The Search Committee was informed that Shri Sunil Arora, Secretary, Ministry of Information and Broadcasting, a member of the Committee has c sought to recuse himself,

2. The Search Committee was informed that as per Section 12(2) (a) of the RTI Act, the Central Information Commission shall consist of the Chief Information Commissioner (CIC) and as per Section 12(2)(b) of the RTI Act, the Commission shall consist of such number of Information Commissioners (ICs), not exceeding ten, as may be deemed necessary. At present, there is one CIC and seven ICs in the Central Information Commission. Shri Vijay Sharma, CIC will complete his tenure on 01,12.2015 (a list of the existing ICs is at Annexure- I). The Committee took note of the provisions of Section 12(5) of the RTI Act that the CIC and IC shall be persons of eminence in public life with wide knowledge and experience in law, science and technology, social. service, management, c) journalism, mass media or administration and governance. 3, The Committee was informed that Circular No. 4/2/2015-IR dated 09.09.2015 seeking applications from interested persons for the posts of CIC and ICs was posted on the website of Department of Personnel and Training (DoPT) on 09.09.2015 and advertisement was published in The Hindu, Times of India (English) and Dainik Bhaskar and Hindustan (Hindi) in all their editions in India on 09.09.2015. The last date for receipt of applications was 12.10.2015, A total of 341 applications (11 for CIC, 157 for IC and 173 for both posts of CIC and !C) had been received by the last date (the details of the 341 applications are at Annexure II) i .

The Committee was further informed that High Court of Delhi vide its ,- , .judgment dated 06.11.2015 has given the following directions: (i) The selection process that has already been commenced vide Notifications dated 25.02.2014 and 16.0-72014 shall be finalized within six weeks from today and the three vacancies of Information Commissioners existing as of today shall be filled up amongst the 553 applications that were received in response to the said two notifications.

(ii) The selection process pursuant to the Circular dated 09.09.2015 shall be confined for selection and appointment of the Chief Information Commissioner in the vacancy that would arise w.e.f 02.122015 and one Information Commissioner which is likely to arise w.e.f 02.12.2015.

5. The opinion of Attorney General was sought in the matter. The , Committee was informed that as per Attorney General's opinion I (Annexure- III), an SLP is to be preferred only with regard to direction at C I. , - para 4 (i) above and no challenge is required with regard to direction at I para 4 (ii) as it is in order.

6. With a view to shortlisting the candidates, the Committee deliberated I: upon the eligibility and suitability of each candidate in terms of their eminence and experience in the categories mentioned in Section 12(5) of • the RTI Act.' The Committee decided that 5 applications received late after due date i.e. 1210.2015 shall not be considered.

He has also worked as Senior Advisor/Principal Advisor, Energy in Planning Commission of India. In addition, he has a vast experience of working in Government of Uttar Pradesh in Ministries/Departments like Power, Agriculture, Health, Education, Urban Development and Plannina. He is serving as Information Commissioner in Central Information Commission since 01.03.2012. He is a qualified Chartered Accountant with a Post Graduate Diploma in I Bank Management with 37 years of experience! in the field of banking management, finance and I administrative matters. His educational IAS(Retd.) qualifications include M.Sc.(Physics). He has (GJ:1980) served as Chairman, Staff Selection (DoB:02.12.1953) Commission and Secretary, Union Public Service Commission. He is adept in handling finance and accounts. As the head of Land c Revenue Appellate Authority in Gujarat, he worked in quasi- judicial capacity and adjudicated cases against orders of Collectors. He also interpreted various acts and regulations relating to land revenue, land ceiling and land acquisition. 3 Lt Gen (Retd.) He is a retired Army officer with more than 40 Anil Chait years of experience. His educational (DoB:08.06.1954) qualifications include M.Sc.(Defence Studies) I and M.Phil. His key posttngs In Government of India include Additional Secretary in Department of Economic Affairs and Special Secretary & Financial Advisor/Additional Secretary & Financial Advisor in Ministry of External Affairs. 5 Vijaya Moorthy, She retired as Deputy Comptroller and Auditor IA&AS (Retired) General (Defence, Railways and (1978) Communication) with more than 36 years of (DoB:09.02.1954) experience in audit and accounts. She has c done MA in History. She has worked as Additional Comptroller and Auditor General, Principal Accountant General and Joint Secretary & Financial Advisor in Lok Sabha Secretariat. 6 Sanjay Kumar He is a retired lAS officer with 35 years of Panda, lAS experience. He has done M.Sc.(Chemistry) and (Retired) MBA( (Human Resources). He has served as (TR:1980) Secretary, Ministry of Textiles, Government of (D08:07.12.1955) India and Chief Secretary, Government of Tripura. He, has wide experience of working in sectors such as Health and Family Welfare, Planning, Social Justice & Empowerment, Sports & Youth Affairs and Textiles. He has received Excellence Award 2010 for MNREGA Implementation and Aadhar Excellence Award c i for achieving maximum coverage of the target ! , population based on Census 2011 fiaures. I Anup K Pujari, Presently, he is working as Secretary, Ministry of 7 lAS (KN:1980) Micro, Small and Medium Enterprises In (D08:01.02.1956) Government of India. He has experience of 4 years in Teaching and Research and 35 years In Administration and Governance. HIS educational qualifications include MA, LLB and a Doctorate from Boston University. HIS key assignments in Government of India include Secretary in Ministry of Water Resources and Joint Secretary/Additional Secretary/Special Secretary in DoPT where he was involved in the implementation of the RTI c Act. 9 Ravi R. Tripathi Retired as Judge, Gujarat High Court (worked (DoB:06.05.1953) for more than five years), he has experience of 16 years in Law with 27 years as teaching faculty. He has done M.Com. and LLM (Public International Law). His area of expertise is Service Law and Constitutional Law. He is a resource person for National Judicial Academy, ' Bhopal and Gujarat State Judicial Academy. He has also worked as Assistant Government Pleader and Additional Public Prosecutor In Guiarat High Court.

10. The Committee decided that vigilance clearance from the respective C Cadre Controlling Authority in respect of shortlisted serving officers and inputs from the Intelligence Bureau in respect of retired officers be obtained before placing the recommendations of the Search Committee to the Selection Committee.
