ु लीज पर भूमम आव車टन के स車ब車ि मᴂ लेटर आफ अल टमᴂट (LOA) ज री ककय ज येग । 3.3 आव車टटत भूमम हेतु त配‍समय प्रिमलत ग ईि ल ईन रेट को एक मुश्‍त प्रीममयम म न ज येग तथ इसके 1% के तुल्‍ट‍य र मश, व वर्यक लीज रᴂट के 셂प मᴂ ली ज येगी । प्रतत 30 वर्य उपर ह‍त लीज रᴂट मᴂ 6 गनु व饍ृ धि की ज येगी । 3.4 लेटर आफ अल टमᴂट (LOA) ज री होने के उपर ह‍त लीज तनट‍प दन, लीज प車जीयन एव車 क녍‍ज स㄂पन आटद स車ब車िी क ययव ही पययटन नीतत (2016) स車शोधित 2019 मᴂ वणणयत प्र वि नⴂ एव車 प्रकक्रय के अनुस र ककय ज येग । 4. परियोजना क्रक्रयान्‍ियन एिं भूमम का आधिप配‍य - 4.1 भूमम क आधिप配‍य भूमम जह 車 जैसी है उसी 셂प मᴂ ककय ज येग । 4.2 भूमम तक सड़क/वव饍युत/जल प्रद य आटद मूल अिोस車रिन यᴂ आव車टी आवेदक 饍व र ववकमसत की ज येगी । 4.3 अततक्रमण रटहत भूमम क आधिप配‍य आव車टी आवेदक को टदय ज येग । 4.4 पररयोजन कक्रय ह‍वयन एव車 तनम यण क यय आधिप配‍य देने के एक वर्य मᴂ सभी आवश्‍यक अनुमततय 車 अनुमोदन प्र प्‍त करने के उपर ह‍त आवेदक आव車टी 饍व र ककय ज येग । 4.5 पररयोजन कक्रय ह‍वयन हेतु आधिप配‍य टदन 車क से अधिकतम 5 वर्य की अवधि प्रद न की ज येगी । 4.6 उपरोक्‍त अवधि मᴂ ह‍यनतमू 75% तक क यय पूण य होने की दश मᴂ टदये गये क यय के आ車कलन उपर ह‍त गुण दोर् के आि र पर प्रब車िक स車ि लक मध्‍यप्रदेश टूरर煍‍म बोिय 饍व र अधिकतम एक वर्य की अवधि बढ यी ज सकेगी । 4.7 भूमम के आधिप配‍य के उपर ह‍त क यय प्र र車भ करने के पूव य ववस्‍ततृ पररयोजन प्रततवेदन सटहत प्र प्‍त अनुमततय 車 एव車 अनुमोटदत नक्‍शे आटद की प्रततय 車 प्रब車ि स車ि लक मध्‍यप्रदेश टूरर煍‍म बोिय को प्रस्‍ततु की ज येगी। 5. विविि – 5.1 र जस्‍व ववभ ग की श सकीय भूमम यटद आवेदक 饍व र ियतनत की ज ती है तो प्रथमत: ऐसी भूममयⴂ क हस्‍त 車तरण पययटन ववभ ग के न म पर कर य ज येग । तदोपर 車त उपरोक्‍त प्रकक्रय अनुस र आव車टन ककय ज येग । 5.2 उपरोक्‍त प्रकक्रय के अनुप लन हेत ु प्रपत्र आटद तनि यरण तथ म गयदशयन एव車 तनदेशन हेतु प्रब車ि स車ि लक मध्‍यप्रदेश टूरर煍‍म बोिय अधिकृ त हⴂगे। 5.3 उपरोक्‍त तनयम एव車 प्रकक्रय मᴂ स車शोिन अथव स्‍पट‍टीकरण हेतु पययटन ववभ ग मध्‍यप्रदेश श सन अधिकृ त होग । मध्यप्रदेश के राज्यपाल के नाम से तथा आदेशानुसार (फैज़ अहमद ककदवई) सकिव मध्यप्रदेश शासन, पर्यटन कवभाग पृ.क्र.एफ 10-41/2019/तℂतीस, भोपाल, कदना車क 31/10/2019 प्रकतकलकप :- 1.

SOUGATA RAY: Will the Minister of TOURISM be pleased to state: (a) whether the Government has any proposal to set up tourism hubs in the country; (b) if so, the details thereof, State-wise; and (c) the details of existing pilgrim tourism hubs in the country? ANSWER MINISTER OF TOURISM (SHRI G. KISHAN REDDY) (a) to (c): Development and promotion of Tourism is primarily the responsibility of the State Government / Union Territory Administration. The Ministry of Tourism, under its ‘Swadesh Darshan scheme’ is developing thematic circuits in the country in planned and prioritized manner in order to develop tourism infrastructure at multiple destinations. The Ministry under its scheme ‘National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ provides financial assistance to State Governments/ Union Territory (UT) Administrations etc. with the objective of integrated development of identified pilgrimage and heritage destinations.
