Setiausaha: Yang Berhormat Yang di-Pertua Dewan Undangan Negeri. Yang di-Pertua Dewan Undangan Negeri: Ahli-ahli Yang Berhormat bacaan Doa. Ahli Kawasan Permatang Pasir (YB. Dato' Haji Mohd. Salleh Bin Man): Membaca Doa. Setiausaha: Pengumuman oleh Yang Berhormat Yang di-Pertua Dewan Undangan Negeri. Yang di-Pertua Dewan Undangan Negeri: Ahli-ahli Yang Berhormat sebagaimana yang sedia maklum bahawa bekas Ahli Dewan Undangan Negeri iaitu Allahyarham Dato' Haji Zain Bin Haji Omar telah meninggal dunia pada 27 Oktober 2013. Allahyarham telah berkhidmat sebagai Ahli Dewan Undangan Negeri kawasan Telok Kumbar mulai 22 April 1982 hingga 5 April 1995. Oleh itu para hadirin saya pohon bagi yang beragama Islam membaca surah Al- Fatihah dan untuk yang bukan beragama Islam, bertafakur selama satu minit. Para hadirin diminta berdiri. Para hadirin diminta duduk. Ahli-ahli Yang Berhormat, Tuan Yang Terutama Yang di-Pertua Negeri telah menetapkan hari ini iaitu 29 November 2013 sebagai hari permulaan Mesyuarat Kedua Penggal Pertama Dewan Undangan Negeri Ketiga Belas melalui perisytiharan bertarikh 4 Oktober 2013 yang diwartakan pada 10 Oktober 2013. Pada sesi ini kita akan menimbangkan 72 soalan lisan, 513 soalan bertulis, dua (2) Rang Undang-undang dan tiga (3) Usul. Mesyuarat akan bersidang sehingga semua urusan mesyuarat selesai. Untuk makluman Ahli-ahli Yang Berhormat, Risalah Bilangan 16 Tahun 2013 telah diubah kepada usul seperti edaran yang diletakkan di atas meja. Ahli-ahli Yang Berhormat, saya juga mohon kerjasama agar Ahli-ahli Yang Berhormat dapat menumpukan penuh perhatian dalam Sesi Persidangan pada kali ini. Sesi Persidangan pada kali ini penting kerana Ahli-ahli Yang Berhormat akan diminta untuk memberi cadangan apa-apa peraturan yang terdapat dalam peraturan Majlis Mesyuarat Dewan Undangan Negeri Pulau Pinang untuk dibuat pindaan kepada Setiausaha Dewan selepas Sesi Persidangan ini selesai. Pada sidang kali ini juga Dewan menyediakan perkhidmatan WiFi percuma kepada semua Ahli-ahli Yang Berhormat dan hadirin sekalian. Ahli-ahli Yang Berhormat dan para hadirin sekalian diminta juga supaya mematuhi peraturan iaitu kawasan larangan merokok perkarangan Dewan ini, harap kerjasama daripada semua Ahli-ahli Yang Berhormat dan para hadirin. (a) Sila nyatakan jumlah perbelanjaan yang ditanggung untuk kerja-kerja tindakan selepas kes keruntuhan sebahagian struktur bangunan menara UMNO berlaku. Kerajaan Negeri telah menubuhkan Suruhanjaya Siasatan Kegagalan Struktur-struktur tertentu yang telah diperkenankan oleh Tuan Yang Terutama Yang Di-Pertua Negeri Pulau Pinang untuk menjalankan siasatan ke atas dua insiden yang berlaku baru-baru ini iaitu keruntuhan lightning arrester pole dan RC Fixture Wall di Menara UMNO Jalan Macalister serta insiden keruntuhan ramp Jambatan Kedua Pulau Pinang. Suruhanjaya Siasatan diketuai oleh YBhg. Dato' Yeoh Yen Pow sebagai Pengerusi Suruhanjaya Siasatan Ahli-ahli lain dalam Suruhanjaya ialah Prof. Ir. Roslan Bin Hashim dan YBhg. Dato' Dr. Oii Sek Siew. Suruhanjaya telah memulakan siasatan pada 11 Oktober 2013 di Mahkamah Teknologi Kompleks Mahkamah Tinggi Pulau Pinang dan orang ramai yang mempunyai maklumat berkenaan kedua kejadian ini diminta memberi keterangan memandangkan Suruhanjaya masih menjalankan kerja-kerja siasatan pihak Kerajaan Negeri akan menunggu perakuan daripada Suruhanjaya ini dan akan menentukan tindakan susulan atas isu-isu yang dibangkitkan oleh Yang Berhormat. Berkenaan apa yang terjadi berkaitan dengan keruntuhan sebahagian daripada struktur bangunan Menara UMNO yang kita sedia maklum walaupun siasatan sedang dijalankan tetapi apa yang didapati sehingga kini, apabila saya nak hak mohon jawapan bahawa bila berlaku runtuhan struktur ini mengakibatkan beberapa perkara yang menimbulkan permasalahan khususnya di bangunan tersebut di Pejabat Majlis Agama Islam Pulau Pinang yang 5 didapati berlakunya kebocoran bila berlakunya hujan lebat ini memang sehingga pejabat saya sendiri pun kena menyediakan empat (4) timba sebab bocor dan mengakibatkan lantai-lantai sudah berlaku kerosakan. Jadi selain daripada siasatan perlu juga kepada penyelenggaraan. Ini satu (1) perkara yang saya rasa dan kita telah pun kita buat aduan dan telah pun dibuat siasatan berlakunya kebocoran tersebut jadi sekarang ini musim hujan kita rasa takut akan berlaku lagi insiden-insiden yang tidak diingini.     The Provider-Based Evaluation (ProBE) 2014 Preliminary Report I. Background of ProBE 2014 The Provider-Based Evaluation (ProBE), continuation of the formerly known Malaysia Government Portals and Websites Assessment (MGPWA), has been concluded for the assessment year of 2014. As mandated by the Government of Malaysia via the Flagship Coordination Committee (FCC) Meeting chaired by the Secretary General of Malaysia, MDeC hereby announces the result of ProBE 2014. Effective Date and Implementation The assessment year for ProBE 2014 has commenced on the 1 st of July 2014 following the announcement of the criteria and its methodology to all agencies. A total of 1086 Government websites from twenty four Ministries and thirteen states were identified for assessment. Methodology In line with the continuous and heightened effort from the Government to enhance delivery of services to the citizens, significant advancements were introduced to the criteria and methodology of assessment for ProBE 2014 exercise. The year 2014 spearheaded the introduction and implementation of self-assessment methodology where all agencies were required to assess their own websites based on the prescribed ProBE criteria. The key features of the methodology are as follows: ● Agencies are required to conduct assessment of their respective websites throughout the year; ● Parents agencies played a vital role in monitoring as well as approving their agencies to be able to conduct the self-assessment; ● During the self-assessment process, each agency is required to record

