13 CIVIL WAR CASE STUDY 2: THE CHINESE CIVIL WAR (1927–37 AND 1946–49) As you read this chapter you need to focus on the following essay questions: • Analyze the causes of the Chinese Civil War. • To what extent was the communist victory in China due to the use of guerrilla warfare? • In what ways was the Chinese Civil War a revolutionary war? For the first half of the 20th century, China faced political chaos. Following a revolution in 1911, which overthrew the Manchu dynasty, the new Republic failed to take hold and China continued to be exploited by foreign powers, lacking any strong central government. The Chinese Civil War was an attempt by two ideologically opposed forces – the nationalists and the communists – to see who would ultimately be able to restore order and regain central control over China. The struggle between these two forces, which officially started in 1927, was interrupted by the outbreak of the Sino-Japanese war in 1937, but started again in 1946 once the war with Japan was over. The results of this war were to have a major effect not just on China itself, but also on the international stage. Weinberger* On May 2, 2014, without announcement, Chinese vessels floated China National Offshore Oil Corp.’s (CNOOC) state-of-the-art deep water drilling rig into Vietnamese waters and began sea floor drilling op- erations for natural gas. The location of the rig - within Vietnam’s 200 nautical mile exclusive economic zone (EEZ) and only 17 nautical miles from Triton Island in the South China Sea, one of the Paracel Islands that is claimed by Vietnam, China, and Taiwan – was unmistakably set up in maritime territory claimed by Vietnam. The Vietnamese Foreign Minister called the move a violation of Vietnamese sov- ereignty. The U.S. State Department described the move as “provocative.” The deployment of China’s first and only home-grown deep-water semisubmersible drilling rig in such a brazen manner illustrates the value that China places on Asia-Pacific off-shore oil and gas resources and the lengths that China will go to assert control over seabed hydrocarbons beneath the far western Pacific Ocean. China’s Quest for Asia-Pacific Energy Resources Driven by Overall Growth in Energy Demand Fossil fuels are the lifeblood of China’s economy. Affordable, reliable sources of crude oil enable China’s transportation sector to grow and thrive. Natural gas is becoming a cornerstone to China’s elec- tric power capacity and an alternative transportation fuel. China’s remarkable economic growth over the past three decades is matched by an insatiable thirst for oil. -

One historian said that "the Mediterranean is the past, Europe is the present and the Asia-Pacific Region is the future." The future is now! This sub-thesis deals with contemporary issues now determining the future of the region going into the year 2000. Soviet attention was refocused on the Asia-Pacific region after Soviet General Secretary Mikhail Gorbachev made his historic speech at Vladivostock on 28 July 1986. Since then developments have gone on at a pace faster than expected. The Soviets have withdrawn from Afghanistan. Then in September 1988, Gorbachev spelled out in detail his Vladivostock initiative through his Krasnoyarsk speech and called on major powers, the US, China and Japan, to respond to his peace offensives. He has offered to give up the Soviet presence in Cam Ranh if the US did likewise at Subic and Clark in the Philippines. To some it may appear attractive, while others consider that it is like trading "a pawn for a queen". This sub-thesis completes my ten-month stay in a very progressive country, Australia. I was fortunate enough having been given the chance to undertake a Master of Defence Studies Course (MDef Studies) at the University College, University of New South Wales, Australian Defence Force Academy upon the invitation of the Australian Government. -

ASIA REPORT ISSUE NO. 47 DECEMBER 2019 Cross-Strait Relations under Stress: Chinese Pressure and Implications for Taiwan As China increases pressure on governments and corporations around the world to support its political objectives, Taiwan has emerged as a focal point in the region that exemplifies how to withstand or mitigate Chinese challenges. Nevertheless, Chinese military and political belligerence has numerous implications for Taiwanese security and domestic politics ranging from the tightening of Taiwan’s international space to the use of Chinese sharp power to influence the electorate. The Sigur Center for Asian Studies recently hosted a conference featuring two expert panels to discuss the impacts of Chinese pressure campaigns on Taiwan and other involved nations as well as how cross-strait relations might proceed because of these actions. Keeping Taiwanese Democracy Secure The conference began with opening remarks from Christine M. Y. Hsueh, Deputy Representative at the Taipei Economic and Cultural Representative Office. Deputy Representative Hsueh highlighted Taiwan’s role as a beacon of democracy, which contributes to pressure and attacks from China, such as election interference. With the recent failure of the “one country, two systems” policy in Hong Kong and Chinese President Xi Jinping’s threat to use force in reunification with Taiwan, the Taiwanese government is working to ensure that the status quo is not unilaterally altered by Chinese aggression. Although Taiwan faces many challenges in maintaining security and stability, outspoken support from Vice President Mike Pence and other figures in the current US administration have been encouraging signs for Taiwan moving forward. China’s Rising Militarism and Assertiveness The first panel offered perspectives on defense and security, and ASIA REPORT began with June Dreyer, Professor of Political Science at the University of Miami, giving an overview of recent developments in ISSUE NO. -

