Box 296, Ray Brook, NY 12977 [email protected] www.dec.ny.gov December 2020 This page intentionally left blank Executive Summary The Debar Mountain Complex (DMC or Unit) is located in the northern portion of the Adirondack Park. The planning unit comprises 88,335 acres of Adirondack Forest Preserve lands located in the towns of Brighton, Duane, Franklin, Santa Clara and Waverly within Franklin County. These lands include the 80,427-acre Debar Mountain Wild Forest (DMWF); The 6,038-acre Madawaska Flow–Quebec Brook Primitive Looking south across Debar Pond Area; and the 1,870-acre Deer River Primitive Area. Buck Pond and Meacham Lake Campgrounds are located within the planning area, but they are not subject to this management plan. The DMC is adjacent to approximately 90,000 acres of conservation easement lands that enhance the protected qualities of the state lands and offer additional recreational opportunities. These lands are comprised of the Kushaqua Tract Conservation Easement (18,989 acres) and the Santa Clara Tract Conservation Easement (72,041 acres). The DMC is spread over a vast landscape with diverse terrain features and habitat types. These include large wetland complexes, rolling hills, and higher mountains. Various forest types and ecological communities can be found across the unit. Approximately 30 miles of trails on the unit offer opportunities for hiking, cross country skiing, snowshoeing, horseback riding, mountain biking, and snowmobiling. Popular destinations within the unit include Debar Mountain, Azure Mountain, and Hays Brook. Three lean-tos and numerous primitive tent sites offer opportunities for camping near ponds and along trails. Opportunities for undeveloped camping, away from established sites, abound across the unit. Debar Mountain Complex Draft Unit Management Plan | i Executive Summary Other popular uses of the unit include hunting, fishing, canoeing, and boating. Access to the unit's water resources is available at Meacham Lake Campground and Buck Pond Campground, as well as on the St. Regis River, Osgood Pond, Jones Pond, Deer River Flow, Mountain Pond, and Lake Kushaqua. Vehicle access to the DMC is provided primarily via NYS Routes 3, 30, and 458. Introduction A. Unit Overview Description of Unit The Debar Mountain Complex (DMC) planning area is comprised of a collection of State Forest Preserve parcels. These Forest Preserve lands are protected as “forever wild” by Article XIV, Section 1 of the New York State Constitution. The Adirondack Park State Land Master Plan (APLSMP) further classifies the lands in the Adirondack Park. In the DMC 80,427 acres are classified as Wild Forest (which is the entirety of Debar Mountain Wild Forest) and 7,908 acres are classified as Primitive (which consist of the Madawaska – Quebec Brook and the Deer River Primitive areas). The Buck Pond and Meacham Lake Campgrounds are also located within the planning area, but they are not subject to this management plan; their management is addressed in separate management plans. The DMC contains prominent watercourses classified under the Wild, Scenic, and Recreational Rivers System Act (WSRRS Act). These are the Deer River, East Branch Saint Regis River, and Saint Regis River. In accordance with the WSRRA Act and its implementing regulations, found in Part 666 of Title 6 of the Official Compilation of Codes, Rules and Regulations of the State of New York (6 NYCRR), this Unit Management Plan (UMP) also serves as a River Area Management Plan for the designated rivers where they intersect the DMC. Section II.D of this UMP contains information on the river areas. The DMC is located between the lowlands of the St Lawrence River Valley and the lakes region of southern Franklin County. It is spread over a vast landscape with diverse terrain features and habitat types. These include large wetland complexes, rolling hills, and higher mountains. Various natural communities can be found throughout this Unit. In Cooperation With: The Catskill Center Birgitta Brophy, RLA Lamont Engineers November 2001 Village of Margaretville INTRODUCTION Revitalization & Recreational Use Plan INTRODUCTION The Village of Margaretville is a quaint historic village nestled in the heart of the Catskill Mountains. Incorporated in 1875, Margaretville is located in the eastern corner of rural Delaware County, situated at the intersection of New York State Routes 28 and 30. The East Branch of the Delaware River flows through the heart of the Village, and is one of its most prominent natural features. The river is subject to periodic flooding, and the Village has experienced at least three catastrophic floods in the past 100 years. Most recently, in January of 1996, a massive flood swept through the valley causing extensive damage to several homes and businesses along the river. A year later, Delaware County, the Federal Emergency Management Agency (FEMA) and the New York City Department of Environmental Protection (NYCDEP) entered into an arrangement to purchase 22 properties in the Village, and demolish the existing buildings located in either the floodway or floodplain. This “buy-out” program was completed in 2000, resulting in a large swath of very visible vacant properties along Margaretville’s Main Street. Through an education grant provided by the Catskill Watershed Corporation, students from the Margaretville Central School (located on Main Street directly across from some of the affected properties) worked in partnership with the Frost Valley YMCA, the M-ARK Project (a local community development organization), Village officials, the Delaware County Planning Department, and the NYCDEP to recommend potential public uses for these properties.

The limousine, occupied by a driver and 17 passengers, was descending a grade that began 1.81 miles north of a T-intersection with New York State Route 30A (NY-30A). The posted speed limit was 55 mph. Although the driver likely applied the brakes while descending the hill, the brake system failed to effectively slow the limousine, and its speed increased to over 100 mph. The driver steered to avoid a car stopped at the NY-30/NY-30A intersection, proceeded past a stop sign, crossed the intersection, and entered the driveway of a restaurant parking lot. The limousine struck an unoccupied sport utility vehicle (SUV) parked in a field adjacent to the driveway. Two pedestrians standing near the SUV were struck by it when the SUV was forced forward by the limousine.

Dieter* and Tait Ronningen Department of Natural Resource Management South Dakota State University Brookings, SD 57007 *Corresponding author email: [email protected] ABSTRACT The Black Hills redbelly snake (Storieria occipitomaculata pahasapae) is an isolated population and has received little study. We captured redbelly snakes in the Black Hills of South Dakota in 2004, 2005 to determine general mor- phological and population characteristics and to document which habitats were most utilized. We captured 104 redbelly snakes in 2004 (0.34 captures per hour) and 146 redbelly snakes in 2005 (0.45 captures per hour). Redbelly snakes were found an average of 14 m (SD = 20.8 m) from water, usually under cover objects. Females were larger (18.4 cm, SD = 2.45) than males (15.4 cm, SD = 2.22) (t = 4.37, df = 148, P < 0.01). The sex ratio favored females 3:2 (χ2 = 10.9, df = 1, P < 0.01). More than half of captured snakes (60%) were gray phase vs. 40% as brown phase (χ2 = 4.00, df = 1, P < 0.05). Our capture rate indicates Black Hills redbelly snakes are more common than previously thought. We found more redbelly snakes in the northern portion of the Black Hills which receives more moisture than the southern portion. We found redbelly snakes in wet areas so practices which reduce the abundance of moist habitats (cattle-grazing, construc- tion) could threaten the redbelly snake.
