The Unitary Democratic Revolution (1795- 1798) 3 The Unitary Democratic Revolution (1795- 1798) When, after the French invasion, the Patriot movement again took control of the Republic in January 1795, it became clear that many revolutionaries had fundamentally changed their mind about how the state should be reformed. This change was especially notable in the new provincial assembly of Holland. On 31 January 1795, the provincial governors claimed: All people are born with equal rights, and these natural rights cannot be taken away from them. These rights consist of equality, freedom, safety, property, and resistance against oppression. (...) Since all people are equal, all are eligible for election in any office and administration without any other reason of preference than merit and skill. (...) Sovereignty resides with the entire people, and consequently no part of this people can usurp it.1 Although certainly not everyone in the Patriot movement fully agreed with these claims, especially not within the new Amsterdam government, it is evident that a new ideal of political organisation had taken hold of the Dutch revolutionary struggle. By claiming that ‘all people are born with equal rights’, the provincial government directly challenged the local system of privileges and the particularistic corporate state structure. Moreover, by maintaining that everyone could be elected in a political office, it pointed in the direction of a liberal democratic system. And finally, by arguing that sovereignty resided with the entire people and not any specific part, the provincial assembly, as it made clear in the following months, rejected the sovereignty of individual cities, and provinces, opening the door for a centralisation of authority. All in all, the provincial governors proposed a more fundamental reform in terms of democratisation and centralisation, than anyone had ever suggested during the 1780s. In the years after the revolution of January 1795, the Republic was indeed reformed according to the ideas of the provincial governors of Holland. First, the status of the provincial governors themselves was changed. They no longer represented the local administrations, but the entire people of Holland. Second, in March 1796, a National Assembly was created. The new representatives were chosen through general elections, in which the majority of the adult male population could participate. In contrast to the representatives of the States General, the new members of parliament represented the Dutch people as a whole, and not the provincial or local governments. Moreover, it officially eliminated the local corporations and early modern systems of privileges, and concentrated political sovereignty in the central state. Thus, a unitary democratic revolution seemed to have taken place. Yet, when we investigate how the Republic was transformed, it becomes clear that the methods of reform were far from democratic. To confirm the change in its status, for example, the assembly of Holland had to imprison part of the resisting Amsterdam government. The National Assembly could only be created after the elected governors of Friesland had been replaced through a rebellion. And, the unitary democratic constitution was established through a coup in the National Assembly, and the subsequent purging of provincial and local governments, as well as of the voting assemblies throughout the Republic. Hence, there was a clear contradiction between the method and the content of reform. This chapter examines this contradiction. It starts out by analysing why many Dutch revolutionaries embraced the unitary democratic state model, less than a decade after the Patriot Revolt. Subsequently, we will investigate how the resistance against this model was overruled on the local, provincial, and central state levels, and why this could only be done through a series of coups. The Introduction of the Unitary Democratic State Model The French revolutionary ideal of unitary democracy deeply affected the Dutch Patriots. This can be partly explained by the negative outcome of the preceding Patriot Revolt. After this revolt had been crushed in 1787 by the invasion of the Prussian army and the restoration of the privileges of the Stadholder, many Patriots, after a period of commiseration, started to ask themselves what had gone wrong. Obviously, they had been unable to overthrow the Stadholderian regime. Moreover, in many cities and provinces, the Patriot Revolt had created political chaos and anarchy. The French Revolution, on the other hand, seemed to be a huge success. Consequently the Patriots began to reconsider their own reform program in the light of the unitary democratic ideal which was introduced by the French Revolution. This process of reflection was facilitated by the direct contact of numerous Patriots with the French Revolution.2 In 1787, several thousand Patriots fled to France, and the Southern Netherlands to escape the Orangist reaction. The majority of these refugees were middle class craftsmen, or shopkeepers.3 Especially many members of the Patriot exercise associations had decided to flee the country, as they expected to be held accountable for the violence against the Orangists.4 Among the exiles were also several Amsterdam regents, such as Jan Bernd Bicker. On 15 October 1787, after the Prussian army had occupied Amsterdam, Bicker, Johan Geelvinck, Cornelis van der Hoop, and Balthasar Elias Abbema, departed for the Southern Netherlands. Their fears for an Orangist reaction were certainly not unfounded, as Patriots were hunted down, and their houses plundered, in cities throughout Holland. For 2 J.G.M.M. The Democratic Paradox 63 example, passing through Delft, Bicker reports: ‘we heard violence everywhere, and occasionally the breaking of glass.’5 After the French Revolution broke out, many Patriots ended up in France. In close contact with the French Revolution, the exiled Patriots started to reflect on the political structure of the Republic. The French influence was clearly visible in the Patriot reform plans that were developed in the early 1790s. For example, in February 1793, the Amsterdam regent Balthasar Elias Abbema and the nobleman Van der Capellen van de Marsch launched a plan which proposed to establish a strong executive government of seven Ministers, supervised by a popular assembly. In their scheme, all male adult burghers, with the exclusion of servants and people on poor relief, should be given the vote. Moreover, they emphasised that any new constitution would have to be ratified by the united sovereign Batavian people.6 This plan diverged substantially from the designs which the Patriot regents, or indeed any other revolutionary group, had proposed during the 1780s. Abbema and Van der Capellen departed from the idea that the revolution should reinforce local autonomy and restore the system of privileges. Instead, they looked to establish a unitary democratic state. Meanwhile in the Republic itself, Patriots were also influenced by the ideas of the French Revolution. Although much more cautiously than the exiles, these revolutionaries started to formulate proposals to abolish the system of privileges and move beyond the Union of Utrecht. Especially influential was Pieter Paulus’ Verhandeling over de vrage in welke zin kunnen de menschen gezegd worden gelyk te zyn? (Treatise on the Question in which Sense can People Considered to be Equal), which was published in 1793 and reprinted four times in subsequent years. Paulus, a lawyer from Rotterdam, who in 1775 had still passionately defended the Union of Utrecht, now argued for universal freedom and equality. Combining a philosophy of natural rights and a doctrine of Christian equality, he maintained: In the state of nature, one man does not have more rights over his fellow men, nor over the land, seas, rivers and waters, or any of the natural products of the earth, than other men. All have an equal right to use, as much as each needs to maintain oneself. The earth with all that it holds can only be characterised as a gift from the general father. (...) Natural society is a society of equality and freedom.7 This statement was a direct attack on the system of privileges, which had always been protected by the Union of Utrecht. 5 hoorden wij overal veel geweld en hier en daar glaazen inslaan. Palmer, who was soon to become famous with his magisterial work The Age of the Democratic Revolution, introduced an international scholarly audience to the Dutch revolution of 1795, also known as the Batavian revolution. In his pioneering article ‘Much in Little: the Dutch Revolution of 1795’, he pointed out that the fall of the Dutch ancien régime and the revolutionary transformation of the Netherlands that followed this downfall could best be understood as part of an international and interlinked series of revolutionary events.1 On a small scale, the Batavian revolution therefore could serve to ‘illuminate the whole complex of war and revolution which then gripped the Western world’.2 As he made abundantly clear in the title of his later magnum opus, Palmer had a relatively simple and straightforward view of the struggles that tore the Western world of the late eighteenth century apart. Just as democracy had been at issue in the Dutch revolution of 1795, the whole European and American world of the final decades of the century of Enlightenment saw the rise of a new and historically unprecedented democratic opposition against all sorts of aristocratic ‘constituted bodies’.