The line was marked out in a variety of ways, from sentry boxes… In compliance with the terms of the Franco-German Armistice Convention signed in Rethondes on 22 June 1940, Metropolitan France was divided up on 25 June to create two main zones on either side of an arbitrary abstract line that cut across départements, municipalities, fields and woods. The line was to undergo various modifications over time, dictated by the occupying power’s whims and requirements. Starting from the Spanish border near the municipality of Arnéguy in the département of Basses-Pyrénées (present-day Pyrénées-Atlantiques), the demarcation line continued via Mont-de-Marsan, Libourne, Confolens and Loches, making its way to the north of the département of Indre before turning east and crossing Vierzon, Saint-Amand- Montrond, Moulins, Charolles and Dole to end at the Swiss border near the municipality of Gex. The division created a German-occupied northern zone covering just over half the territory and a free zone to the south, commonly referred to as “zone nono” (for “non- occupied”), with Vichy as its “capital”. The Germans kept the entire Atlantic coast for themselves along with the main industrial regions. In addition, by enacting a whole series of measures designed to restrict movement of people, goods and postal traffic between the two zones, they provided themselves with a means of pressure they could exert at will. -

ASCENT MOOT COURT COMPETITION, 2015 l MOOT PROBLEM - INTERNATIONAL SOUTH PRC SEA (SPS) In Dec. 2013 a Malaysian Airline Boeing 777 (MH 370) with 350 PRC and 14 Malaysian citizens onboard disappeared enroute from Hacking to Kuala Lumpur. It’s last dispatch was made when cruising over South PRC Sea. After a series of failed search-operations the Malaysian government declared all on board dead. In another incident around 456 people, mostly tourists, died when the "Eastern Star" rapidly sunk in South PRC Sea in a storm in 2014. Consequently, PRC, given the frequency of disasters in the South PRC Sea, decides to do something about the same. PRC is island-building on previously uninhabited atolls and reefs in the Spratly Islands. It has built a runway on Fiery Cross Reef in the Spratly Island chain, estimated at 3.1 kilometers (1.9 miles). PRC has expanded the acreage on the outposts it occupies by some four hundred times. At four reclamation sites, PRC has moved from dredging operations to infrastructure development that could include harbors, communications and surveillance systems, logistics support and one airfield. PRC has excavated deep channels that could accommodate larger ships to the outposts. PRC is attempting to change facts on the ground by improving its defense infrastructure in the South PRC Sea. Unlike other countries making claims in the area, PRC at the moment does not have an airfield or secure docking at its outposts and the reclamation operations are aimed at ending that disparity. Hacking asserts sovereignty over almost the whole of the South PRC Sea, including areas close to the coasts of other littoral states, using a nine-segment line based on one that first appeared on PRC maps in the 1940s. -

Questioning the Gulf of Tonkin Resolution The Plan As the 1964 presidential elections approached, President Johnson (Democrat) saw the need for a congressional resolution that would endorse the growing US involvement in Vietnam. Such a resolution would strengthen the president’s credibility, and would make him look tough on Communism at a time when his challenger Republican Barry Goldwater was criticizing LBJ for being soft. Accordingly, LBJ decided to wait for North Vietnamese provocation before sending his request to Congress. However, it is VERY significant that both the request was written prior to any provoking incident, as well as plans to attack North Vietnam. The Incident According to LBJ According to the public announcements of President Lyndon Johnson and Defense Secretary Robert McNamara, twice in two days the North Vietnamese had attacked U.S. warships “on routine patrol in international waters,” and engaged in a “deliberate” pattern of “naked aggression”; evidence of both attacks was “unequivocal,” and these had been unprovoked.” According to Johnson and McNamara, the United States would respond in order to deter future attacks but was planning no wider war. The Request This lesson invites students to travel back to August 1964 and to imagine that they were members of Congress when the Johnson administration proposed the Gulf of Tonkin Resolution. It asks them to practice critical thinking. Divide into groups and imagine that you are members of Congress when this resolution was introduced in 1964. Your assignment is to come up with at least 5 critical questions that you would have wanted fully answered before you voted on the resolution. -

