ISBN 1-85312-917-8 Urban regeneration and the sustainability of colonial built heritage: a case study of Macau, China L Chaplain School of Language and Translation, Macau Polytechnic Institute, China Abstract This paper presents a case study of late twentieth century urban regeneration in the former Portuguese colonial territory of Macau – now designated as a Special Administrative Region of China (Macau SAR). Regeneration in this context is defined and discussed here under the headings: regeneration through reclamation; regeneration through infi-astructure investment; regeneration through preserva- tion. The new Macau SAR Government continues to differentiate Macau fi-om its neighbors by promoting the legacy of a tourist-historic city with a unique archi- tectural fhsion of both West and East as an integral feature of the destination’s marketing strategy. However, regeneration of urban space through reclamation has led to a proliferation of high rise buildings with arguable architectural merit which diminish the appeal of the overwhelmed heritage properties and sites. Future plans for the development of the territory are outlined, including major projects designed to enhance the tourism product through purpose-built leisure and entertainment facilities. 1 Introduction The urban regeneration of the City of Macau can be attributed to significant developments which occurred in the last century of its four hundred years of exis- tence as a Portuguese occupied territory located in China’s southern province of Guangdong – formerly known as Canton.

Their identity is shaped by these people and by geographical factors, which determine the opportunities, limitations and conditions for human place-making. Macau as a unique place is mainly defined by two geographical factors: the sea and the border to China. The significance of the sea is most apparent from the fact that about two thirds of the current land surface has been reclaimed from the sea. It is also apparent from the role of fishermen, seafarers and other maritime trades in Macau’s history, from the imaginary of the Praia Grande, bridges and the Guia Lighthouse, and from the cultural diversity of a former port city and colonial outpost. Macau has always been a maritime and an international place.     The 18th International Planning History Society Conference - Yokohama, July 2018 Portuguese Colonial Momentum and Political Inertia: the Macao Inner Harbour Improvement Project Deadlock (1884-1919) Regina Campinho* * PhD candidate at the Institute for Interdisciplinary Research, University of Coimbra, Portugal, and at the History of Contemporary Architecture Research Center, University of Lorraine, France [email protected] From 1884 to 1915, ten projects to update Macao harbour capacity and equipment were presented by Portuguese engineers, aiming to turn the province from a “silting backwater” serving a supporting role in regional trade into a prosperous colony of an internationally preponderant modern Empire. Portuguese central government had been striving to build the colonial edifice in old self-governing Macao since the 1850s by taking control, restructuring and expanding the urban territory. Unfortunately, the Empire’s finances didn’t match its ambition and, when it came to the Inner Harbour Improvement, project after project was denied funding until full shutdown in 1919. In this paper, studying these projects and the reasons they failed to materialize, we will discuss the paradox of turn-of-the-century Macao in which the colonial momentum, responsible for a notable urban renewal period in an initial “laissez-faire” stage, as well as the deployment of an array of progressive engineers, by being fundamentally at odds with the reality of the province’s part in regional geopolitics, later ended up stifling that same development dynamics, perhaps irreparably, by subjecting the improvement of Macao’s core infrastructure to Lisbon’s endemic political indecisions and lack of resources. Criterion (iii): Macao bears a unique testimony to the first and longest-lasting encounter between the West and China. From the 16th to the 20th centuries, it was the focal point for traders and missionaries, and the different fields of learning. The impact of this encounter can be traced in the fusion of different cultures that characterise the historic core zone of Macao. Criterion (iv): Macao represents an outstanding example of an architectural ensemble that illustrates the development of the encounter between the Western and Chinese civilisations over some four and half centuries, represented in the historical route, with a series of urban spaces and architectural ensembles, that links the ancient Chinese port with the Portuguese city. Criterion (vi): Macao has been associated with the exchange of a variety of cultural, spiritual, scientific and technical influences between the Western and Chinese civilisations. These ideas directly motivated the introduction of crucial changes in China, ultimately ending the era of imperial feudal system and establishing the modern republic.
