FY 2010 Annual Report (Includes FY 2009 Inventory of Programs) Interagency Working Group on U.S. Government-Sponsored International Exchanges and Training FOREWORD Secretary of State Hillary Rodham Clinton recently summarized the greatest challenges facing U.S. foreign relations, asserting that “America can, must, and will lead in this new century. [b]ut we know it will be difficult, if not impossible, to forge the kind of future that we expect in the 21st century without enhanced comprehensive cooperation. So our goal is to establish productive relationships that survive the times when we do not agree, and that enable us to continue to work together.” (Speech to the Council on Foreign Relations, September 8, 2010) U.S. Government-sponsored international exchange and training programs are central to the Secretary’s call to action. These programs allow us to connect and communicate with people in other countries in a way that no other kind of diplomacy can. They foster personal and professional contacts that mature into long-term friendships and partnerships across borders. They increase the likelihood that we will find common ground with people from every society and culture and ways to collaborate to solve shared issues and challenges. The FY-2010 Annual Report of the Interagency Working Group on U.S. Government-Sponsored International Exchanges and Training (IAWG) documents the ongoing efforts of the federal government to promote and support people-to-people diplomacy through international exchange and training programs. The relationships that develop out of these programs are rooted in mutual understanding and respect, qualities essential to effective cooperation with our allies and to principled engagement with those who disagree with us. For these reasons, among others, these initiatives will continue to play an increasingly critical role in America’s 21st century statecraft. In the words of Secretary Clinton: “Solving foreign policy problems today requires us to think both regionally and globally, to see the intersections and connections linking nations and regions and interests, to bring people together as only America can.” FOREWORD We thank all those who have dedicated themselves to making a difference through international exchange and training programs. In his speech at the national commemorative day on 22 August, one month after the tragedy, H M King Harald emphasized the importance of our basic values: “I stand fast to my belief that freedom is stronger than fear. I stand fast to my belief in an open Norwegian democracy and civic life. And I stand fast to my belief in our opportunities for living freely and safely in our own country.” A prerequisite for these values to prevail is a free press. Tinius Nagell-Erichsen, who established the Trust in May 1996, emphasized the importance of working for the freedom of speech and a free press as an essential safeguard for an active democracy. Securing these values is a task the Trust carrying his name is taking very seriously. In the media world of today, this challenge is greater than ever. It requires that we protect principles like freedom of faith, tolerance, human rights and democratic principles, just those values which were challenged by the events on 22 July 2011.

    PERSPECTIVES ON TERRORISM Volume 14, Issue 5 Research Notes Fabricated Martyrs: The Warrior-Saint Icons of Far-Right Terrorism by Ari Ben Am and Gabriel Weimann Martyrdom does not end something, it is only a beginning. Indira Gandhi Abstract Martyrdom has historically been an important part of underground movements. Martyrs have been utilized as such in propaganda and messaging campaigns in a variety of fashions. This began by expressing one’s willingness to sacrifice him or herself for one’s faith, and eventually began to be associated with death on the battlefield. The global Far-Right extremist movement has, akin to global Salafi Jihad, adopted martyrdom as well as a tool to encourage members to carry out lone-wolf attacks. In the case of the Far-Right, carrying out a terror attack (and accepting the risk of getting arrested or killed while doing so) is enough for the decentralized Far-Right propaganda machine to create a living “martyr” of the movement by reframing the terrorist as a “holy warrior” of sorts. This article examines three prominent Far-Right terrorists: Anders Breivik, Robert Bowers and Brenton Tarrant as examples, exploring their relevant iconography and imagery to show that their image has been purposed by the Far-Right to inspire lone wolves to carry out attacks. However, in its original meaning, the word martyr, meaning witness or testimony in Greek, was first used in the Bible and theNew Testament.
