DELHI POLICE STANDINGORDERNo.'I3't /2014 RECRUITMENT OF HEAD CONST. (CARPENTER) IN DELHI POLICE 1. INTRODUCTORY [i) This Standing Order deals with the direct recruitment of Head Constable (Carpenter) in Delhi Police in accordance with Rule 17-B(xix) of Delhi Police (Appointment & Recruitment)(Amendment) Rules, 2013. [ii] Recruitment will be carried out by a Recruitment Board, as prescribed in Rule 8 of the Delhi Police [Appointment and Recruitment] Rules, 1980. Candidates from all parts of the country will be eligible to apply. Intimation regarding number of vacancies and details of recruitment process shall be communicated to the Central Employment Exchange and Sub-Employment Exchanges in Delhi. The vacancies shall be advertised in Employment News and leading newspapers (in English & Hindi) of Delhi and their editions in all other States. A copy of the advertisement will also be put on the Delhi Police website. Resident Commissioners of all states will also be requested to publicise the recruitment in their respective states. In the advertisements, full particulars of the essential requirements will be given so that only those candidates who fulfill the eligibility requirements apply on the prescribed application form alongwith Demand/Bank Draft/Bankers Cheque of Rs. 100/-. The candidates belonging to ..- SC/ST category and Ex-servicemen category are not required to send - . Demand/Bank Draft/Bankers Cheque alongwith the application form. The recruitment will be done by the Recruitment Board of the Delhi Police located at New Police Lines, Kingsway Camp, Delhi. [iii] The DCP/Establishment, Delhi will put up the vacancy statement to the Commissioner of Police, Delhi about availability of vacancy. The Commissioner of Police, Delhi will take a decision regarding recruitment. The decision regarding recruitment will be communicated by DCP/Establishment, Delhi to DCP/Recruitment Cell, Delhi who will initiate the process of recruitment. 2. MODE OF RECRUITMENT Vacancies in the rank of Head Const. (Carpenter) shall be filled through direct recruitment by holding various prescribed competitive examinations / tests. 1 3. ESSENTIAL QUALIFICATION AND OTHER STANDARDS (i.) ~: 18 to 27 years. The upper age limit as prescribed above will be relaxable only in the following cases:- (a) Upto a maximum of five years, if a candidate belongs to a Scheduled Caste or a Scheduled Tribe category. (b) Upto a maximum of 3 years, if a candidate belongs to an OBC category. This relaxation is admissible only for castes notified in the -. Central list and the list .issued by the Govt. of NCTof Delhi. -- (c) Relaxation in the upper age limit is admissible upto 35 years (38 years for OBC, 40 years for SCs/STs) for widows/divorced women and women judicially separated from their husbands and who are not re- married. (d) Upto a maximum of 5 years for sportsmen/sportswomen of distinction who have represented a state at the national level and the country at the international level in sports. The discipline of sports for which relaxation is available is mentioned in the Annexure - 'A'. If a candidate belongs to SC/ ST category and fulfills the above criteria, he / she is eligible for 5 years relaxation in upper age limit over and above the relaxation prescribed at Clause 3 (i)(a). In effect, he/she qualifies for relaxation in the upper age limit to a maximum of 10 years. This concession will be available only to those sportspersons "- who satisfy all other eligibility conditions relating to educational qualifications, etc., and furnish a certificate issued by the following authorities:- a) Secretary of the National Federation of the sport concerned in cases of International Competition. b) Secretary of the NationalFederation or Secretary of the State Association of the sport concerned in cases ofNationalCompetition. (e) Age concession to Ex-Servicemen will be allowed in accordance with the orders issued by the government from time to time. They will be permitted to deduct the period served in the armed forces from their actual age and the resultant age, so derived, should not exceed the prescribed age limit by more than three years. It is further clarified that an "Ex-Serviceman" means a person, who has served in any rank, whether as a combatant or non-combatant in the Army, the Navy or the Air Force of the Indian Union and who retired from such service after earning his pension. 