Resumption of the session The session suspended on Thursday 30 January 2020 was resumed. 2. Opening of the sitting The sitting opened at 17.06. 3. Statement by the President To mark the ‘Giorno del ricordo’ in Italy, the President paid homage to the victims of the Foibe massacres and to the people of Dalmatia, Fiume and Istria who were forced into exile after the Second World War. Parliament observed a minute's silence. 4. Approval of the minutes of the previous sittings The minutes of the sittings of 29 January 2020 and 30 January 2020 were approved. 5. C 261/4 EN Off icial Jour nal of the European Union 2.7.2021 Monday 10 February 2020 In accordance with the European Council's decision of 28 June 2018 and following the United Kingdom's withdrawal from the European Union on 31 January 2020, the competent authorities of 13 Member States had informed the European Parliament that the following Members had been elected to Parliament with effect from 1 February 2020: Denmark: Linea Søgaard-Lidell; Estonia: Riho Terras; Ireland: Barry Andrews and Deirdre Clune; Spain: Marcos Ros Sempere, Margarita de la Pisa Carrión, Gabriel Mato Adrover, Adrián Vázquez Lázara and Clara Ponsatí i Obiols; France: Ilana Cicurel, Sandro Gozi, Claude Gruffat, Jean-Lin Lacapelle and Nora Mebarek; Croatia: Romana Jerković; Italy: Sergio Antonio Berlato, Salvatore De Meo and Vincenzo Sofo; Austria: Thomas Waitz; Poland: Dominik Tarczyński; Romania: Victor Negrescu; Slovakia: Miriam Lexmann; Finland: Alviina Alametsä; Sweden: Jakop Dalunde. Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, these Members would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto. 6. Composition of committees In line with the new composition of Parliament (minutes of 10.2.2020, item 5) and the numerical strength of the committees adopted on 15 January 2020 (minutes of 15.1.2020, item 10.1), the President announced that she had received the list of appointments to committees from the political groups and the Secretariat of the non-attached Members in accordance with Rule 209.     Brussels, Wednesday 26th of May To: Mr Virginijus Sinkevičius, European Commissioner for Environment, Oceans and Fisheries Mr Thierry Breton, European Commissioner for the Internal Market Mr Frans Timmermans, European Commission Executive Vice-President for the European Green Deal We urge the European Commission to keep its promises and propose a regulatory measure addressing the durability and repairability of printers as well as the reusability of cartridges as part of the forthcoming Circular Electronics Initiative. And we ask that the Commission rejects the proposed voluntary agreement drafted by manufacturers. The Commission's flagship Circular Economy Action Plan, adopted in March 2020, has set out to address the entire life cycle of products and tackle their premature obsolescence notably by promoting the right to repair for ICT products. In addition to mobile phones, laptops and tablets, the Plan has rightfully identified printers as a particularly wasteful product category, and has included a commitment to tackle them by means of a dedicated regulatory instrument “unless the sector reaches an ambitious voluntary agreement” by September 2020. Nearly one year later, the discussions on the voluntary agreement have not yielded any tangible results. Voluntary approaches clearly do not work. We need strong regulatory action now. We are extremely concerned by this situation. Not only because of the negative impacts of short-lived printers on the environment and on consumers but also because we are witnessing promises made being walked back on. Printers are one of the most iconic examples of premature obsolescence. Our analysis of printers in use today suggests that over 80% of them have been in use for less than 3 years, and only about 4% have been in use for 5 years or longer.

    8 marzo 2020 Caro Presidente Sassoli, Ti scriviamo per esprimere la nostra profonda preoccupazione per la diffusione della malattia infettiva causata dal coronavirus COVID-19 in Europa e per richiedere ulte- riori misure di sicurezza per salvaguardare i Membri del Parlamento europeo, il per- sonale e la popolazione locale. Come ben sai, il livello di emergenza legato alla diffusione di questo virus è note- volmente aumentato nel corso delle ultime ore: il numero di casi confermati si sta moltiplicando in molti Stati membri, compreso il Belgio, e sono state confermate nuove aree di contagio. Misure di sicurezza straordinarie sono state adottate dalle autorità pubbliche di tutta Europa e intere aree sono state messe in quarantena. Il numero di casi confermati è in costante aumento in Belgio e a Bruxelles e questa settimana abbiamo riscontrato i primi casi di nuovi coronavirus nelle istituzioni del- l'UE. Sebbene apprezziamo che siano già state adottate misure straordinarie per far fron- te a questa emergenza, riteniamo che la situazione in rapida evoluzione e i maggiori rischi per la salute richiedano ulteriori misure di sicurezza come l'immediata interru- zione di tutti i lavori parlamentari, compresa la prossima sessione plenaria, come misura precauzionale. Il Parlamento europeo, con oltre 5000 persone che vi lavorano e viaggiano regolar- mente tra la loro città natale e Bruxelles, ha il potenziale per diventare un focolaio di trasmissione del coronavirus. Con la presente ti chiediamo di sospendere tutte le attività parlamentari con effetto immediato, fino a quando i rischi per la salute legati alla diffusione del virus saranno sotto controllo.

For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour.     We Need a European Response to Fight Against the Consequences of the COVID-19

    © Photo European Parliament en Publication | 16.03.2020 We need a European response to fight against the consequences of the COVID-19 Open letter to the Eurogroup Dear members of the Eurogroup, The Coronavirus pandemic has created a state of emergency in Europe, which needs a coordinated and ambitious response. According to the latest forecast by the European Commission, the European economy is expected to rapidly fall into recession that may be extremely severe if the policy response is not appropriate. There is no time to waste if we want avoid a repeating the mistakes made in the context global financial and subsequent euro area crises. The EU economy never fully recovered from the previous meltdown and was already in a weak position to meet the current challenges. A certain number of required targeted measures have already been announced by the European Central Bank, the Commission and several Member States to mitigate the economic impact of the outbreak. The ECB decided to increment its substantial monetary policy stimulus already in place. The Commission will implement the flexibilities foreseen in the Stability and Growth Pact and reorient unspent EU funds. Most Member States are in the process of adopting policies providing financial support and tax deferrals to companies. Moreover,the Single Supervisory Mechanism with the support of the European Banking Authority will provide temporary capital and operational relief to the banks. It is also worrying that instead of integrating economic shocks such as an epidemic outbreak in banking stress, such tests are postponed sine die. Having all these considerations in mind and recognising that the already announced measures represent steps in the good direction, the response cannot simply be based on policies adopted by Member States with supportive measures at the EU level, even if these are meaningful.
