Introducción Este análisis de la pobreza en la Región Huetar Atlántica (RHA) y sus alternativas de reducirla y mitigarla es parte de un estudio sobre el empleo, el ingreso y el bienestar de la población realizada por los autores como apoyo regional auspiciado por el Banco Interamericano de Desarrollo (BID). Se basa en parte en los informes sobre el mercado laboral, la capacidad y potencial de la economía regional, y los proyectos y propuestas presentado por instituciones, programas y organizaciones en la RHA durante la elaboración del estudio. -

Feoli Boraschi Dr. Darner A. Mora Alvarado Resumen El presente estudio tiene como objetivo general realizar un diagnóstico sanitario de 37 acueductos en comunidades indígenas. Para cumplir con este propósito, se realizó un inventario de la información disponible en el Laboratorio Nacional de Aguas (L.N.A.), se elaboraron inspecciones sanitarias y análisis microbiológicos de las fuentes de agua, tanques de almacenamiento y en las líneas de distribución; las cuales fueron usadas para realizar diagnósticos mediante evaluaciones de riesgo sanitario (ERS). ACTION: Notification of 12-month petition finding. SUMMARY: We, NMFS and USFWS, announce a 12-month finding on a petition to identify the Northwest Atlantic population of the leatherback turtle (Dermochelys coriacea) as a distinct population segment (DPS) and list it as threatened under the Endangered Species Act (ESA). In response to the petition, we completed a comprehensive status review of the species, which also constitutes the 5-year review of the species, to determine potential DPSs following the Policy Regarding the Recognition of Distinct Vertebrate Population Segments Under the ESA and to perform extinction risk analyses. Based on the best scientific and commercial data available, including the Status Review Report, and after taking into account efforts made to protect the species, we conclude that seven populations would meet the discreteness and significance criteria for recognition as DPSs, including the Northwest Atlantic population. -

ISSN: 1809-239X Received: 11/14/2019 Accepted: 04/26/2020 SOCIOECONOMIC CHARACTERIZATION OF BOCAS DEL TORO IN PANAMA: AN APPLICATION OF MULTIVARIATE TECHNIQUES CARACTERIZACIÓN SOCIOECONÓMICA DE BOCAS DEL TORO EN PANAMÁ: UNA APLICACIÓN DE TÉCNICAS MULTIVARIADAS Barlin Orlando Olivares1 Jacob Pitti2 Edilberto Montenegro3 Abstract The objective of this work was to identify the main socioeconomic characteristics of the villages with an agricultural vocation in the Bocas del Toro district, Panama, through multivariate techniques. The two principal components that accounted for 84.0% of the total variation were selected using the Principal Components Analysis. This allowed a classification in three strata, discriminating the populated centers of greater agricultural activity in the district. The study identified that the factors with the greatest impact on the characteristics of the population studied were: the development of agriculture in indigenous territories, the proportion of economically inactive people and economic occupation other than agriculture; This characterization serves as the first approach to the study of sustainable land management in indigenous territories. Resumen El objetivo de este trabajo fue identificar las principales características socioeconómicas de los poblados con vocación agrícola del distrito Bocas del Toro, Panamá, a través de técnicas multivariadas. Esto permitió una clasificación en tres estratos, discriminando los centros poblados de mayor actividad agrícola en el distrito. -

United Nations A/HRC/27/52/Add.1 General Assembly Distr.: General 3 July 2014 English Original: Spanish Human Rights Council Twenty-seventh session Agenda item 3 Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development Report of the Special Rapporteur on the rights of indigenous peoples, James Anaya Addendum The status of indigenous peoples’ rights in Panama* Summary This report examines the human rights situation of indigenous peoples in Panama on the basis of information gathered by the Special Rapporteur during his visit to the country from 19 to 26 July 2013 and independent research. Panama has an advanced legal framework for the promotion of the rights of indigenous peoples. In particular, the system of indigenous regions (comarcas) provides considerable protection for indigenous rights, especially in terms of land and territory, participation and self-governance, and health and education. National laws and programmes on indigenous affairs provide a vital foundation on which to continue building upon and strengthening the rights of indigenous peoples in Panama. However, the Special Rapporteur notes that this foundation is fragile and unstable in many regards. As discussed in this report, there are a number of problems with regard to the enforcement and protection of the rights of indigenous peoples in Panama, particularly with regard to their right to their lands and natural resources, the implementation of large- scale investment projects, self-governance, participation and their economic and social rights, including the rights to economic development, education and health. In the light of the findings set out in this report, the Special Rapporteur makes specific recommendations to the Government of Panama. -

Report No. 56565-PA Investigation Report Panama: Land Administration Project (Loan No. 7045-PAN) September 16, 2010 About the Panel The Inspection Panel was created in September 1993 by the Board of Executive Directors of the World Bank to serve as an independent mechanism to ensure accountability in Bank operations with respect to its policies and procedures. The Inspection Panel is an instrument for groups of two or more private citizens who believe that they or their interests have been or could be harmed by Bank-financed activities to present their concerns through a Request for Inspection. In short, the Panel provides a link between the Bank and the people who are likely to be affected by the projects it finances. Members of the Panel are selected “on the basis of their ability to deal thoroughly and fairly with the request brought to them, their integrity and their independence from the Bank’s Management, and their exposure to developmental issues and to living conditions in developing countries.”1 The three-member Panel is empowered, subject to Board approval, to investigate problems that are alleged to have arisen as a result of the Bank having failed to comply with its own operating policies and procedures. Processing Requests After the Panel receives a Request for Inspection it is processed as follows: • The Panel decides whether the Request is prima facie not barred from Panel consideration. • The Panel registers the Request—a purely administrative procedure. • The Panel sends the Request to Bank Management, which has 21 working days to respond to the allegations of the Requesters.
