Eleven of the more than 7,107 islands and islets, only 700 inhabited, account for 96 per cent of the land. The islands of the archipel ago fall into three groups. The northernmost includes Mindoro and Luzon. Luzon, where Manila is located, is the center of government and the most heavily populated and industrialized sec tion of the country. The eight central islands of the Visayan group--Samar, Leyte, Cebu, Bohol, Negros, Panay, Masbate and Palawan--are second in development. To the south lie Sulu and Min danao with vast but relatively unexploited agri cultural and mineral potential. -

This history makes the Philippines a kind of imperial artifact. Like all nation- states, it is an ineluctable part of a global order governed by a set of shifting power rela tionships. Such shifts have included not just regime change but also social revolution. The modernity of the modern Philippines is precisely the effect of the contradictory dynamic of imperialism. The Spanish, the North American, and the Japanese colonial regimes, as well as their postcolonial heir, the Republic, have sought to establish power over social life, yet found themselves undermined and overcome by the new kinds of lives they had spawned. It is precisely this dialectical movement of empires that we find starkly illumi nated in the history of the Philippines. EDUCATION IN THE ‘NEW SOCIETY’ AND THE PHILIppINE LABOUR EXPORT POLICY (1972-1986) EDUCATION IN THE ‘NEW SOCIETY’ AND THE PHILIPPINE LABOUR EXPORT POLICY (1972-1986) Mark Macaa Kyushu University Abstract: The ‘overseas Filipino workers’ (OFWs) are the largest source of US dollar income in the Philippines. These state-sponsored labour migrations have resulted in an exodus of workers and professionals that now amounts to approximately 10% of the entire country’s population. From a temporary and seasonal employment strategy during the early American colonial period, labour export has become a cornerstone of the country’s development policy. This was institutionalised under the Marcos regime (1965-1986), and especially in the early years of the martial law period (1972-81), and maintained by successive governments thereafter. Within this context, this paper investigates the relationship between Marcos’ ‘New Society’ agenda, the globalization of migrant labour, and state sponsorship of labour exports. In particular, it analyses the significance of attempts made to deploy education policy and educational institutions to facilitate the state’s labour export drive. Evidence analyzed in this paper suggests that sweeping reforms covering curricular policies, education governance and funding were implemented, ostensibly in support of national development. However, these measures ultimately did little to boost domestic economic development. Instead, they set the stage for the education system to continue training and certifying Filipino skilled labour for global export – a pattern that has continued to this day. According to recent studies, 50% excess buses add drastically to the growing number of vehicles passing through EDSA. One way to decongest traffic is to cut through the volume of buses. A Bus Rapid Transit (BRT) system can be more effective in improving the service operation of buses rather than implementing more city bus operations. The study presents a proposed BRT system in EDSA. The study evaluates the transportation impact of the BRT system on commuter movement and urban travel, and assesses the environmental benefits of the proposed BRT system. Data used in this study were obtained through vehicle counting, onboard surveying of bus, cars, taxi and MRT and 1996 MMUTIS study. These were calibrated using the software EMME3 to build a traffic demand forecast model considering four scenarios: without BRT on the base year; without BRT on the design years; with BRT and with city buses traversing along EDSA; and with BRT but without the city buses traversing along EDSA on the design years 2016 and 2021. -
Racial Minority Immigrant Acculturation: Examining Filipino Settlement Experiences in Canada Utilizing a Community-Focused Acculturation Framework

Vol 4, Issue 1, 66 – 84 RACIAL MINORITY IMMIGRANT ACCULTURATION: EXAMINING FILIPINO SETTLEMENT EXPERIENCES IN CANADA UTILIZING A COMMUNITY-FOCUSED ACCULTURATION FRAMEWORK Renato M. Liboro By incorporating perspectives from Community Psychology into Berry’s (1997) acculturation framework from Cross-cultural Psychology, a more community-focused acculturation framework was developed and proposed in this essay. Elements from Community Psychology that focus on group-specific settings, community-level analysis, sociocultural resources, sociopolitical forces, and roles of grassroots organizations and host societies in challenging institutional power were consolidated into Berry’s acculturation framework to establish a new framework with a stronger community focus. In a theoretical application utilizing the new community-focused framework, socio- historical accounts of and discourse on Filipino experiences prior to the beginnings of the Filipino diaspora to Canada in the mid-1990s and more recent Filipino immigrant settlement experiences in Canada were used to examine and gain greater understanding of racial minority immigrant acculturation. The theoretical application of the new framework was presented not only to demonstrate the synthesis of elements derived from Cross-cultural and Community Psychology, as well as the methodological difference between Berry’s acculturation framework and the community-focused version proposed by the author, but also to underscore the value of community-level analysis in the study of racial minority immigrant acculturation. In the Philippine context, the spectator sport of boxing has grown to be a phenomenon in recent years, perhaps owing to the successive triumphs of contemporary Filipino pugilists in the international boxing scene. This thesis focuses on the case of Filipino boxer Manny Pacquiao whose matches bring together contemporary Philippine society into a “ringside community”, a collective united by its support of a single fighter bearing the brunt for the nation. I assert that Pacquiao’s stature has transcended that of the sports realm, as he is constructed as a national (i.e., not just sport) hero. As such, I study this phenomenon in two ways. The first part of my analysis focuses on how a narrative of heroism has been instilled in Philippine society through the active promotion of its past heroes. Inherent to this study’s discussion of the Filipino ringside community and heroism is the notion of the habitus. Defined by Pierre Bourdieu as a set of inculcated dispositions which generate practices and perceptions, “a present past that tends to perpetuate itself into the future by reactivation in similarly structured practices” (Bourdieu, 6), the concept of habitus can be directly applied to how the need for a heroic narrative has been inculcated within Philippine contemporary society. -

