Topics for discussion include: MDOT/ACEC as-needed contracting taskforce updates; proposed changes to the fixed fee paid to consultants on as-needed construction contracts; the revised dispute resolution process; contracting timelines; changes to prequalification classification requirements; and the MDOT Mentor/Protégé program. Presenters: Keith Simons, Carol Rademacher, Lisa Thompson (MDOT), Bob Rabeler (SME), Matt Wendling (OHM Advisors) Advancing the use of Unmanned Aerial Systems (UAS) Technologies for Transportation Safety and Efficiencies This breakout session will present the findings from the 2018 NCHRP 17-01 Unmanned Aerial Systems (UAS) U.S. Domestic Scan and practical applications of integrating UAS for efficiencies into more routine functions. The NCHRP scan objectives provided a better understanding of the proactive use of this technology, “Getting Started” guidance, insight into additional research needed, and its benefits to the surface transportation community. An update will be presented on MDOT’s research leveraging rapidly advancing technologies to meet operational data needs for connected vehicle corridor surveillance, construction site monitoring, asset management, traffic monitoring, geophysical evaluations, incident management, and infrastructure inspection. A practical use of UAS technology for bridge inspections will be presented as the Grand Region recently conducted a UAS pilot project study to complement a routine bridge inspection of the S-curve on US-131 in Grand Rapids. Presenters: Steve Cook, Mike Wilson (MDOT), Jason Fogg (HDR) Partnering for the Digital Future The Michigan Department of Transportation in partnership with ACEC, Michigan Infrastructure and Transportation Association (MITA), Contractors and Consultants have formed the Digital Delivery Work Group (DDWG). This panel discussion will feature a cross section of members of the committee sharing lessons learned, impacts and challenges associated with the Project PDF, leveraging Bluebeam and moving the state to contractual digital data. Moderators: John Wilkerson (MDOT), Cathy Cassar (Michael Baker), Panelists: Steve La Cava (Toebe Construction LLC), Jeff Robinson (Ajax Paving Industries, Inc.), Chris Yelencich (Dan's Excavating, Inc.), Kirk Pietila (Tetra Tech) Superstructure Raise of Pleasant Valley Road Bridge over I-96 On September 27, 2017 a semi-truck hit a bridge sign on the Pleasant Valley overpass forcing the freeway closure on I-96 in Brighton Township. The damage of the bridge span over eastbound I-96 was extensive and the span was demolished and the bridge was closed to traffic until the span is replaced. In order to avoid future high load hits, all remaining bridge spans were raised by 21 inches using an innovative shoring system. Then a new span was installed in place. This session will focus on major issues and lessons learned during the superstructure raise of the bridge. Presenters: Jose Garcia (MDOT) & Ihab Darwish (Benesch) Operations and Performance Measures for the US-23 Flex Route The US-23 Flex Route is the first Active Traffic Management (ATM) project in the State of Michigan. The US-23 Flex Route utilizes overhead lane control gantries equipped with various intelligent transportation system (ITS) equipment to facilitate the following ATM strategies: dynamic shoulder use, dynamic lane control, variable speed advisories, and queue warning. The presentation will include an overview of how the US-23 Flex Route utilizes each ATM strategies and will provide a summary of it operational performance and lessons learned. Presenters: Stephanie Palmer, Jennifer Foley (MDOT) Data Driven Safety Analysis /Performance Based Practical Design Performance Based Practical Design or PBPD is more than the latest buzzword, it is a change in mindset using quantitative or data-driven analysis to guide your decision-making during project development. With limited resources PBPD can help MDOT better manage its transportation investments and serve system level needs and performance priorities. This presentation will provide an overall of what PBPD means to MDOT and focus on how to apply data driven safety analysis into PBPD. With the goal to improve safety and reliability ultimately MDOT wants to leave the roadway better than it found it. Presenters: Mark Bott (MDOT), Jeff Bagdade (Atkins) Marquette Hospital Road Improvements This challenging project was delivered through a process that involved strong partnerships and commitment to an exceptional outcome. Under a very tight timeline, the project team secured approval for a break in limited access from FHWA, designed, and constructed this large permit project. The project supported Marquette’s new regional hospital, with significant economic benefits for the region. Cooperating partners included MDOT, the City of Marquette, FHWA, Duke Lifepoint Healthcare, Marquette Township, franchise utility owners, the design consultant, and regulatory agencies. This presentation gives insight into the partnerships that drove the project and how the team addressed important design decisions. Presenters: Aaron Johnson (MDOT), Wes Butch (FTCH) Pavement Historical Database The Pavement Management Unit of the Construction Field Services Division will focus on education of the Pavement Historical Database (PHD) and how consultants will be utilized to assist the department with data entry. This session will provide attendees with information regarding PHD’s purpose, roles, access, data entry, system functions, consultant roles, and where to find help. Presenter: Justin Schenkel (MDOT), John Stevenson (WSP) Innovative Contracting This session will focus on innovative/alternative contracting methods. We will discuss the different contracting types and their advantages to help achieve the project’s goals, reduce risks, and leverage innovation. Each project must be evaluated to determine the best fit delivery. We will discuss the MDOT Innovative Contracting approval process, available resources, and the steps and timeframes needed to move forward with utilizing an innovative contracting method. Next, we will discuss, typical project schedules, typical risks associated with the different contracting methods, the use of stipends, and selection processes. Presenters: Greg Losch, Mark Dubay (MDOT), Charlie Stein (AECOM), Jeff Chenault (WSP) Documentation Guide Update and Material Acceptance Construction Field Services recently published a new Documentation Guide (Minimum Documentation Requirements for Pay Item Approvals and Material Acceptance) for construction staff. Presenters: Mo Azam, Dennis Warren (MDOT) Advancing your Geotechnical Tool Box The geotechnical tool box is expanding with drone and remote monitoring technologies coming of age. Mr. Johnecheck and Mr. Bartlett will present on MDOT’s first use of a LiDAR enabled drone to map a landslide site in Michigan’s U.P. Mr. Miller will present on using a drone and software that stiches together multiple photographs to create high resolution “orthomosaic” maps for geotechnical and pavement assessments. Mr. Snook will show an innovative use of a downhole camera to inspect a drilled shaft defect, after detection by Cross Hole Sonic Logging technology. The newly released MDOT Geotechnical Manual, which now clarifies geotechnical investigation procedures including trenchless crossing permits, will be discussed. Presenters: Dick Endres, Ryan Snook, Chris Johnecheck, (MDOT), Jeffrey Bartlett (SSI), Zachary Miller (SME) Documenting NEPA on your Local Agency Projects In 2018 you heard changes were coming to the NEPA process for local agency federal aid projects. This year find out specifics on what those changes are and what local agencies and their consultants will need to submit to MDOT for categorical exclusion projects. This breakout will include the actual documentation requirements, updates on guidance changes since last year, software/data availability
