Representing a shift away from this, in recent years, many countries in Latin America have adopted Intercultural Bilingual Education, promoting Indigenous Peoples’ rights to education in their languages and respective to their cultures. Mexico in particular, establishes Intercultural Bilingual Education as a right of all Indigenous Peoples in various laws and the Constitution of Mexico City protects this right for its Indigenous population. This study investigates the extent to which Indigenous Peoples’ rights to education, as outlined in international human rights instruments and reinforced in Mexican law, are implemented in Mexico City, accounting for its growing urban Indigenous population. Through semi-structured interviews with government officials as well as with directors and teachers from a public primary school in Mexico City, this study illustrates the role the state and educators play in the implementation of Intercultural Bilingual Education. The findings presented in the study suggest the significance of Indigenous Peoples and educators in this process, in comparison with the Mexican government, whose improved measures can help increase urban Indigenous students’ access to their education rights. -
Declaration of the Vii Forum of the Parliamentary Front Against Hunger in Latin America and the Caribbean - Mexico City
DECLARATION OF THE VII FORUM OF THE PARLIAMENTARY FRONT AGAINST HUNGER IN LATIN AMERICA AND THE CARIBBEAN - MEXICO CITY We, Members of the Parliaments and members of the Latin America and the Caribbean Parliamentary Front against Hunger (PFH), with the valuable participation of parliamentarians from Africa and Europe, gathered in 1 Mexico City on November 9, 10 and 11, 2016, on the occasion of the 7th Forum of the Parliamentary Front against Hunger in Latin America and the Caribbean. CONSIDERING That the agenda of the States set the focus on the fight against hunger and malnutrition and on the food sovereignty of the nations, as it is stated in the 2030 Agenda for Sustainable Development and in its Goal 2 “End hunger, achieve food security and improved nutrition and promote sustainable agriculture,” as well as in the Paris Agreement on Climate Change, which came into force on November 4th, 2016; also, considering that in the Latin America and the Caribbean parliaments, laws on food and nutrition security and sovereignty have been approved and are under discussion. That in the above-mentioned Agenda the legislative powers are crucial agents to end hunger and malnutrition, as it is reflected in the 2030 Agenda for Sustainable Development, when noting that the Members of the Parliaments perform a key role in the achievement of the Sustainable Development Goals (SDG) by “enacting legislation, approving budgets, and ensuring accountability”. That in the Special Declaration on the “Plan for Food Security, Nutrition and Hunger Eradication” of January 27, 2016, announced on the occasion of the IV Latin America and the Caribbean States Summit (CELAC) held in Quito, Ecuador, the Heads of State and Government of the region reaffirmed their commitment to the eradication of hunger and malnutrition, as an essential element in order to achieve sustainable development. -

(La Jornada, Contraportada) ASTILLERO Alfredo Castillo ataca de nuevo Cárcel a “capos” deportivos Venganzas y “limpia” Conade, PGR, Los Pinos Ayer se dio un primer paso en el proceso de reorganización directiva del deporte mexicano, rumbo a próximas competencias internacionales y, cuando menos en teoría, a los Juegos Olímpicos de Tokio, en 2020. Esa reorganización ha sido iniciada por la vía judicial, con la Procuraduría General de la República (PGR) como ejecutora de órdenes de aprehensión contra Antonio Lozano Pineda, presidente de la Federación Mexicana de Atletismo y de la Federación Mexicana de Asociaciones de Atletismo, asociaciones civiles, en ambos casos. El ex maratonista Pineda fue detenido en el Aeropuerto Internacional de la Ciudad de México y se ha hecho saber que es el primero de una lista de ese tipo de personajes que serán encarcelados bajo la acusación de peculado, pues habrían malversado fondos públicos puestos a su disposición para ayudar a quienes representan a México en competencias deportivas diversas. En términos generales, son indefendibles los directivos de esas federaciones, que han sido constantemente acusados de practicar los peores vicios de la vida política nacional. Convertidos en caciques, se hacen relegir de manera mafiosa, favorecen a sus camarillas, desplazan y frustran a quienes no aceptan sus dictados y son causantes de la sistemática recolección deficitaria de medallas y trofeos, que causa vergüenza nacional cíclica, todo en el marco de una corrupción generalizada, con las partidas gubernamentales para apoyo al deporte convertidas en bocadillos para consumo de esos directivos mediante simulaciones fiscales y negocios particulares de toda índole. -

Abstract: The National Institute for the Evaluation of Education (INEE) in Mexico has begun to meet the challenges in evaluating indigenous children and teachers and the educational programs and policies targeted to them. Several evaluation projects are described in this paper. One is the “Previous, Free and Informed Consultation of Indigenous People,” which focuses on quality of education they receive. A second is the design of a protocol for reducing cultural and linguistic bias in standardized tests, which requires oversampling of indigenous students and the involvement of anthropologists, linguists and indigenous teachers in item development. EXHORTO DIRIGIDO A SENADORES Y SENADORAS QUE CONFORMAN LA MESA DIRECTIVA, LA JUNTA DE COORDINACIÓN POLÍTICA Y LAS COMISIONES DICTAMINADORAS DE LA LXIII LEGISLATURA: URGE LEY GENERAL DE ARCHIVOS Se exhorta al Senado a la discusión y aprobación de una Ley General de Archivos congruente con los avances legislativos en materia de transparencia y acceso a la información. Esta reforma estableció que dicha ley debía normar la organización y administración homogénea de los archivos en los tres órdenes de gobierno para determinar las bases de organización y funcionamiento del Sistema Nacional de Archivos. La gestión de los archivos públicos es condición indispensable para la materialización del derecho de acceso a la información y el deber de rendición de cuentas. Asimismo una incorrecta gestión puede minar la producción académica, histórica e investigativa. La gestión documental se refiere a documentos que testifican las decisiones públicas, tanto del pasado como del presente. De ahí la urgencia de una norma general y de un sistema nacional que se articule con los sistemas nacionales de fiscalización, transparencia y combate a la corrupción. -

RESEARCH & ANALYSIS Militarization, Organized Crime, and Democratic Challenges in Mexico Roberto Zepeda, Jonathan D. Rosen and Thiago Rodrigues Introduction This paper examines the nexus between corruption, weak institu- tions, drug trafficking, and organized crime in Mexico. (Morris 2012; Zepeda, Rosen 2019). Historical legacy has determined the current events of contemporary Mexico, which is characterized by a transition from an authoritarian to a democratic regime (Velasco 2012). Despite its transition to democracy, Mexico has been plagued by high levels of corruption and impunity. This article utilizes data and qualitative analysis to examine the trends in corruption and insecurity as well as lack of trust in institutions. This chapter also analyzes organized crime in Mexico and how the country’s war on drugs has resulted in increases in violence and insecurity. Democratization and Corruption: Fragile Institutions According to the United Nations Office on Drugs and Crime (UNO- DC), corruption is a complex social, political and economic phenom- enon that affects all countries, as it undermines democratic institu- tions, hinders economic development, and contributes to government instability. Corruption, according to the UNODC, attacks the basis of democratic institutions by distorting electoral processes, perverting the rule of law, and creating bureaucratic obstacles whose only reason for existence is to ask for bribes. -
