Walter NOTES : Annual Town Meeting March 9, 1971 Town Meeting was called to order at 8:00 in the afternoon in the Moultonboro Central School Auditorium by Moderator Frank Mclntire who read the warrant. Balloting proceeded immediately, ballot resulting as follows ARTICLE 1 Whole number of votes cast 664 - For Selectman for three years Harold E . Martin 447 For Town Clerk - Kenneth C. Smith, Sr. 427 - For Treasurer Harold A . Mohr 584 For Tax Collector, Robert Huston 231 For Library Trustee, three years Hutcheson Page 248 Patricia C. Solomon 365 For Trustee of Trust Funds, three years Nelson Lambert 557 For Road Agent, West Side - Leonard "Doc" Mallard 342 For Road Agent, East Side - Thomas Cooney 439 The officers having been declared elected took the Oath of Office, as prescribed by Law. ARTICLE 2 On a motion of Leonard Mallard, 2nd by Lawrence Porter voted to raise and appropriate to repair highways and bridges in said town the sum of $85,000.00 ARTICLE 3 On a motion of Leonard Smart, 2nd by Leonard Mallard, voted to raise and appropriate for Town Road Aid the sum of $1,214.60. ARTICLE 4 On a motion of Gilbert Wiggin, 2nd by Max Verrill, voted to authorize the Selectmen to borrow money in anticipation of Taxes for the Current year and that the Selectmen be authorized to issue notes therefore, which notes are to be paid out of the tax receipts of the current year as provided by the provisions of the current year as provided by the provisions of Act of 1953, Chapter 258 and any amend- ments thereto. ARTICLE 5 Onamotionof Leonard Smart, 2nd by Kenneth Smith, voted to allow a 2 percent discount of taxes paid in full up to fifteen days after the issue of the tax bills by the collector. ARTICLE 6 On motion of Richard Vappi, 2nd by Fred Snow, voted to raise and appropriate for the Lakes Region General Hospital and the Huggins Hospital the sum of $1,000.00 each — $2,000.00. Carroll County Community Services, Inc. the sum of $495.00. Ambulance Service $3,000.00 100.00 250.00 $5,845.00 ARTICLE 7 On a motion of William Rathman, 2nd by Thomas Cooney, voted to raise and appropriate for Concerts to be provided by the Center Harbor Band the sum of $500.00. ARTICLE 8 On a motion of Ruth Hanks, 2nd by Frank Nedeau, voted to pass the article. ARTICLE 9 On a motion of Lawrence Porter, 2nd by Fred Snow, voted to raise and appropriate for the control of White Pine Blister Rust the sum of $100.00. ARTICLE 10 On a motion of Lee Huston, 2nd by Leonard Mallard, voted to accept the article as read. On a motion of Lawrence Porter, 2nd by Ronald Haven, voted to amend Article 10 to raise and appropriate for the improvement of Green Road, leading from Long Island Road to Windermere Estates, to be let out to contract not to exceed $5,000.00. ARTICLE 11 On a motion of Steve Tronec, 2nd by Ronald Haven, voted to raise and appropriate for the reconstruction of a portion of the Moultonboro Neck Road, providing the State of New Hampshire will apportion the sum of $10,000.00 the total to be expended under the supervision of the New Hampshire Highway Dept., the sum of $5,000.00. ARTICLE 12 On a motion of Gilbert Wiggin, 2nd by Thomas Cooney, voted to raise and appropriate for the improvement of Blake Road, leading from Rt. 25 to Lee's Mills Road the sum of $5,000.00. ARTICLE 13 On a motion of Fred Snow, 2nd by Russell Roberts, voted to raise and approplriate to sponsor a Visiting Nurse Service for the Town of Moultonboro the sum of $4,500.00. A RTICLE 14 On a motion of Ronald Haven, 2nd by Robert Brown, voted 8 to raise and appropriate to repay to G.W. Haven for the taxes paid on land not owned by him the sum of $126.00. ARTICLE 15 On a motion of Robert Lamprey, 2nd by Fred Snow, voted to raise and appropriate as the Town's share for the studies and operation of the Lakes Region Planning Commission the sum of $2,920.00. These funds will be used for financing the staff, operation expenses, planning studies, technical assistance and other programs of the commission. These funds may be used in conjunction with other State and Federal Funds available for planning purposes. ARTICLE 16 On a motion of Aileen Dodge, 2nd by Bonnie Ayers, to require that only phosphate-free laundry detergents may be offered for sale in the Town of Moultonboro after June 1, 1971. ARTICLE 17 On a motion of Gilbert Wiggin, 2nd by Richard Vappi, voted not to accept as Town road the Castle Shore Road leading from States Landing Road to Black Road. ARTICLE 18 On a motion of William Rathman, 2nd by Lynn Vachon, voted to relocate a section of Wentworth Shores Road on the property of Kurt Wolf. All cost and liability are to be assumed by Mr. Wolf, and acceptance of road shall be by approval of the Selectman. The old section to be abandoned and returned to Mr. Wolf. ARTICLE 19 On a motion of Lawrence Porter, 2nd by Ronald Haven, voted to raise and appropriate to join the Lakes Region Mutual Aid and Central Dispatch the sum of $5,300.00. ARTICLE 20 On a motion of Leonard Smart, 2nd by Kenneth Smith, voted to transfer any accumulated surplus to a Capital Reserve Fund for the purchase of new equipment voted for at Town Meeting, R.S.A. 35:11. ARTICLE 21. On a motion of Lynn Vachon, 2nd by William Rathman, voted to approve the Budget as printed in the Town Report, subject to any changes at this meeting. Said Budget after changes for the en- suing year not to exceed the sum of $693,761.67. ARTICLE 22 On motion of Coll Gruner, 2nd by William Rathman, voted to adopt the following resolution, "Be it resolved that this Town Meeting go on Record as being opposed to any State Sales and Income Tax and that any future Action Regarding same be Subject of a special State Referendum held not later than 15, March, 1972. — 138 votes were cast — 106 voted yes - 32 voted no. On a motion of Richard Vappi, 2nd by Frank Smith, voted to close the polls and recess in order to count the ballots and the results announced. On a motion of Kenneth Smith, 2nd by Thomas Cooney, voted to adjourn at 12 : 40 a.m. after the above officers were sworn into office. KENNETH C. SMITH, SR. Town Clerk A True Record Attest: KENNETH C. Town Clerk 10 Town of Moultonboro State of New Hampshire Town Warrant for 1972 To the inhabitants of the Town of Moultonboro, in the County of Carroll, in said State, qualified to vote in Town affairs: You are hereby notified to meet at the Moultonboro Central School in said Moultonboro on Tuesday, the 7th day of March, 1972, at ten of the clock in the forenoon to act upon Article 1 of this Warrant. Article 2 and the remaining articles of the Warrant to be taken up at 8 : 00 P.M. The Polls will not close before 8 : 00 P.M 1. To choose by ballot and major vote a Treasurer, Clerk, Tax Collector, one or more, not exceeding two Highway Agents, one Selectman for Three Years, one Trustee of the Trust Funds for Three Years, and such other officers and agents as the voters may deem necessary.
