Hakka township, Chin State

Highlights

 There are an estimated 9,228 internally displaced persons in collective centres/camps or residing with host families across Chin State.  Food shortages are a particular concern as current supplies are limited and there continue to be transport challenges in reaching displaced populations.  There is a need for additional support (food, NFIs, shelter) for displaced persons and additional shelter at collective centres/camps while displaced persons wait to be relocated.

Overview

An IOM assessment team visited Chin region on 10-21 August 2015 and undertook assessments in the affected areas in Hakka and Falam townships. The team met with the district administrator, State Director of the Relief and Resettlement Department, IDPs form three camps in Hakka township, the Chin Relief Committee Falam (CRCF, including village key persons, religious leaders and young people), Save the Children, World Vision, UNHCR and the World Food Program.

Findings

Figures received from the State Relief and Resettlement Department indicate there are 9,228 internally displaced persons in camps/collective centres or residing with host families across (5096), Falam (640), Ton Zang (925), (1779), Mindat (416), Matupi (155) and Kanpelet (217) townships (See Annex A). Five deaths were reported.

Initial food distribution in 7 camps has been undertaken by the WFP but stakeholders suggest this is likely to run out soon. The Chin State Government has requested food support for an additional 109 households/496 persons across 17 villages, but this is not confirmed as yet.

Hakka Township, Chin State

1. Hakka Township

Interviews were undertaken with IDPs at three collective centres/camps (1 high school and 2 churches) in Hakka township. IDPs in the high school reported they had received some food, clothes and Cash (over one million kyats) from local private donor, and received food itmes from WFP. Their original village is around two miles far from the camp. The high school was crowded and both drinking and bath water inadequate. They have 15 latrines and one is not functioning, with no separate male and female latrines. One doctor and two nurses are visiting every day, assigned by government health department, so there are not issues at present.

IDPs from Carson Church and Bethel Baptist Church also note they are very crowded. Drinking water is enough but washing water is inadequate and there is no bath room, with difficulty washing and cleaning clothes. Latrines also are not enough as people must wait in

2 the early morning. Currently, the overall health condition is good with one doctor and two nurses are visiting every day, also assigned by government health department. They have received food from WFP and other private donors, and Bethel Church camp has received the support cash around 8 million kyat from private donors.

The Carson Church camp has received 30 shelter boxes from WFP, and are building the shelter for 320 households headed by village leaders and religious leaders. The other 6 camps do not have shelter building plan.

According to the Falam General Administration Department (GAD), a total of 93 households have been destroyed by landslide, and 41 bridges also destroyed.

Food is main challenge for Chin state, with some villagers (e.g. in Zawlpi village) eating taro as there is no access for food delivery via the roads there and food shortages are expected soon. The CRCF plans to provide food support but cannot do so for a prolonged time.

Falam township, Chin State

The roads are very rough to access the villages, and 33 villages are not accessible by vehicle, only by on foot. These must be repaired urgently to allow emergency relief to get through.

Upland and on farms approximately 1910.15 acres have been damaged or destroyed. Pipe lines have been destroyed in 40 villages and villagers must carry water from outside the village, bringing risks particularly for women and children.

The World Vision representative highlighted 11 villages that will need to be relocated – Kheng Kang, Zathlir Bangla, Zathlir, Duh Mang, K Hai Mual, Vom Thluu, Sum Hrang, Khuang Li, Lai Zo, Thung Thul and Ti Li. Concerns were also raise that the people might migrate internationally and be vulnerable to human trafficking and other problems, underlining the need for livelihoods support.

The IOM team also met with a member of the Tedim Youth Fellowship in Falam, who highlighted the situation of Ga Gen village, which has been destroyed by landslide. Most of the victims are now living in community halls, religious buildings, and with host families in downtown Tedim. Victims really need support services, and other places have faced disaster risk but an assessment must be done to get accurate data.

Recommendations

1. Provide additional support including NFIs, food and shelter. 2. Most IDPs cannot return to their place of origin and need to be relocated. 3. Although the government has plans for relocation, some IDPs may remain a long time in camps and require tents and other shelter.