    1811-2011 200 jaar na het bezoek van Napoleon aan Kennemerland door A. van Oosterom k ben buitengewoon in mijn Schik met Nederland. De mensen herinneren zich hun onafhan- “Ikelijkheid alleen nog maar om des te beter de voordelen van de hereniging te voelen en daarin een uniformiteit van wetten, een gematigd stelsel van bijdragen en een geregeld verloop van zaken te ontdekken. Ze zijn meer Frans dan enig ander volk van de herenigde landen”.1, p. 708 Dit schreef keizer Napoleon Bonaparte van Frankrijk ( 1769-1821) vanuit Amsterdam aan zijn aangenomen zoon Eugène de Beauharnais, een van de twee kinderen van zijn ex-vrouw Joséphine de Beauharnais. Hij schreef dit tijdens het bezoek dat hij samen met zijn tweede echtgenote keizerin Marie Louise van Oostenrijk in september en oktober 1811 aan ons land bracht. Een jaar eerder had hij Nederland ingelijfd bij zijn keizerrijk. En nu volgde een kennismakingsbezoek met vooral het karakter van een inspectietocht. Overigens noteert Schama1, p. 707 bij deze briefpassage: “het was niet de eerste keer in zijn loopbaan dat de keizer een knieval verwarde met een enthousiaste begroeting “. Voor de bewoners van Kennemerland is die tocht alleen al daarom –en misschien juist daarom– gedenkwaardig, omdat Napoleon, toen op het toppunt van zijn macht, ook dit deel van ons land met een bezoek vereerde. Beverwijk en Velsen ontvingen hem daarbij op de voorgeschreven wijze, waartoe onder andere het luiden van de kerkklokken behoorde zodra hij de gemeentegrens passeerde.2, p. 52 In deze bijdrage zal aan dit bezoek aan Kennemerland aandacht worden besteed, maar dan wel in een ruime context van eraan voorafgaande gebeurtenissen, zowel in ons land als ook in Europa.

