Agenda Item Report Regular Council AGENDA ITEM REPORT To: George Lahanas Subject: Approve the City Manager to enter into an agreement with Rowe Professional Services Company for engineering services associated with the FY 2021 Major Street Improvements on Abbot Road, in a not to exceed amount of $186,937.53. Meeting: City Council Special Meeting- 30 Apr 2020 Department: Public Works Staff Contact: Nicole McPherson, Engineering Administrator BACKGROUND INFORMATION: On March 20, 2020, the office of the Department of Public Works issued a request for proposals (RFP) to engineering consultants for design and inspection services for the Fiscal Year 2021 major street progrcurrently is project Road. Abbot on improvements Transportation the in ammed Improvement Program (TIP) and Transportation Alternatives Program (TAP) to receive Federal and local agency funding. The scope of work includes completing a topographic survey of existing conditions, drainage structure evaluations, design, preparing final plans, specifications, engineering estimate and inspection of the project. The proposed limits on Abbot Road are from Saginaw Street (BR-69) north to Lake Lansing Road. Ten proposals were received on April 17, 2020. The consultants who submitted proposals are as follows: • Spicer Group - $165,094.44 • Mannik & Smith Group - $168,314.21 • Rowe Professional Services Company - $169,943.21 • Williams & Works - $186,573.57 • C2AE - $196,813.43 • Hubbell, Roth & Clark, Inc. - $199,121.81 • Wolverine Engineers & Surveyors, Inc. - $210,490.00 • NTH Consultants, Ltd.- $221,304.00 • DLZ Michigan, Inc. - $223,620.54 • Prein & Newhof - $243,515.00 RFP evaluations performed by City Engineering Staff consider the proposal received from Rowe Professional Services Company for engineering services, best meets the requirements for the scheduled projects. Such factors include completion of field surveying, identification and condition assessments of existing utilities within the project limits, project design/inspection, permitting, daily inspection requirements and proper project closeout procedures. Staff is requesting a 10% markup be applied for project contingency. The Abbot Road project will be bid through the Michigan Department of Transportation (MDOT) bid letting procedures in the spring of 2021, per the Local Agency Programs schedule project planning guide. Anticipated construction will begin following the completion of the 2021 MSU spring semester. All construction activities are expected to be completed by mid-August 2021. Engineering Staff would request City Council approve the City Manager to enter into an agreement with Rowe Professional Services Company for engineering services associated with the FY 2021 Major Street Improvements on Abbot Road, in a not to exceed amount of $186,937.53. This submittal is in response to your request for proposal issued March 20, 2020. Sean Beckman, PE, will manage the project. He has 10 years of relevant experience successfully managing and leading road and utility design teams for municipalities across the state. Jeffrey Markstrom, PE, is our Design Division Manager and has 25 years of experience with municipal infrastructure projects which will allow him to perform thorough quality assurance / quality control (QA/QC) reviews. Survey Project Manager John Rauser, PS has over 30 years of experience working with similar projects and will be responsible for required surveying services. Rick Freeman, PE, will be the principal in charge able to negotiate a contract with the City of East Lansing, and is responsible for ensuring Sean has the appropriate resources to successfully execute this project for the city. Based on the mean monthly discharge of the Cass River during April and May, the data suggests that white and redhorse suckers can move past the rock ramp during normal discharge years.

Box 30028 Lansing, Michigan 48909 PREFACE This Saginaw RiverIBay Remedial Action Plan (RAP) was prepared by the Michigan Department of Natural Resources (MDNR) from a first draft compiled for MDNR by the East Central Michigan Planning and Development Region, the National Wildlife Federation, and graduate students from the University of Michigan. The Remedial Action Section was prepared by MDNR and a regional public organization known as the Saginaw Basin Natural Resources Steering Committee. Public and technical comment was received throughout the RAP development and review process as described in Section VI. The RAP summarizes existing water quality data on the Saginaw Bay drainage basin and outlines initial perceptions of the remedial actions that should be taken to further address the eutrophication and toxic material problems in the Saginaw River and Saginaw Bay. The remedial actions presented here will be further refined in future versions of the RAP, which it is anticipated, will be periodically updated and revised as more data are acquired, remedial measures are implemented, and environmental conditions improve.     INTERSTATE HIGHWAY SYSTEM Streamlined Process for Section 106 and Section 4(f) Compliance As the Dwight D. Eisenhower National System of Interstate and Defense Highways (Interstate Highway System) approached the fifty-year anniversary on June 29, 2006, large sections of the Interstate System would have achieved the mark at which resources are often evaluated for historic significance. In order to address the volume of administrative work this could foster, the Advisory Council on Historic Preservation adopted the Section 106 Exemption Regarding Effects to the Interstate Highway System on March 10, 2005. This exemption effectively excludes the majority of the 46,700-mile Interstate System from consideration as a historic property under Section 106 of the National Historic Preservation Act (NHPA). In addition, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU, Public Law 109-59, Aug. 10, 2005) includes a provision (Section 6007) that exempts the bulk of the Interstate Highway System from consideration as a historic resource under Section 4(f) of the Department of Transportation Act. With these two exemptions in place, Federal agencies are no longer required to consider the vast majority of the Interstate Highway System as historic property under Section 106 and Section 4(f) requirements. Excluded from these respective exemptions are elements of the Interstate System that are exceptional in some way or meet a national level of significance under the criteria for the National Register of Historic Places. The final list identifies those elements that are not covered by the exemptions discussed above and will therefore continue to be subject to consideration under the Section 106 and Section 4(f) processes.1 Historically Significant Features are Excluded from the Exemption The Exemption does not apply to certain historically important, distinctive features of the system.
