Note to Lunch U.P. group: This is the draft submission of an article that will be coming out later this year in a special issue of the Journal of Urban History on “Rethinking Urban Spaces in the Age of Mass Incarceration,” edited by Heather Thompson and Donna Murch. It’s excerpted from a longer chapter, about ‘juvenile delinquency’ and the federal and state declarations of war on narcotics during the 1950s, from my book project The Suburban Crisis: Crime, Drugs, and the Lost Innocence of Middle-Class America. Thanks in advance for reading this before the discussion. I realize this is fairly different from most of the other aspects of the programming this semester and through a mix-up I didn’t realize until just now that I was on the calendar, so don’t have time to put together a formal presentation. But I will bring the map and images I plan to include with this article, which is not yet in the copyediting phase. Lassiter University of Michigan During the 1950s, neighborhood groups and civic organizations representing more than one million residents of California petitioned the state government for lengthy mandatory- minimum sentences for dope “pushers” who supplied marijuana and heroin to teenagers, with considerable public sentiment for life imprisonment or the death penalty. California’s war on narcotics enlisted a broad and ideologically diverse spectrum, led by nonpartisan alliances such as the California Federation of Women’s Clubs and the statewide PTA network and advanced by Republican and Democratic policymakers alike. -

With a total enrollment of 12,960 full-time equivalent students in 2017-18, seventy- seven California community colleges offer nursing programs. This report provides information on funding for nursing programs, admission criteria, statistics on student attrition and license exam passage rates, among other data. I hope you will find it to be a useful summary of the state of California’s community college nursing programs. (http://www.oclc.org/) April 2003 Economic issues are a principal component of the research agenda for digital preservation. Economics is fundamentally about incentives, so a study of the economics of digital preservation should begin with an examination of the incentives to preserve. Securing the long-term viability and accessibility of digital materials requires an appropriate allocation of incentives among key decision-makers in the digital preservation process. But the circumstances under which digital preservation takes place often lead to a misalignment of preservation objectives and incentives. 2019 REPORT 2020-21 Five Year Capital Outlay Plan California Community Colleges Chancellor’s Office | Eloy Ortiz Oakley, Chancellor ELOY ORTIZ OAKLEY Chancellor Aug. 21, 2019 The Honorable Gavin Newsom Governor of California State Capitol Sacramento, CA 95814 RE: Report on California Community Colleges Five-Year Capital Outlay Plan for 2020-21 Dear Gov. Newsom: The California Community Colleges Chancellor’s Office and the Board of Governors are pleased to release the 2020-21 Five-Year Capital Outlay Plan for the California Community Colleges. The California Community Colleges has more than 2.1 million students enrolled in its 73 districts, 115 college campuses and 78 approved educational centers. The infrastructure used to facilitate its educational programs and administrative operations includes more than 25,000 acres of land, 5,956 buildings and 87 million gross square feet of space that includes 54 million assignable square feet of space. To support community college districts grow and improve their educational facilities, the Facilities Planning Unit of the California Community Colleges Chancellor’s Office annually reviews and approves local Five-Year Capital Outlay Plans as part of the Capital Outlay grant application process. The Facilities Planning Unit also works alongside the Board of Governors of the California Community Colleges to develop an annual systemwide Five- Year Capital Outlay Plan pursuant to California Regulation and Education Code. The Five- Year Capital Outlay Plan is presented to California Legislature in conjunction with the Governor’s Budget, and it clarifies statewide needs and priorities of the California Community Colleges. We believe that proper educational facilities play a vital role in supporting the goals and commitments outlined in the California Community Colleges Vision for Success (Vision for Success). -

August 2019 – Edition #79 From the Desk of the President As we begin our 55th year of providing quality education and training, I want to thank you (in advance) for unselfishly committing yourself to our efforts, in light of your hectic professional and personal schedules. Your obsession with helping our learners achieve their goals in and out of the classroom will continue to change their lives and family trees. I also want to share some insights I gained recently from a variety of meetings I’ve attended as either the Governor’s appointed representative to the Woodrow Wilson Foundation Fellows or as the newly-elected president of the Council of Pennsylvania Community College Presidents. ALIGNING K-12 and POST-SECONDARY EDUCATION In aligning K-12 and post-secondary education, the research has shown that it is generally “better to have been born wealthy than to be have born smart” for $1.3 billion will be spent on remedial classes, annually, and these classes will be taken disproportionately by underrepresented learners. Only 10% of these learners will graduate on time. In Tennessee, for example, math remediation now happens in the senior year of high school. In five years, seniors requiring remediation went from 73% to 58%. In a study I read recently, it showed a significant number of Americans viewed higher education as irrelevant is because the public links degree attainment to career opportunities.