    1 Willem de Clercq’s limitations and ambitions: his tenure as secretary of the Nederlandsche Handel-Maatschappij, circa 1824* I Introduction: Willem de Clercq on his way to a new post Willem de Clercq was born in 1795 in Amsterdam where, following his father’s death in 1817, he led the family’s grain trading firm S & P de Clercq. In the city’s business circles he was a well-known merchant and appreciated for his knowledge. An example of this is his fourteen-page Memorandum on the improvement of the state of trade in Amsterdam (1823) written at the request of the Governor of the northern part of the province of Holland.1 In the newspaper Opregte Haarlemsche Courant of 1 April 1824 De Clercq read about King Willem I’s decision to found a company to further trade, industry and agriculture in the United Kingdom of the Netherlands (modern-day Belgium and the Netherlands), of which he had become king in March 1815. The initiative was called the Nederlandsche Handel-Maatschappij (Netherlands Trading Society; hereafter NHM). De Clercq remarked in his diary: “Like a lightning flash it went through my soul, could this also mean something for me”. At that time the grain trading business was far from prospering and the continued existence of his family’s firm was uncertain.2 De Clercq began his campaign with great energy. On 7 April, on the recommendation of Minister of State W.F. Roëll, he had an audience with the King, who knew of his Memorandum. De Clercq had become acquainted with Roëll in Amsterdam some years before; they often discussed trade.

En zelfs als men daar geen last van heeft, komen anderen wel met die netelige vraag: waarom opnieuw een verhaal dat al vaker verteld is, het laatst in 1955 door Hendrika C.M. Ghijsen in haar Dapper vrouwenleven? Het antwoord, mijn antwoord, ligt eigenlijk reeds besloten in de opzet van dit vorige boek. Mevr. Ghijsen was als weinigen vertrouwd met het werk van Wolff en Deken. Zij kende de details en zij overzag het geheel. Toch is er meteen bij verschijnen terecht kritiek geleverd op het door haar geschetste karakter- en levensbeeld. P.J. Meertens - zelf een Wolff en Deken-kenner van formaat - meende dat het boek wegens zijn gebrek aan documentatie niet de definitieve biografie was geworden die alle latere werken overbodig zou maken. Inderdaad was de schrijfster geen bronnenonderzoekster. Voor de feitelijke onderbouw steunde ze op archiefsprokkelingen van Dyserinck en Höweler. Het sprak dus wel vanzelf dat voortgezet onderzoek van deze aard nieuwe feiten en daarmee gewijzigde inzichten zou opleveren. Want het levensverhaal van Wolff en Deken kende (en kent) nog talrijke blinde plekken.

    Chapter 7 Forging the Batavian Citizen in a Post-Terror Revolution Reflecting upon the ‘anarchic reign of terror’, the August 25, 1796 issue of De democraten (The Democrats), the leading and theoretically most sophisticated political journal of the Batavian Revolution, called attention to ‘the emphatic lesson in the history of the French, expressed through the blood of so many philosophers and Patriots’. This lesson, the journal urged, must be a ‘signpost to the friends of true freedom, political order, and civil security’.1 Most Batavian revolutionaries at the time, as well as Orangists, for that matter, would proba- bly have concurred with the journal’s word of advice. Over the course of the 1790s, for many publicists and politicians, including the main contributor and co-editor-in-chief of De democraten, Willem Anthonie Ockerse, the Terror came to serve as an important reference point in political debates about the future architecture and political form of the newly founded Batavian Republic. Many of those who reflected on the Terror still held on to the Ciceronian view of history as Magistra Vitae, the teacher of life. Like so many American citizens on the other side of the Atlantic, they came to view the radicalization of the French Revolution, and the violent chapter of the Terror in particular, as his- tory in the making, indeed, as a recent history that held many lessons in store.2 The circumstances in which the Dutch reflected upon the outbreak of the French Revolution, its radicalization, and its resort to terror, however, were very different from those in the early American republic.

