The nation (Reproduced by permission of Sangha Metta) 2 Buddhist Leadership Initiative The Buddhist Leadership Initiative What is the Buddhist Leadership Initiative? The Buddhist Leadership Initiative is a program designed to mobilise Buddhist monks, nuns and lay teachers to lead community-level HIV/AIDS care and prevention, with a view to increasing access to care and acceptance of people living with HIV/AIDS as well as building HIV resilience in communities. Over the past twenty years the region has experienced a revival of Buddhism. Despite changes wrought by industrialisation and globalisation as well as the historical and political changes in governments, particularly in Indo-China and China, Buddhist beliefs, Buddhist leaders and Buddhist places of worship have proved to be a significant and enduring social force, particularly in rural communities.In some areas, community religious structures are in better shape than government structures. Villages that do not have health centres or social welfare centres often have temples. In a sub-region where the HIV/AIDS epidemic is rapidly gathering momentum - generalized epidemics already present in Cambodia, Myanmar and Thailand, threatened in China and Viet Nam, and with Lao PDR exhibiting a high level of vulnerability - a multi-sectoral effort is needed if the epidemic is to be contained. 3 UNICEF East Asia Pacific Regional Office Cambodian Supreme Patriarch gives Buddha image to HIV positive woman Building on Tradition In rural villages, the temple is the heart of the community, providing both a social and spiritual focus for the community. The temple is often the venue for community meet- ings, as well as a place for peace, solace, refuge and prayer.The relationship between the Buddhist temple and the communities around is reciprocal. Communities build and maintain temples, feed and clothe the temple’s monks thereby earning merit. Monks, in turn, provide spiritual leadership, instruction and counselling, and perform wed- dings, funerals, house blessings and other important ceremonies. Thrroughout the Mekong region Buddhist monks run schools, both for ordained nov- ices and for lay children. There are significant numbers of temple schools in Lao PDR, Cambodia, Myanmar and Thailand. These schools teach national education depart- ment curricula but may also teach Pali and Buddhist Scriptures. In addition there are Buddhist Universities where monks can study for the highest Pali Scripture exams and often study contemporary subjects as well. Temple schools are often the only means to an education for poor children, children from remote areas and orphaned children. 4 Buddhist Leadership Initiative While HIV/AIDS is a relatively recent phenomenon, the principles and mechanisms that underpin the Buddhist Leadership Initiative come from the heart of Buddhist tra- dition and belief. Buddhist ideals like moderation, self-discipline and compassion are also central to effective HIV prevention and creating enabling environments for people with HIV/AIDS. Monks and nuns can lead communities in caring for and accepting people with HIV, their children and families and partners. Monks and nuns can teach young people about avoiding HIV infection, using both modern Lifeskills and Dharma-based ap- proaches. In many places religious leaders have spontaneously responded to the epidemic in this way. In many other places this response is evoked through training, information and experience sharing. It is in the latter area that UNICEF is able to help by providing technical assistance. HIV/AIDS: one of five topmost global priorities for UNICEF The Regional Buddhist Leadership Initiative has become particularly significant in the light of UNICEF adoption of HIV/AIDS as one of its five topmost global priorities. The Declaration of Commitment made at the UN General Assembly Special Session on AIDS in 2001 is reflected in the goals of the UNICEF Medium Term Strategic Plan 2002-2005 as follows overleaf: UNICEF aims to “support and strengthen the capacities of individuals, families, communities and nations to prevent HIV infection and ensure protection and care for children and young people infected and affected by HIV and AIDS”. Specifically, UNICEF will support actions to: (a) prevent new infections among young people; (b) prevent parent-to-child transmission of the HIV virus; (c) expand access to care and support for children and their families living with HIV and AIDS; and (d) expand care, protection and support for children orphaned or made vulnerable by HIV and AIDS. 5 UNICEF East Asia Pacific Regional Office The Regional Buddhist Initiative is an essential component of the structures required to achieve these goals.

Humanism primarily consistsof a concern with interests andideals of human beings, a way of peefection of human personality, a philosophical attitude which places the human and human val.Mes above all others, and a pragmatic system (e.g. that of F. C. S. Schiller and William James) whichdiscounts abstract theorizing and concentrates on the knowable and the doable. EarlyBuddhism, by whichis meant the teachingsof the Buddha as found in the PallCanon and the AgamaSutras, isdistinguished from other tradifions. The paperclarifies the error of equating Early Buddhism with the so-called Theravada Tradition of South and SoutheastAsia. Historically, the independent Theravada Tradifion with whatever specificity it had in doctrines came to an end when the three Buddhist schools (Mahavihara, Abhayagiri andJetavana) of SriLanka were unifiedin the twelfth century. What developed since then and spread to South andSoutheast Asia is an amalgam of allBuddhist traditions with the Pall Canon andits commentaries as the scriptures. With the reform measures in the eighteenth and the nineteenth centuries, the kind of modern Buddhism prevalent as "Theravada" is flexible, tolerant and reinforced by modernizing influence of Western Christian values. The paper analyses references to the Buddha's own autobiographical statements and other data in the Pali Canon and Commentaries and shows that the Buddha stood as a man before human beings to demonstrate how they could develop themselves by their own effort and reach the end of suffering. This final goal of peefedion is within the reach of every human being.

