In Southeast Asia, the Sulu-Celebes Sea has been the hotbed for crime, piracy, and terrorism.3 Otherwise known as the Tri-Border Area (TBA)4 fringed by Malaysia, Indonesia and the Philippines, Islamist terrorists have exploited the porous borders to supplement conflict zones in Southeast Asia with foreign fighters. The Sulu-Celebes Sea connects Borneo and Sulawesi to Mindanao through a long chain of islands. Sabah and Davao Occidental’s vast coastlines create multiple entries and exit points to and from the mainland.5 Terrorist groups’ access to the seas is a threat multiplier, as it diversifies their avenues for fundraising and improves their survivability.6 The Abu Sayyaf Group (ASG) is one of three terrorist groups today that possesses maritime capabilities (the others are al- Shabaab from Somalia7 and Ahlus Sunnah Wal Jamaah from Mozambique.)8 ASG operates along the Sulu Archipelago, which connects Borneo Island to Mindanao. Notorious for its brutal kidnap-for-ransom (KFR) tactics, it has disrupted many seafarers’ lives and livelihoods.9 Hence, as governments prepare to reopen borders to resuscitate their economies, the authorities must re-examine their border security policies and practices in the TBA. The aim of this paper is to highlight the key maritime terrorism threats in the Sulu-Celebes Seas, the weaknesses of the Trilateral Cooperative Arrangement (TCA) – a trilateral treaty between Malaysia, Indonesia and the Philippines that was intended to address the threat in the region, – and provide key policy recommendations to mitigate the weaknesses in the TCA. To achieve this, the authors have structured the paper into five parts: the first two sections explore the threat of terrorism in the Sulu-Celebes Sea, and highlight the weaknesses of the Trilateral Cooperative Arrangement. In the third part, we consider the dilemma between sovereignty and counter- terrorism, followed by an exploration of the threat of radicalisation in the TBA region. Maritime enforcement agencies face problems locating ASG members as they island-hop to avoid arrest.16 ASG has also utilised the shallow waters and mangroves of the area to outmanoeuvre the authorities.17 Additionally, they often conduct their kidnappings and sea-jackings in small boats to evade detection from satellite systems and reduce visual exposure to aerial or naval patrols.18 The Sulu-Celebes Sea is also the gateway for terrorism into Mindanao. During the al-Qaeda (AQ) era of terrorism in the late 1990s - 2000s, its affiliate Jemaah Islamiyah (JI) had sent terrorists from Indonesia, Malaysia, and Singapore into Mindanao

However, there is not always a conflict of interest and struggle between state authorities and smugglers (Megoran, Raballand, & Bouyjou 2005). Synergies between the formal and informal economies ensure that illegal cross-border trade does not operate independently of systems of formal regulatory authority.

The east-southeast (ESE) wind (May-October) played a major role in an upwelling formation in the region starting in the southern tip of the southern Sulawesi Island. Of the 17 years time period, the variability of the SST values ranged from 25.7°C (August 2004) - 30.89°C (March 2007). An upwelling initiation typically occurred in early May when ESE wind speed was at <5 m/s, a fully developed upwelling event usually occurred in June when ESE wind speed reached >5 m/s, whereas the largest upwelling event always occurred in August of each year. Upwelling event generally diminished in September and terminated in October. At the time of the maximum upwelling events (August), the formation of upwelling could be observed up to about 330 km toward the southwest of the southern tip of the Sulawesi island. Interannually, El Niño Southern Oscillation (ENSO) intensified the upwelling event during the east season through an intensification of the ESE wind speed.

    The Philippines: Extremism & Counter-Extremism On January 27, 2019, two bombs detonated during Sunday mass at the Our Lady of Mount Carmel Cathedral on Jolo island in the southern Philippines province of Sulu. The first explosion occurred inside the cathedral, which was followed by a second blast just outside as soldiers rushed to the scene. At least 23 people were killed and more than 100 others were wounded. ISIS claimed responsibility for the attack. In July, Indonesian police revealed the attack was carried out by a married Indonesian couple who attempted to travel to ISIS territory in 2016. The couple was stopped in Turkey and deported back to Indonesia in January 2017. It is the first known suicide bombing carried out by Indonesian deportees. (Sources: CBS News [1], CNN Philippines [2], BBC News [3], Guardian [4], New Yok Times [5]) On June 28, 2019, two suicide attackers bombed a temporary camp of the Philippine army’s counterterrorism unit in Sulu. The attack killed five soldiers and wounded several others. ISIS promptly claimed responsibility attack, though a police official maintained that the attack was locally-planned and carried out by Abu Sayyaf Group (ASG) militants. In July 2019, DNA tests confirmed the identity of one of the attackers as Sulu-born 23-year-old Norman Lasuca, making him the first known Filipino to carry out a suicide bombing. (Sources: Straits Times [6], Associated Press [7]) Overview Both Communist nationalist rebels and Islamic separatist insurgencies have wreaked havoc on the Philippines, especially on the southern island of Mindanao. As a result, several thousands of Filipinos have been murdered in bombings, assassinations, kidnapping attempts, and executions.
