The Pandemic in Mexico July 2020 THE PANDEMIC IN MEXICO The Scope of the Tragedy VITAL SIGNS (SIGNOS VITALES) is a non-profit, non governmental organization that is structured by a Council built up of people with an outstanding track record, with high ethical and professional level, which have national and international recognition and with a firm commitment to democratic and freedom principles. The Council is structured with an Executive Committee, an Advisory Committee of Specialists and a Communication Advisory Committee, and an Executive Director coordinates the operation of these three Committees. One of the main objectives is the collection of reliable and independent informa- tion on the key variables of our economic, political and sociocultural context in order to diagnose, with a good degree of certainty, the state where the country is located. Vital Signs intends to serve as a light to show the direction that Mexico is taking through the dissemination of quarterly reports, with a national and international scope, to alert society and the policy makers of the wide variety of problems that require special attention. Weak or absent pulse can have many causes and represents a medical emergency. The more frequent causes are the heart attack and the shock condition. Heart attack occurs when the heart stops beating. The shock condition occurs when the organism suffers a considerable deterioration, which causes a weak pulse, fast heartbeat, shallow breathing and loss of consciousness. It can be caused by different factors. Vital signs weaken and you have to be constantly taking the pulse. Representing a shift away from this, in recent years, many countries in Latin America have adopted Intercultural Bilingual Education, promoting Indigenous Peoples’ rights to education in their languages and respective to their cultures. Mexico in particular, establishes Intercultural Bilingual Education as a right of all Indigenous Peoples in various laws and the Constitution of Mexico City protects this right for its Indigenous population. This study investigates the extent to which Indigenous Peoples’ rights to education, as outlined in international human rights instruments and reinforced in Mexican law, are implemented in Mexico City, accounting for its growing urban Indigenous population. Through semi-structured interviews with government officials as well as with directors and teachers from a public primary school in Mexico City, this study illustrates the role the state and educators play in the implementation of Intercultural Bilingual Education. The findings presented in the study suggest the significance of Indigenous Peoples and educators in this process, in comparison with the Mexican government, whose improved measures can help increase urban Indigenous students’ access to their education rights.

TAMUL Virginia Tech, USA Although fact-checking websites for political news such as FactCheck.org, Politifact, and ProPublica are common in the United States, they are new in Mexico. Using textual analysis, this study examines the strategies used by Verificado 2018, a crowdsourced political fact-checking initiative generated during the largest election in Mexican history by news organizations, universities, and tech companies. Verificado 2018 emphasized legitimacy, collaboration, and critical humor to promote and engage users in fact- checking and viralizing reliable information. Keywords: Verificado, misinformation, Mexico, elections, fact-checking Presenting accurate depictions of news has always been central to journalism (see Schudson, 2011). However, modern journalists are trained to present competing statements as “equally viable truth claims” (Durham, 1998, p. 124). This practice can create a “flight from the truth” in service of objectivity and balance (Muñoz-Torres, 2012; Rosen, 1993, p. 4949). Although both strategies serve to legitimize news outlets by making them appear impartial (McChesney, 2004), fact-checking organizations operate within a separate institutional logic, necessitating journalists to judge the veracity of public statements (see Lowrey, 2017, for a review). Lowrey (2017) contends this violates traditional journalistic norms, eroding the legitimacy of fact-checking. With this context in mind, we examine the case of Verificado 2018—a temporary, collaborative, and decentralized fact-checking newsroom—and its communication strategy in the run-up to the 2018 Mexican campaign season.

Ranked as Canada’s top university under 50 years old and one of the most international universities in the world, we recently climbed 144 spots in the World University Rankings, the biggest surge of any Canadian university. These encouraging results reflect our efforts to differentiate Concordia as a next-generation university. We’re positioning Concordia as a flagship for exciting research in breakthrough fields, and as a destination of choice for students seeking transformational learning opportunities in one of the world’s most dynamic, cosmopolitan cities. Concordians are achieving incredible things. In the past year alone, members of our community have: changed public policy through research on contaminants in local drinking water; been nominated for best short film at the Oscars; competed in national championships for men’s rugby, and men’s and women’s basketball. The university’s foundation became the first in Canada to commit to a portfolio of 100 per cent sustainable investments by 2025, and one of our graduates — Lino A. Saputo Jr. — was named the country’s top CEO of the year. We’re ambitious to expand our impact as innovation leaders in higher education and are eager to keep you engaged and supportive of the progress we’re making. In this scenario, the following questions are emerging and are intended to be analyzed throughout this text: Why have drug traffickers managed to destabilize the Mexican government? How much responsibilities have the U.S. and Mexican intelligence agencies in the development of drug trafficking and violence? Can Mexico by itself control the development of drug trafficking? Is it possible to establish the rule of law and accountability mechanisms? Does the new government of Andrés Manuel López Obrador represent hope for the control of violence in Mexico?