Universiti Sains Malaysia 2Faculty of Architecture, Ittihad Private University Abstract. The study investigates apartment’s façade thermal performance with neo-minimalist architectural style in Penang, Malaysia. Neo-minimalist style is considered as the most popular style in Malaysia in 2010s. The style is rediscovering from early modern minimalist movement with a design concept “less is more”. It applies minimal and efficient design of architectural character in defining form and space. Penang Island the second most important city in Malaysia after Kuala Lumpur. It is located at the north-western part of the country. The first case studies is the Light Linear apartment which has sixteen stories located on the east cost of Penang Island at Pantai Street, Penang. The second case study is BayStar apartment building, the eleven stories building tis located in Bayan Lepas at the seaside facing Jerejak Island. In order to conduct this study Fluke Ti20 thermal imager was used to capture thermal images for the west facades of the selected case study hourly from 12:00 to 6:00 pm on 15th March 2017. The study finds that the recessed wall, balconies and the shading devices were the important elements to provide shades on the façades for good thermal performance. 1 INTRODUCTION The study aims to investigate the façade surface temperature of two neo-minimalist architecture style high- rise buildings within Penang Island, Malaysia.

Price movements and the number of transactions by themselves belie other critical elements which require deeper probing if the prevailing state of the market is regarded as unacceptable, and therefore requires correction. The market cannot correct itself, particularly when the so-called market-driven property market had during the last decade been afflicted with a fatal dose of supply-demand mismatch. It was not by being market-driven that the malaise developed. The root of it all was the overwhelming focus on “tradeability” of property, rather than on the “occupation” of property and its utility. Other factors merely compound the problem. What we have seen through the seven years post 1997 is the strength of the residential market.

This report focuses on the road sector; the other reports cover the power, water supply, airport and air traffic control, and port sectors. Transport is central to achieving prosperity and the quality of life, to which all countries aspire. Transport policy has pervasive impacts: on economic performance; on the shape and structure of human settlements through its impact upon physical development and economic structures; on the distribution of income; and on the environment. This report develops best practices for promoting private sector investment in the road sector. It defines the objectives of private sector participation, reviews experiences of private sector participation in Asia and elsewhere, examines the degree of success that has been achieved to date, and identifies the key issues that provide the basis for determining best practices.

Many of these landscapes cannot be isolated from the énclave as they are integral to and part of its cultural mosaic and character. Perhaps the most important are the Penang Hill hill-station landscape and the ‗Waterfall‘ Botanic Gardens. The latter is an under-valued ‗garden of the empire‘—a garden that significantly underpinned the development and historical and botanical stature of the Singapore Botanic Gardens. This paper reviews the cultural significance of colonial botanic gardens as they were established around the world during the scientific explosion of the late 1800s.
