The videos without substance then turn out to be interesting enough after all to be handed over to the examining magistrate tasked with the investigation into the Gang of Nijvel. But this person subsequently is afraid to testify about that! What do you think that has been going on here?" -September 1989, Congressman Hugo Coveliers, secretary of the special investigating committee tasked with evaluating the way gangsterism and terrorism is combated in Belgium (1988-1990), to Humo magazine (1990, Hugo Gijsels, 'De Bende & Co', p. 133-134). Coveliers became a senator in 1995. "When I saw in how much trouble he got [sergeant Michel Clippe, who had convinced her to testify] and how my own dossier evolved, I decided to quit. In any case, even back then you could already see how the people surrounding De Baets were collectively being stonewalled. They didn't stand a chance." - Victim-witness X2, a police officer. Because of her job she recognized many judges and attorneys among her former abusers. Certain names and details were also given by X1 and other witnesses (1999, 'De X-dossiers', p. 321). "Only very few reporters are still listening to me, listen to my cry for help. They are not allowed to publish or broadcast. They all tell me that they are stonewalled by their bosses... The aggression of some of the magazines, newspapers and tv programs is frightening. This is not normal anymore, this is a war in which the victims have become disposable waste." - Victim-witness Regina Louf (X1) about the media's reaction to the initially open-minded reports about the X1 case by De Morgen and Panorama in January 1998 (1998, 'Zwijgen is voor Daders,' p. 257). Foreword A number of Dutch and French language books have appeared on the Dutroux affair since 1996, with one standing out above the rest. This is the generally hard-to-get 1999 book 'The X-Dossiers', written by respected investigative journalists Marie-Jeanne Van Heeswyck, Annemie Bulté and Douglas De Coninck. Page after page they explain how the most important aspects of the whole Dutroux investigation, in which Dutroux ultimately became a minor detail, were manipulated and finally discarded. The book presented the most powerful case possible for a massive cover up. However, there was one thing the authors couldn't do and that was to publish the names of those who had been accused by a whole range of witnesses. The reason is obvious: if the authors would have published these names they would have been paying damages for the rest of their lives. A lot of information in this article can be found in the book 'The X- Dossiers', with the primary difference being that all the names of the alleged abusers have been included. This has become possible because the Dutroux dossier, including the testimonies of the X-witnesses, were leaked to a number of reporters in the late 1990s. Both the final Dutroux dossier, which has largely been sanitized from any important information, and a summary of official reports from August 1996 to May-June 1997 have been used by this author to verify the claims made in a number of books and to find out the identities of the alleged abusers. Seeing the names and reading the biographies can be quite a shock initially, but it will also clarify how a cover up of this magnitude was possible. The power of the Dutroux affair and its X-Dossiers is that it will enable anyone to see how a state can be controlled and undermined by a cabal that is able to place its "members" in crucial positions in any investigation that might lead to its own exposure. The question of why the majority of the media is so cooperative is the only aspect that cannot be fully explained in this article, although it can be shown that the media is willingly working with official investigators in manipulating and debunking all aspects of an investigation that are not appreciated by this cabal.

    Belgium Page 1 of 10 Belgium Country Reports on Human Rights Practices - 2003 Released by the Bureau of Democracy, Human Rights, and Labor February 25, 2004 Belgium is a parliamentary democracy with a constitutional monarch who plays a mainly symbolic role. The Council of Ministers (Cabinet), led by the Prime Minister, holds office as long as it retains the confidence of the lower house of the bicameral Parliament. Parliamentary elections held on May 18 were free and fair and resulted in a four-party coalition government. The country is a federal state with several levels of government, including national, regional (Flanders, Wallonia, and Brussels), and community (Flemish, Francophone, and German). The judiciary is independent. The civilian authorities maintained effective control of all security forces. The Federal Police are responsible for internal security and nationwide law and order. Local Federal Police branches operated in all 196 police districts. There were no reports that security forces committed human rights abuses. The country, which had a population of approximately 10.3 million, was highly industrialized, with a large private sector and limited government participation in industry. The primary exports were machinery and equipment. The economy grew an estimated 0.8 percent during the year and provided a high standard of living for most citizens; there was little economic disparity. The Government generally respected the human rights of its citizens, and the law and the judiciary provided effective means of dealing with individual instances of abuse. Societal violence against religious minorities was a problem. Trafficking in women and children remained problems, which the Government took steps to address.

