Part I discusses the background of the land that today comprises the State of Israel and its territories. This Part summarizes the various accords and peace treaties signed by Israel, the Palestinians, and the other surrounding Arab Nations. Part II reviews com- mentary regarding peace in the Middle East by those who believe Israel needs to surrender more land and by those who feel that Palestine already has received too much. Part II examines the conflict over the permanent status negotiations, such as the status of the territories. Part III argues that all the parties need to abide by the conditions and goals set forth in the Oslo Accords before they can realistically begin the permanent status negotiations. Finally, this Comment concludes that in order to achieve peace, both sides will need to compromise, with Israel allowing an inde- pendent Palestinian State and Palestine amending its charter and ending the call for the destruction of Israel, though the circumstances do not bode well for peace in the Middle East. THE PLO AND THE PALESTINIAN ARMED STRUGGLE by Professor Yezid Sayigh, Department of War Studies, King's College London The emergence of a durable Palestinian nationalism was one of the more remarkable developments in the history of the modern Middle East in the second half of the 20th century. This was largely due to a generation of young activists who proved particularly adept at capturing the public imagination, and at seizing opportunities to develop autonomous political institutions and to promote their cause regionally and internationally. Their principal vehicle was the Palestine Liberation Organization (PLO), while armed struggle, both as practice and as doctrine, was their primary means of mobilizing their constituency and asserting a distinct national identity. By the end of the 1970s a majority of countries – starting with Arab countries, then extending through the Third World and the Soviet bloc and other socialist countries, and ending with a growing number of West European countries – had recognized the PLO as the legitimate representative of the Palestinian people. The United Nations General Assembly meanwhile confirmed the right of the stateless Palestinians to national self- determination, a position adopted subsequently by the European Union and eventually echoed, in the form of support for Palestinian statehood, by the United States and Israel from 2001 onwards. None of this was a foregone conclusion, however. Britain had promised to establish a Jewish ‘national home’ in Palestine when it seized the country from the Ottoman Empire in 1917, without making a similar commitment to the indigenous Palestinian Arab inhabitants. In 1929 it offered them the opportunity to establish a self-governing agency and to participate in an elected assembly, but their community leaders refused the offer because it was conditional on accepting continued British rule and the establishment of the Jewish ‘national home’ in what they considered their own homeland. -

The Rise and Fall of Suicide Bombings in the Second Intifada Yoram Schweitzer The decades-long Israeli-Palestinian conflict has seen several rounds of violence and has claimed many casualties on both sides. The second 1 intifada occupies a particularly painful place, especially for the Jewish population, which suffered an unprecedented high casualty toll – dead and injured – in a relatively short period of time. As part of the violence perpetrated by the Palestinians during the second intifada, suicide bombings played a particularly prominent role and served as the primary effective weapon in the hands of the planners. Since the outbreak of the second intifada in late September 2000 until today, there have been a total of 146 suicide attacks, and more than 389 2 suicide attacks have been foiled. Although the relative representation in the total number of hostile activities waged by Palestinian organizations was not high, suicide attacks were without a doubt the most significant component in the death and destruction they sowed. In the decade since September 2000, 516 of the 1178 deaths (43.8 percent) were caused by suicide attacks. In addition to the attacks on Israeli civilians, which also resulted in thousands of physical and emotional casualties, suicide bombings helped the Palestinian organizations instill fear among the Israeli public and create a sense – even if temporary – of danger on the streets, on public transportation, and at places of entertainment. This essay presents a short description and analysis of the rise and fall of suicide terrorism in the decade since the second intifada erupted. It then presents the Israeli and Palestinian perspectives regarding their relative success in attaining their respective goals. -