The study marks a turning point in the historiography of Napoleonic war financing because, through relying on well-researched quantitative data, Branda lays to rest the long-held myth that Napoleon ‘made war pay for war’. However, the Franco-centric conceptualization of Napoleonic resource extraction and the tempo- ral delineation have resulted in a prism that omits certain sources of revenue. This omission has a bearing on Branda’s overall assessment of Napoleonic war financing. Through exploring French resource extraction in the Netherlands through forcing the Dutch to pay for the maintenance of a French contingent, this article builds on Branda’s work to shed a new light on the success of Napoleonic resource extraction and war financing.

    Public Opinion and Foreign Policy: British and French Relations with the Netherlands, 1785-1815 Graeme Edward Callister PhD University of York Department of History September 2013 ABSTRACT This thesis examines the interplay of public opinion, national identity and foreign policy during the period 1785-1815, focusing on three consistently interconnected countries: the Netherlands, France and Great Britain. The Netherlands provides the centrepiece to the study, which considers how the Dutch were perceived as a nation, a people and as a political entity, at both governmental and popular levels, in the three countries throughout the period. Public opinion is theorised as a two-part phenomenon. Active public opinion represents the collated thoughts and responses of a certain public to an event or set of circumstances. Latent public opinion represents the sum of generally-accepted underlying social norms, stereotypes or preconceptions; the perceptions and representations latently present in unconscious mentalités. The thesis examines how perceptions and representations of the Netherlands in all three countries fed into public opinion and, ultimately, into national identity either of the self or the ‘other’. It then investigates the extent to which the triangular policies of Britain, France and the various incarnations of the Dutch state were shaped by popular perceptions, identities and opinion. While active opinion is shown to have generally been of negligible importance to the policy-making process, it is argued that the underlying themes of latent opinion often provided the conceptual background that politicians from all three countries used to make policy. The influence of latent opinion was often as much unconscious as deliberate.

Herman Willem Daendels Wie was Daendels?1 Herman Willem Daendels werd op 21 ok- tober 1762 in een regentenfamilie in het Gelderse stadje Hat- tem geboren en stierf op 2 mei 1818 aan de Goudkust in West- Afrika. Hij is dus slechts 55 jaar oud geworden maar had niettemin een bijzonder vol, rijk en actief leven. Dat dankte hij zowel aan de periode waarin hij leefde als aan zijn eigen ambities en zijn persoonlijkheid die hem telkens in het cen- trum van de gebeurtenissen plaatste. Na zijn promotie in de rechten te Harderwijk in 1783 vestigde hij zich als jonge advo- caat in zijn geboortestad, waar hij zich in woord en daad sterk maakte voor de patriotse ideeën tot ‘grondwettige herstelling’ van het bestuur van stad en land.

Voorwoord De Bataafse Republiek was een periode van experimenteren met de democratie. Het was een tijd waar men unieke kansen had om het politieke bestel te hervormen en te democratiseren, maar dit ging niet altijd gemakkelijk. Democratische hervormingen waren stroef en werden na lange discussies doorgevoerd. Een versnelling van het proces werd verzorgd door gewelddadige acties. Hierop reageerden de Fransen met een ingreep in het proces en in de invloed van de acties. Zij hadden de Bataafse Republiek weliswaar autonomie gegund, maar waren nog militair aanwezig in de grote steden. De Bataafse tijd (1795-1797) is een uitermate belangrijke periode voor de totstandkoming van de Nederlandse democratie en de democratie op stedelijk niveau. De Bataafse Republiek is uitgebreid onderzocht door academici. Echter blijft Utrecht een vage schim in de historiografie. Wat zich precies heeft afgespeeld tijdens de Bataafse tijd in Utrecht is tot op heden vrijwel onbekend gebleven. De voorganger van de Bataafse Republiek, de patriottentijd, is daarentegen wel breed onderzocht. Met dit onderzoek wil ik licht werpen op de vage schim in de historiografie. Utrecht had een belangrijke rol in de Bataafse Republiek en in de Bataafse idealen van medezeggenschap en democratie. Ik ben dit onderzoek begonnen om deze vage schim in de historiografie te verduidelijken. Hoewel ik mij in eerste instantie op de meer bekende periode, de patriottentijd, wilde richten, heb ik uiteindelijk toch gekozen voor de Bataafse tijd in Utrecht.