1 BAB I PENDAHULUAN A. Dasar Pemikiran Bangsa Indonesia sejak dahulu sudah dikenal sebagai bangsa pelaut yang menguasai jalur-jalur perdagangan. Sebagai bangsa pelaut maka pengetahuan kita akan teknologi perkapalan Nusantara pun seharusnya kita ketahui. Catatan-catatan sejarah serta bukti-bukti tentang teknologi perkapalan Nusantara pada masa klasik memang sangatlah minim. Perkapalan Nusantara pada masa klasik, khususnya pada masa kerajaan Hindu-Buddha tidak meninggalkan bukti lukisan-lukisan bentuk kapalnya, berbeda dengan bangsa Eropa seperti Yunani dan Romawi yang bentuk kapal-kapal mereka banyak terdapat didalam lukisan yang menghiasi benda porselen. Penemuan bangkai-bangkai kapal yang berasal dari abad ini pun tidak bisa menggambarkan lebih lanjut bagaimana bentuk aslinya dikarenakan tidak ditemukan secara utuh, hanya sisa-sisanya saja. Sejak kedatangan bangsa Eropa ke Nusantara pada abad ke 16, bukti-bukti mengenai perkapalan yang dibuat dan digunakan di Nusantara mulai terbuka. Catatan-catatan para pelaut Eropa mengenai pertemuan mereka dengan kapal- kapal Nusantara, serta berbagai lukisan-lukisan kota-kota pelabuhan di Nusantara yang juga dibuat oleh orang-orang Eropa. Sejak abad ke-17, di Eropa berkembang seni lukis naturalistis, yang coba mereproduksi keadaan sesuatu obyek dengan senyata mungkin; gambar dan lukisan yang dihasilkannya membahas juga pemandangan-pemandangan kota, benteng, pelabuhan, bahkan pemandangan alam 2 di Asia, di mana di sana-sini terdapat pula gambar perahu-perahu Nusantara.1 Catatan-catatan Eropa ini pun memuat nama-nama dari kapal-kapal Nusantara ini, yang ternyata sebagian masih ada hingga sekarang. Dengan menggunakan cacatan-catatan serta lukisan-lukisan bangsa Eropa, dan membandingkan bentuk kapalnya dengan bukti-bukti kapal yang masih digunakan hingga sekarang, maka kita pun bisa memunculkan kembali bentuk- bentuk kapal Nusantara yang digunakan pada abad-abad 16 hingga 18. -

While intra-Asian trade has grown at an accelerating rate since the global financial crisis and several aspects of integration have proceeded smoothly, the more developed trading blocs in the world, notably North America and the European Union, have confronted many challenges in sustaining growth and balance among their member nations. As a result, at the BFA AC and other important international gatherings of government, business, and academic leaders, it has become a commonplace to refer to Asia as the world’s engine of recovery from the crisis and the epicenter of future growth. But the discussion of Asia’s regional integration has not really encompassed the challenges now being faced by other trading and common currency blocs. For example, the currencies that facilitate regional value chain integration in the developed regions of the world, primarily the US dollar and Euro, have linked together economies, like the US and Mexico or Germany and Greece, in complex and often politically challenging ways. The complex workings of regional integration are beyond the scope of this brief paper, but our goal is to look at the characteristics of Asian economic integration and identify characteristics and some ways in which the process differs from other parts of the world. -

Caroll Weiss (1979), misalnya, membeda- kan penggunaan hasil penelitian ke dalam tiga jenis, yakni penggunaan instrumental, penggunaan konseptual, dan peng- gunaan simbolik. Penggunaan ‘instrumental’ mengacu pada pengaruh penelitian yang bersifat langsung dan dapat diukur (measurable) terhadap proses pembuatan kebijakan publik. iii Penggunaan ‘konseptual’ mengacu pada kondisi di mana ha- sil riset hanyalah salah satu jenis informasi yang dipertim- bangkan para pembuat kebijakan ketika hendak membuat atau mengambil keputusan kebijakan.
