Novo projeto gráfico, nova estrutura de revisão e avaliação cega, conforme recomenda a CAPES. A parte de doutrina internacional foi expandida contando com um maior número de artigos, além de doutrina nacional, crítica literária, conferências, jurisprudência e obras indicadas. Frasch*, Hollie Lund** Every state in the United States of America has a complex web of laws protecting at least some animals from cruelty and neglect. Although many advocates agree that these laws do not afford legal rights to animals, as “rights” are defined un- der American Law, they do provide the principal (and in some cases only) legal protection available to animals in this country. Depending on the severity of the crime and other factors, state law may consider animal cruelty an infraction, a misdemeanor, or a felony.1 Most often, the conduct encompassed by anti-cruel- ty laws is classified as a lower level misdemeanor offense; how- ever, as of today, forty-six states and the District of Columbia have at least one felony anti-cruelty law. Only four states— Idaho, Mississippi North Dakota and South Dakota—currently have no felony-level anti-cruelty law. Of more interest, however, is the fact that America’s first an- ti-cruelty law was enacted over three hundred years ago (by the Massachusetts Bay Colony in 1641), followed by the first state anti-cruelty law in 1804, but that thirty-nine (more than eighty percent) of the existing felony anti-cruelty laws were only passed in the last fifteen years. Ano 4 | Número 5 | Jan - Dez 2009 | 13 the 1990s and first decade of this century suggests a pronounced fundamental, and very recent, change in the level of interest and willingness of states to address more vigorously animal abuse and neglect through the legislative process. One theory many scholars point to as forming the basis for this recent interest and activity in anti-cruelty laws is the pleth- ora of scientific studies demonstrating that a direct link exists between animal abuse and other forms of human violence. Over the past several years, a near constant stream of newspaper and magazine articles has presented this information to the public,2 causing (or maybe responding to) an increased interest in ani- mal abuse issues in communities across the country. Even before credible scientific research findings on the subject became generally available, the link between animal abuse and human violence made intuitive sense to most people. In 1751, the English artist William Hogarth printed a series of four en- gravings, entitled “The Four Stages of Cruelty.” The engravings follow the criminal path of “Tom Nero”, starting with his torture of a dog in the first engraving, theft and murder in the next two engravings, and ending with a final engraving (entitled “The Reward of Cruelty”) that depicts Tom as a corpse being publicly dissected, having been convicted and hung for his crimes. In line with its stated mission to serve public health at all times, we urge the WHO to recommend that governments worldwide permanently ban live wildlife markets and the use of wildlife in traditional medicine. This decisive action, well within the WHO’s mandate, would be an impactful first step in adopting a highly precautionary approach to wildlife trade that poses a risk to human health. While a robust global response is critical in detecting, treating and reducing transmission, it is equally necessary to take vital measures to prevent similar emerging infectious diseases developing into pandemics with the associated threats to human life, and social and economic well-being.

For all these reasons, moral agents must consider alternatives. Vegetarian food production, humane food animal farming, and in-vitro meat production are all explored from a variety of ethical perspectives, especially utilitarian and rights- based viewpoints, all in the light of current U.S. and European initiatives in the public and private sectors. It is concluded that vegetarianism and potentially in-vitro meat production are the best-justified options. The timing was perhaps not coincidental. In spring 2008, the Pew Commission on Industrial Farm Animal Production completed a two-year investigation of factory- farming practices in the United States. At the end of its 1,100-page report, the Commission recommended a ten-year timeline for the termination of the most intensive production techniques, including battery cages, gestation crates, and force- feeding birds to harvest their fatty livers for foie gras (Hunger Notes 2008).

    NORTHWESTERN UNIVERSITY Dictating Manhood: Refiguring Masculinity in Haitian Literature of Dictatorship, 1968-2010 A DISSERTATION SUBMITTED TO THE GRADUATE SCHOOL IN PARTIAL FULFILLMENT OF THE REQUIREMENTS for the degree DOCTOR OF PHILOSOPHY Field of French and Francophone Studies By Ara Chi Jung EVANSTON, ILLINOIS March 2018 2 Abstract Dictating Manhood: Refiguring Masculinity in Haitian Literature of Dictatorship, 1968- 2010 explores the literary representations of masculinity under dictatorship. Through the works of Marie Vieux Chauvet, René Depestre, Frankétienne, Georges Castera, Kettly Mars and Dany Laferrière, my dissertation examines the effects of dictatorship on Haitian masculinity and assesses whether extreme oppression can be generative of alternative formulations of masculinity, especially with regard to power. For nearly thirty years, from 1957 to 1986, François and Jean-Claude Duvalier imposed a brutal totalitarian dictatorship that privileged tactics of fear, violence, and terror. Through their instrumentalization of terror and violence, the Duvaliers created a new hegemonic masculinity articulated through the nodes of power and domination. Moreover, Duvalierism developed and promoted a masculine identity which fueled itself through the exclusion and subordination of alternative masculinities, reflecting the autophagic reflex of the dictatorial machine which consumes its own resources in order to power itself. My dissertation probes the structure of Duvalierist masculinity and argues that dictatorial literature not only contests dominant discourses on masculinity, but offers a healing space in which to process the trauma of the dictatorship. 3 Acknowledgements There is a Korean proverb that says, “백지장도 맞들면 낫다.” It is better to lift together, even if it is just a blank sheet of paper.   • Statement Concerning the Finnish Governments’ Proposal for New Legislation on Animal Wellbeing
    STATEMENT CONCERNING THE FINNISH GOVERNMENTS’ PROPOSAL FOR NEW LEGISLATION ON ANIMAL WELLBEING Helsinki, 27.2.2018 - The Finnish government is proposing new legislation on animal wellbeing, which would replace the current law on Animal Protection. In the suggested legislation bleeding of an animal could only be started once the animal has been appropriately stunned or killed with a method suitable for the species in question. The new legislation would require so-called pre-cut stunning. The current law on Animal Protection allows starting of the bleeding of the animal simultaneously with its stunning. Under the new law, the animal would always have to be stunned prior to slaughtering it. Slaughter according to Jewish practice (shechita) and the commandments concerning purity of food (kashrut) are absolutely central in Judaism and religiously binding for Jews. There are many commandments on proper humane treatment of animals in Judaism; the aim of shechita is to produce the minimal amount of suffering and pain to an animal during slaughter. Thus, the harming of an animal by stunning it prior to bleeding, is absolutely forbidden in Judaism. Shechita has been shown in numerous studies, to be at least as swift and painless a slaughtering method as e.g. bolt pistol stunning conjoined with bloodletting. (See. S. D. Rosen: Physiological insights into Shechita, The Veterinary Record, June 12, 2004). Because stunning methods such as bolt pistols destroy part of the animal’s brain, using such a method can in no way be considered humane and is at odds with the principle of keeping the animal uninjured. There is also no clear evidence that bolt pistol stunning would be less painful than the fast and efficient method used in Judaism.