The conference will act as a springboard to understanding how Buddhism can contribute to regulating armed conflict, and what it offers in terms of guidance on the conduct of, and behavior during, war for Buddhist monks and lay persons – the latter including government and military personnel, non-State armed groups and civilians. The conference is concerned with the conduct of armed conflict, and not with the reasons and justifications for it, which fall outside the remit of IHL.     BUDDHISM, POWER AND POLITICAL ORDER Weber’s claim that Buddhism is an otherworldly religion is only partially true. Early sources indicate that the Buddha was sometimes diverted from supra- mundane interests to dwell on a variety of politically related matters. The significance of Asoka Maurya as a paradigm for later traditions of Buddhist kingship is also well attested. However, there has been little scholarly effort to integrate findings on the extent to which Buddhism interacted with the polit- ical order in the classical and modern states of Theravada Asia into a wider, comparative study. This volume brings together the brightest minds in the study of Buddhism in Southeast Asia. Their contributions create a more coherent account of the relations between Buddhism and political order in the late pre-modern and modern period by questioning the contested relationship between monastic and secular power. In doing so, they expand the very nature of what is known as the ‘Theravada’. This book offers new insights for scholars of Buddhism, and it will stimulate new debates.     1 Chapter 1 Introduction Overview and Statement of the Problem A continuing central issue in Buddhist meditation, a popular substitute for the Pāli term ‘bhāvanā ’ which literally means ‘development’ or ‘culture,’ i.e., mental development or mental culture, is how two interconnected processes are related. These processes are samatha (tranquillity) or samādhi (concentration) on the one hand and vipassanā (insight) or paññā (wisdom) on the other. 1 Samatha which denotes calmness, tranquillity, serenity and concentration possesses the function of calming, centering and unifying the mind by means of which the mind and its concomitants remain focussed on a single object. The mental unification cannot be attained all at once but develops in a graded sequence of absorption levels, namely the jhāna s. 2 Vipassanā aims to gain direct understanding of the true nature of phenomena as they really are, in terms of the three characteristics; anicca (impermanence), dukkha 3 (unsatisfactoriness) and anattā (not-self). The only available Pali-English lexicon—the work of Childers being long out of print—is the famous publication of the Pali Text Society, but this too is fast becoming rare and difficult to procure. In any case the cost is too heavy for the average student. Hence it is gratifying to note that at long last a reputed scholar has come forward to satisfy this need and after several years of hard work has compiled what may prove to be the standard practical dictionary of the Pali language. The author is not only an eminent Elder of the Buddhist Order but one of the leading Pali scholars recognized both in the East and in the West as an authority on the subject. His experiences as a teacher at Ananda College, Colombo, and the considerable experience he has gained as a writer of text-books for school use, such as the now famous New Pali Course, make him admirably suited for the undertaking. There are but a few Buddhist Elders in direct contact with western scholarship through the English medium and the Rev. Buddhadatta is the most senior among that class of monks. It is to be observed that the author has kept more or less to the traditional sense of words while not altogether ignoring the meanings given by western scholars in their translations and lexicons.

With no such notion of God, the Buddha pointed to how we can find ultimate direction, meaning and confidence through our own powers of observation and discernment. By being able to distinguish between suffering and happiness, people can aim their life in a direction that leads to greater and greater happiness. The path of liberation culminates in nibbana, described as the foremost happiness (Dhammapada 203). The goal of ultimate happiness may seem selfish to people who don’t understand that selfishness must be abandoned to be fully happy. In the Middle Length Discourses the distinction between suffering and happiness appears in many of the Buddha’s teachings. The concept of suffering is prominent and explicit in the Four Noble Truths, while happiness is both implicit and explicit (in the definition of Right Concentration). Prior to his Awakening, the Buddha is depicted as pursuing the path of suffering to the most extreme degrees until rejecting it (MN 36). It was the memory of joy and happiness he had at the age of six that suggested to him the path toward liberation (MN 36).

    Giving in the Pali Canon by Lily de Silva Dana, giving, is extolled in the Pali canon as a great virtue. It is, in fact, the beginning of the path to liberation. When the Buddha preaches to a newcomer he starts his graduated sermon with an exposition on the virtues of giving (danakatha, Vin.i,15,18). Of the three bases for the performance of meritorious deeds (punnakiriyavatthu), giving is the first, the other two being virtue and mental culture (A.iv,241). It is also the first of the ten paramita perfected by a Buddha. Therefore, on the march towards liberation as an arahant or a Buddha, one initially has to practice dana. Function of Giving Giving is of prime importance in the Buddhist scheme of mental purification because it is the best weapon against greed (lobha), the first of the three unwholesome motivational roots (akusalamula). Greed is wrapt up with egoism and selfishness, since we hold our personalities and our possessions as "I" and "mine". Giving helps make egoism thaw: it is the antidote to cure the illness of egoism and greed. "Overcome the taint of greed and practice giving," exhorts the Devatasamyutta (S.i,18). The Dhammapada admonishes us to conquer miserliness with generosity (jine kadariyam danena, Dhp. 223). It is difficult to exercise this virtue of giving proportionate to the intensity of one's greed and selfishness. As such the Devatasamyutta equates giving to a battle (danan ca yuddhan ca samanam ahu, S.i,20). One has to fight the evil forces of greed before one can make up one's mind to give away something dear and useful to oneself.
