Ripresa della sessione La sessione, interrotta giovedì 18 luglio 2019, è ripresa. 2. Apertura della seduta La seduta è aperta alle 17.11. 3. Commemorazione Il Presidente rende omaggio a nome del Parlamento alla memoria di André Jorge Dionísio Bradford, deputato al Parlamento europeo, deceduto improvviasamente. 4. Dichiarazione della Presidenza Il Presidente rende una dichiarazione sulle recenti inondazioni in Spagna, che hanno provocato ingenti danni e nume- rose vittime. Il Presidente esprime la solidarietà del Parlamento alle famiglie delle vittime e rende omaggio al lavoro dei servizi di soccorso. Il Parlamento osserva un minuto di silenzio in omaggio delle vittime delle inondazione e in memoria di André Jorge Dionísio Bradford. * * * Interviene Kati Piri. 5. Approvazione del processo verbale della seduta precedente Il processo verbale della seduta precedente è approvato. * * * Interviene Demetris Papadakis. C 107/4 IT Gazzetta ufficiale dell'Uni one europea 26.3.2021 Lunedì 16 settembre 2019 6. Composizione del Parlamento A seguito del decesso di André Jorge Dionísio Bradford, il Parlamento constata la vacanza del suo seggio a decorrere dal 19 luglio 2019, conformemente all'articolo 4, paragrafi 1 e 6, del regolamento. Roberto Gualtieri è stato nominato ministro dell'Economia e delle finanze del governo italiano a decorrere dal 5 settembre 2019. Il Parlamento rileva che, a norma dell'articolo 7, paragrafo 1, dell'atto relativo all'elezione dei membri del Parlamento europeo a suffragio universale diretto, tale carica è incompatibile con quella di deputato europeo e constata la vacanza del suo seggio a decorrere dal 5 settembre 2019, conformemente all'articolo 4, paragrafi 1 e 4, del regolamento. * * * Le competenti autorità danesi hanno comunicato l'elezione di Marianne Vind in sostituzione di Jeppe Kofod come deputato al Parlamento, con decorrenza dal 2 luglio 2019. Le competenti autorità portoghesi hanno comunicato l'elezione di Isabel Carvalhais in sostituzione di André Jorge Dionísio Bradford come deputato al Parlamento, con decorrenza dal 3 settembre 2019. Il Parlamento prende atto della loro elezione. Conformemente all'articolo 3, paragrafo 2, del regolamento, fintanto che i loro poteri non siano stati verificati o non si sia deciso in merito ad eventuali contestazioni, Marianne Vind e Isabel Carvalhais siedono con pieni diritti nel Parlamento e nei suoi organi, purché abbiano previamente firmato una dichiarazione scritta in cui affermano di non ricoprire alcuna carica incompatibile con quella di deputato al Parlamento europeo. 7. Verifica dei poteri Su proposta della commissione JURI, il Parlamento decide di convalidare i mandati di Hannes Hanso e Pablo Arias Echeverría, rispettivamente con effetto al 4 aprile e al 21 maggio 2019, fino alla fine dell'ottava legislatura, il 2 luglio 2019 alle 10.00. 8. Thierry CHOPIN INTRODUCTION : Christian LEQUESNE (eds) UK's relationship with the European Union has never been a bed of roses. In 1975, barely two years after joining, Harold Wilson’s Labour government consulted the British population by referendum asking them whether they wanted to remain in the European Community. At that time 67% answered “yes”. For the 42 years of membership, taking part in Europe has, for most British governments, comprised preventing Europe’s institutions from having too much power and negotiating exemptions and derogations to protect national sovereignty. In 2015 this has led to a UK that has managed to escape both from the single currency and the Schengen Agreements on the free movement of people. There are three areas in which the UK has made a strong contribution to the European Union without playing a wild-card: the creation of the internal market, enlargement and defence. The British have always felt comfortable with a European Union defined as a vast market, but much less so with one of political union. Since a market can never exist without regulation the governments in London have accepted however, whether they have liked it or not, for the European Union to regulate trade, financial services and capital. Hence enlargements have often been viewed as positive extensions to the market. Since UK, along with France, are the only ones to have an army that can project itself outside of the European Union, it has been able to make a significant contribution to European Defence without committing strongly to the institutionalisation of a European Defence Policy, which might have competed against NATO.

The outcome of the EU referendum in T June will have ramifications that will be felt for generations to come. But the discussion is curiously one-sided. The polls show that the British people are fairly evenly split between those who would stay and those who would leave – and very few would give the present arrangement a ringing endorsement. Yet all the resources of government and big business have been thrown behind an information campaign designed to ensure the UK remains a member of the EU at all costs. The Eurosceptic’s Handbook tries to help rebalance the debate, and arm those with doubts about the EU with the counter-arguments they need to make an objective judgement. Michael Burrage, whose previous Civitas publications have earned praise for overturning the received wisdom about the EU’s supposed trade benefits, here takes a broader look at the pros and cons of EU membership. It analyses the procedural details of how parties and candidates register their participation, how votes are cast, how valid votes are converted into seats, and how seats are assigned to candidates. For each Member State the paper describes the ballot structure and vote pattern used, the apportionment of seats among the Member State’s domestic parties, and the assignment of the seats of a party to its candidates. It highlights aspects that are common to all Member States and captures peculiarities that are specific to some domestic provisions. Yet such claims suffer from four nostalgia; postcolonial important flaws. They are usually polemical in character; melancholia; postcolonialism; European they suggest, at least implicitly, that only Leave voters are Union; European economic subject to imperial patterns of thought; they fail to community; European differentiate between Commonwealth and imperial integration loyalties; and they conflate ‘nostalgia’ with ‘amnesia’. This article deploys a longer historical perspective to offer a new reading of the relationship between Brexit and Empire, focusing on the ways in which empire is remembered and articulated.