2 (f) Relaxation in the upper age limit is admissible upto 30 years (33 years for OBC, 35 years for SCs/STs) for departmental candidates of Delhi Police. A "departmental candidate" means a Constable enlisted in Delhi Police with a minimum of 3 years regular service and who otherwise fulfills all educational and other physical qualifications. Note Candidates claiming benefits under OBC category shall be in accordance with castes notified in the Central List. This relaxation will also be admissible for candidates who are issued OBC certificate by the Govt. of NCT of Delhi. The OBC certificate should be in the prescribed form issued by the competent authority empowered for the purpose. No other certificate will be accepted as sufficient proof. (ii) EDUCATIONAL QUALIFICATION:- (a) Matriculation from a recognized board or equivalent. (b) I.T.I. Certificate of 1 (one) year duration after matriculation in Carpenter trade from a Government recognized ITI/ITC with 3 (three) years of work experience in the trade from Govt. Department / Public Sector Undertaking/ reputed concern. OR National Trade Certificate (NTC)of 1 (one) year duration in Carpenter trade under the Craftsman Training Scheme from a Government recognized ITI/ITC with 3 (three) years of work experience in the trade from Govt. Department/Public Sector Undertaking/reputed concern. OR National Apprenticeship Certificate (NAC)of 3 (three) years duration in Carpenter trade under the Apprenticeship Training Scheme from a Government recognized ITI/ITC with 1 (one) year of work experience in the trade from Govt. department/Public Sector Undertaking/reputed concern. (ili) MEDICAL FITNESS I STANDARDS The candidates should be of sound state of health, free from disease, defect or deformity. Better eye 6/6 without glasses, worse eye 6/36 corrected . / with glasses to 6/9 or 6/12 without glasses (both eyes). The candidate should be free from colour blindness. 3 (iv) STANDARDS OF PHYSICAL MEASUREMENTS Male Candidates Height:-165 ems, relaxable by 5 ems for:- Residents of hill areas i.e. Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to states of Sikkim, Nagaland, Arunanchal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himanchal Pradesh, Kashmir and Leh&Ladakh regions of J&K (Candidates claiming this relaxation would have , to produce a certificate to this effect (Hill area certificate) from the competent authority i.e. DC/DM/SDM or Tehsildar of their place of residence with the application as well as at the time of Physical Measurement Test). Chest: Male Candidates only: 81-85 ems, relaxable by 5 ems for:- Residents of hill areas, for which certificate as above will be produced. Female candidates: Height :- 157 ems, relaxable by 5 ems for:- Residents of hill areas i.e. Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to states of Sikkim, Nagaland, Arunanchal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himanchal Pradesh, Kashmir and Leh&Ladakh regions of J&K (Candidates claiming this relaxation would have to produce a certificate to this effect (Hill area certificate) from the competent authority i.e. DC/DM/SDM or Tehsildar of their place of residence with the application as well as at the time of Physical Measurement Test). 4. MODE OF FILLING & SUBMISSION OF APPLICATION FORM Application forms shall be available to the candidates in the following way:- (i) Application form shall be available "on-line" on Delhi Police Websites www.delhipolicerecruitment.nic.in & www.delhipolice.nic.in. Candidate can feed the required data, take the print out and send it to the designated Post Box No. after completing the required formalities e.g. affixing a recent photograph, putting his/her signature, enclosing the Bank Draft of Rs. 100/ - in favour of the DCP/Recruitment Cell, Delhi. 4 (ii) Application forms can be downloaded from Delhi Police websites www.delhipolicerecruitment.nic.in & www.delhipolice.nic.in. It can be filled in QY the candidates and sent to the designated Post Box Number alongwith requisite Bank draft/Postal order etc. (iii) Printed application forms would also be available in Employment News. Candidates can cut it out, fill it up and send alongwith requisite fee through DD/Postal order to the designated Post Box Number. (iv) The application form printed in the Employment News or downloaded from - , the Delhi Police websites www.delhipolicerecruitment.nic.in & www.delhipolice.nic.in can be typed/photocopied on A4 size paper. It can be sent to the designated Post Box No. after filling it up and enclosing the Bank Draft ofRs. 100/- in the name of DCP/Recruitment Cell, Delhi. 5. ADMIT IADMISSION CARDS Admit Cards for the Written Test shall be sent to the candidates. Later, Admission Cards for Physical Endurance & Measurement Test (PE & MT)will be issued to successful candidates, who qualify the written test. 6. (i) BOOKING OF POST BOX NUMBER DCP/Recruitment Cell will apply to the postal authorities for booking a Post Box number where candidates will send the duly filled up application forms. The forms received in the post box will be collected everyday by a representative of the DCP/Recruitment Cell, Delhi and a representative of the Recruiting Agency engaged to carry out e-recruitment. The data from the received application forms will be fed on a day to day basis by the Recruiting Agency in its database. (ii) CREATION OF CALL CENTRE The recruiting agency shall reserve/hire an easy to remember "Call Centre Number" which shall be published in the advertisement.