The Oslo Accords: More than Israel Deserves John Quigley' The agreements concluded between the Palestine Liberation Organization ("P.L.O.") and Israel beginning in 1993 hold the prospect of bringing resolution to the long-standing territorial dispute over Palestine. Commonly called Oslo 1, and based on negotiations in the capital city of Norway, the Declaration of Princi- ples (1993) is the first such agreement The Declaration called for future negotia- tion on the major outstanding issues after an interim period during which the P.L.O. would administer some of the PalestinianI territory (Gaza Strip and West Bank of the Jordan River) occupied by Israel. The two parties concluded additional agreements, none in Norway, but none- theless carrying the "Oslo" name because of the location of the first set of nego- tiations. Lose Your Privileges or Gain a Homeland? By Mohamed Gameel Hassan Asfour, senior Oslo-era negotiator for the Palestine Liberation Organization, discusses why the Oslo Accords were doomed and the next step: declaring an independent Palestinian nation s a leading Palestinian agitator and communist, Hassan Asfour, 69, has a history of political activism that eventually landed him a principal role at AOslo’s secret talks in 1993. Because of his Communist Party affiliations, Asfour moved from one Arab country to another. He left Jordan in 1969 for Iraq. He was expelled in 1975 to Syria, where he was arrested and spent sixteen months in jail. In 1977, Asfour was deported to Lebanon where he resided until the 1982 Israeli invasion and siege of Beirut. He eventually landed in Tunisia and became active in the Palestine Liberation Organization (PLO). First Asfour was assigned by the Palestinian Communist Party in 1984 to coordinate the communists’ relationship with the PLO’s main political party, Fatah. Then, in 1987, Asfour was assigned to manage an organizational branch of the PLO. He became part of Yasser Arafat’s inner circle and was handed the job of coordinating the Palestinian delegation’s Madrid conference visit in 1991. Following Madrid, Asfour became one of only two PLO leaders to be selected as the Palestinians’ principal negotiator in crafting the Oslo Accords. Asfour next joined the post-Oslo Israeli–Palestinian talks as Secretary of Negotiations, a post he held from 1998 until he resigned in 2005. Despite the success of being part of the PLO negotiation team which gained significant concessions from the “enemy” (Israel), Asfour cannot ignore the mishaps that he feels caused Oslo’s “clinical death.” Seeing no future for the peace process and faulting the Palestinian National Authority (PNA) leadership, Asfour is an open critic of the PNA, and its incumbent president Mahmoud Abbas. -

Order Code RS22768 December 7, 2007 Israeli-Palestinian Peace Process: The Annapolis Conference Carol Migdalovitz Specialist in Middle Eastern Affairs Foreign Affairs, Defense, and Trade Division Summary At the end of November 2007, the Bush Administration convened an international conference in Annapolis, MD to officially revive the Israeli-Palestinian peace process. Israeli Prime Minister Ehud Olmert and Palestinian Authority (PA) President Mahmud Abbas reached a “Joint Understanding,” in which they agreed to launch continuous bilateral negotiations in an effort to conclude a peace treaty by the end of 2008 and to simultaneously implement the moribund 2003 Performance-Based Road Map to a Permanent Two-State Solution to the Israeli-Palestinian Conflict. Both leaders are operating under significant domestic political constraints and they continue to disagree on many issues. Thus, their negotiations will be challenging. Background In early 2007, Secretary of State Condoleezza Rice was said to have promised moderate Arab regimes that the United States would become more engaged in the Israeli- Arab peace process in exchange for their support for countering increasing Iranian influence in the Middle East.1 The Secretary made eight trips to the region during the year, initially to work with Israeli Prime Minister Ehud Olmert and Palestinian Authority (PA) President Mahmud Abbas on developing a “political horizon” that would lead to a resumption of the long-stalled Performance-Based Road Map to a Permanent Two-State Solution to the Israeli-Palestinian Conflict, issued by the international Quartet (the United States, European Union, United Nations, and Russia) on April 30, 2003.2 Each side maintains that the other has not fulfilled its obligations under the three-phase Road Map; independent observers agree that neither has done so. -

Silva, B.A. Mentor: Ralph Nurnberger, Ph.D. ABSTRACT On November 26- 27, 2007, President George W. Bush and Secretary of State Condoleezza Rice organized the Annapolis Peace Conference, the first international conference to resolve the Israeli-Palestinian conflict on American soil. It was held at the United States Naval Academy in Annapolis, Maryland. The conference brought together representatives from 49 states and organizations. The presence of such a diverse group demonstrated strong support for a resolution to the Israeli-conflict and for Ehud Olmert, Prime Minister of Israel and Mahmoud Abbas, President of the Palestinian National Authority as peace negotiators. This thesis analyzes why the Annapolis Peace Conference failed to resolve the Israel-Palestinian conflict. The United States’ long term myopia to the geopolitical realities of the Jewish/Muslim relationship has caused a pernicious, on-going stalemate in the Middle East. The discussion here begins with the analysis of the Bush administration’s policies throughout the two terms and then looks at the yearlong events leading up to the conference. The analysis concludes that the Bush administration’s lack of concern for the conflict during the President’s first term; the geopolitical fallout from the attacks on September 11, 2001; lack of enforcement of the Annapolis Peace Conference provisions; ii missed diplomatic and political leverage opportunities; and the political weakness of all three leaders during and after the Annapolis Peace Conference led to the failure of the Annapolis Peace Conference.
