*NOTE: the following is provided for the convenience of procurement offices who need a standard elevator inspection specification for bidding. Feel free to use all or some of it as needed in your own situation. Note that where [ISSUE] appears you need to input the specific edition that is referenced in your own State or local jurisdiction.

*SAMPLE ELEVATOR INSPECTION RFP

Provide Elevator/Escalator/Lift Inspection Services as follows:

All Periodic and inspections and annual test witnessing shall be performed at intervals not greater than the recommended intervals shown in the [ISSUE] of ASME A17.1. Safety Code for Elevators, Escalators Table N-1 of Appendix N, or [ISSUE] of ASME A18.1 Safety Standard for Platform Lift and Chairlifts, as applicable.

Each inspector providing services under this contract shall show proof of current certification conforming to the [ISSUE] of ASME QEI-1 Standard for the Qualification of Elevator Inspectors.

Inspections shall be performed in conformance with [ISSUE] of the ASME A17.2 Guide for Inspection of Elevators, Escalators, And Moving Walks or [ISSUE] of the ASME A18.1 Safety Standard for Platform Lifts and Stairway Chairlifts, as applicable.

Schedule of Periodic Inspections shall be coordinated with the Owner in advance. Where Owner provides a maintenance contractor to access equipment, Owner shall notify maintenance contractor and inspector when inspections are to be scheduled.

Schedule of Annual Test Witnessing shall be coordinated with the Owner in advance. Owner shall notify inspector and maintenance contractor when tests are to be scheduled.

Acceptance inspections and test witnessing shall be coordinated in with the Owner in advance. Owner shall notify inspector and installing contractor(s) when acceptance tests and inspections are to be scheduled.

Additional testing, where requested by the Owner, for coordination with fire alarm, electrical, or other trades, shall be coordinated with the Owner. Owner shall notify other trade(s) when tests are to be scheduled.

Except as prescribed by legislative precedent, conveyances shall be inspected to verify conformity with the A17.1, or A18.1 code edition each conveyance was installed under, the most recent alteration, or current maintenance condition, as applicable. It is the sole responsibility of the inspector to maintain a library of Elevator and Lift codes and reference standards necessary to inspect each conveyance based on the year of its installation/alteration/or maintenance.

**Non-Standard conveyances such as Stage Lifts, Orchestra Lifts, Organ Console Lifts, and lifts installed under ASME B20.1 shall be inspected and tests witnessed at the interval requested by the Owner unless otherwise required by the Authority Having Jurisdiction. Reports shall be listed as “Non-Standard Material Lifts.”

Inspection Reports shall be made available to the Owner after completion of each inspection or test within 5 business days. Inspector shall make each current report available to the Owner through a password protected website throughout the term of this contract. Reports shall not be made available to the public by the inspector; however reports shall be made available to the Authority Having Jurisdiction or other governing agency where required by law. Reports shall be provided in the A17.2 format and shall conform to the requirements of QEI-1 regarding content.

Inspectors are required to notify Owner as soon as possible if any conveyance is found, during normal inspection or testing, to be in a condition deemed to presents an immediate and clear danger to the life and limb of the public and/or elevator personnel. Owner reserves the right, and maintains sole responsibility for, allowing, limiting, or terminating conveyance operation after notification has been received.