Recto In 1895, in the town of Taal, province of Batangas, the Spanish local authorities worked hard enough to denounce some of its inhabitants as subversiVe. They defined the objective of the Taal subversives as the promotion and instigation of anti-patriotic ideas and propaganda against religion to inculcate in the minds of the inhabitants of Batangas the existence of a subversive separatist idea. These ''se paratists", led by Felipe Agoncillo and followed by Ramon Atienza, Martin Cabre ra, Ananias Diocno and many others, were persecuted for manifesting outwardly their nurtured ideas whtch were allegedly in complete opposition to the precepts of the Spanish constitution and ecclesiastical Jaws. Episode 1: 1895 Subversion On July 23, 1895, a report was transmitted by the parish priest of Taal, Fr. julian Diez, to his superior, Archbishop Bernardino Nozaleda, regarding the latest occurrence in that town. Here, he said, things had happened as a result of certain doctrines and certain personalities, that his loyalty to religion and his beloved Spain had forced him to write the prelate before anyone else. He stated that on 65 66 ASIAN STUDIES June 24, during the interment of a ::laughter of Felipe Agoncillo at the Taal cemetery, Agoncillo spoke offensive words against Spain and its religion after the parish priest refused to have the corpse buried in an untaxed coffin. Diez attributed to Agoncillo these statements) What I have l8id to you always, (is) that religion is a lie, a despicable farce that we do not have anymore remedy but to swallow it for it was imposed to us by the poorest and most miserable nation of all Europe. -

Philippine history, more especially the historio- graphy of its colonial period, poses some particular problems in serving as the basis from which to fashion an identity suitable to the modern citizens of a nation-state. These problems are not restricted to the Philippines, but the combination of features is certainly specific to the history of that nation and differentiates its historiography from that of others in the region. Attention has long been drawn to the unique geographical location and cultural experi- ence of the islands; indeed D.G.E. Hall even omitted the Philippines from the first edition of his seminal history of Southeast Asia (Hall 1955). But these observations on their own offer no insuperable obstacle to the creation of a national historiography. Far more significant is the lack of appropriate his- torical experiences whose symbolic value make of them suitable rallying points round which a counter-hegemonic and anti-colonial historiography can coalesce and flourish.1 The history of nations is always presented in the form of a narrative, the fulfilment of a project that stretches back over the centuries along which are moments of coming to self-awareness that prove to be decisive in the self- manifestation of national personality (Balibar 1991:86; Bhabha 1990:1). -

Having lived in America some 30 E years now I am familiar with how people celebrate Independence here—they have parades, barbecues and in the evening fireworks. When we left the Philippines years ago fireworks were banned in the country. I don’t know how it is today. It would be wonderful if Filipinos celebrated Independence Day similar to or better than the usual parades, picnics, barbecues and some fireworks. When I was a kid growing up, Independence Day was observed on July 4th, the day when the United States granted the country independence from American rule. The American flag was finally lowered from government building flagpoles and the Philippine flag was hoisted in its stead. From that day until one day in 1962 the country celebrated Independence Day on the same day the United States celebrated its own Independence Day. But on May 12, 1962 then President Diosdado Macapagal issued Presidential Proclamation No. -

Translated by W illiam Henry Scott Translator’s Note Fray Francisco Antolin was a Dominican missionary in Dupax and Aritao,Nueva Vizcaya,in the Philippines,between the years 1769 and 1789,who was greatly interested in the pagan tribes generally called “Igorots” in the nearby mountains of the Cordillera Central of northern Luzon. His unpublished 1789 manuscript,Noticias de los infieles igor- rotes en lo interior de la Isla de M anila was an attempt to bring to gether all information then available about these peoples,from published books and pamphlets, archival sources, and personal diaries, corre spondence, interviews and inquiries. An English translation of Part One was published in this journal,V o l.29,pp. 177-253,as “Notices of the pagan Igorots in 1789,” together with a translator’s introduction and a note on the translation. Part Two is presented herewith. Part Two is basically a collection of source materials arranged in chronological order, to which Esther Antolin added comments and discussion where he thought it necessary,and an appendix of citations and discourses (illustraciones) on controversial interpretations. With the exception of some of the Royal Orders (cedulas reales) ,these docu ments are presented in extract or paraphrase rather than as verbatim quotations for the purpose of saving space,removing material of no direct interest,or of suppressing what Father Antolin,as a child of the 18th-century Enlightenment, evidently considered excessive sanctity. Occasionally it is impossible to tell where the quotation ends and Father Antolin,s own comments begin without recourse to the original,which recourse has been made throughout the present translation except in the case of works on the history of mining in Latin America which were not locally available.