Gelukkig kon het onderzoek vanaf midden juni worden verder gezet, weliswaar met een latere indieningsdatum als gevolg. Het was een onderzoek van heel lange adem, vermits geen beroep kon worden gedaan op gerobotiseerde zoekmachines of ‘hightech’ toepassingen, en alles op de ouderwetse manier in kaart diende te worden gebracht. Ik heb getracht om dit onderzoek tot zo een goed mogelijk einde te brengen. Since in 1996 a major sex abuse scandal broke out that involved a Dutch top jūdō coach and several female elite athletes, international media have identified many more abuses. To date no scholarly studies exist that have examined the nature, extent, and consequences of these anomalies. We intend in this paper to review and analyze sexual abuses in jūdō. To do so we offer a descriptive jurisprudence overview of relevant court and disciplinary cases, followed by a qualitative-analytical approach looking at the potential factors that prompt jūdō-related bullying and sexual harassment. Sex offenders may be attracted to jūdō because of: 1. the extensive bodily contact during grappling, 2. the easy access to voyeuristic opportunities during contest weigh-ins and showering, 3. Jūdō’s authoritarian and hierarchical structure as basis for ‘grooming’, 4. lack of integration of jūdō’s core moral component in contemporary jūdō coach and instructor education, and 5. its increasing eroti- cization by elite jūdō athletes posing for nude calendars and media and by specialized pornographic jūdō manga and movies. Cultural conceptions and jurisprudence are factors that affect how people perceive the seriousness and how these offences are dealt with.

The theoretical part covers the basic theory of terminology and word formation processes and briefly introduces the theory of corpus linguistics and taboo words. Furthermore, the thesis provides fundamental information about pornographic industry. The analysis dealing with individual terms gathered from the pages RedTube and PornHub is based on the data from the Corpus of Contemporary American English, the online etymology dictionary and several online English dictionaries. The aim of the practical part is to provide an analysis of selected words, study the difference between the meaning used in pornographic terminology and in the general language, to track the etymology and to analyze their frequency in current American English. The electoral battle was completely dominated by the three major politica! families : on the one side, the Christian Democrats and the Liberals, who defended the recovery policy of the previous four years based on a transfer of financial resources from individuals to businesses ; on the other side were the Socialists, who stressed the negative effects of the « income cutback » policy. The polarization of the electoral campaign was symbolized the most clearly by the campaign of the largest majority party. With the slogan Geen Ommekeer (No Turning Back) and with outgoing Premier Martens as the figurehead, the CVP tried to com­ municate to the electorate that there was no alternative to the unpopular socio-economie recovery policy and that this policy had to be continued in order to solve the country's problems definitively. Against expectations and to its own astonishment, the majority emerged strengthened from the ballot box. Consequently, nothing stood in the way of a new edition of Martens V, and on 28 November, the new Christian-Democrat/Liberal government was formed.     Confronting An Atrocity: The Dutroux Case Printed in Trouble and Strife, 1998, 36. Marc Dutroux kidnapped and sexually abused a number of young Belgian women. When the case came to light in the summer of 1996 it prompted outrage and raised serious questions about both the investigation and how societies should respond to sex offenders. In exploring this case and its implications Liz Kelly highlights the need for remembering, making connections and developing coherent approaches to child sexual abuse. Little more than a year ago international consternation and outrage focussed on one case of child abuse - the Dutroux case in Belgium. This short piece has two aims: to pull together what is currently known and reflect on its implications for how sex offenders and child sexual abuse is understood and responded to. As with many other high profile child sexual abuse cases we are confronted by a paradox: we know both too much and too little. Too much in the sense that the abuse and its consequences were 'unbelievable', too much to bear. Too little in that we have only fragments of information, and even when the legal cases take place the stories that will be presented are unlikely to approximate to any kind of coherence or truth. This exploration is limited by what we currently know.
