Report On Field Activities At Adak And Islands, 2000

Prepared by James.A. Estes, Robert. G. Anthony, James R. Bodkin, Walter M. Jarman, and A ' Keith Miles

Background

In 1999 the Biological Resources Division of the U.S. Geological Survey entered a contractual agreement with the U.S. Navy to monitor organochlorine contamin~nts in coastal marine ecosystems at in the central Aleutian archipelago. Adak has long been a site of strategic importance to the U.S. military, initially serving as an air base and staging area during World War II and thereafter as a naval facility during the Cold War period. With the end of the Cold War, Adak is no longer strategically important to the military, the Naval base has been closed, and there is interest in using the remaining facilities to support non-military commercial activities.

In recent years, elevated levels of organochlorine contaminants have been detected h'l the coastal environment at Adak and elsewhere in the central and western Aleutian archipelago. Especially high PCB levels in and near Sweeper Cove on Adak led to concern over the source, environmental impacts, and human health effects of these compounds. Of particular concern is the source, fate, of these compounds in and around the area of the former military base. The Navy asked USGS to design and conduct a study that would provide information necessary to resolve these issues. A study plan was conceived and written in early 1999, and following review and input from the Navy and members of the Adak BTAG, a statement of work was agreed to by all parties. The resulting program has two main components--I) contaminant monitoring in blue mussels and 4 species of marine fishes (Pacific , , rock greenling, and rock sole); and 2) studies of the structure and dynamics of selected parts of the coastal food web. Further information on the program's rationale and structure is available in the approved statement of work (SOW), either through Mr. Mark Murphy, ESA Northwest or Dr. James Estes, U.S. Geological Survey.

This report is a summary of the second year's field activities. It includes a listing and maps of all specimens obtained for contaminant analysis during year 2 of the project.

Progress

Field work was conducted from April through August, 2000. Our goals for year 2 were as follows:

• Collect samples of blue mussels from and Bay oflslands on Adak, and from ; • Collect fish samples from the same areas; • Survey the populations at Adak and Attu islands; • Complete aerial survey of sea otter population across the Aleutian archipelago; • Survey kelp forest monitoring stations at Adak and Attu islands; • Collect eggs from Adak and elsewhere in the Aleutian archipelago for contaminants analysis; • Survey bald eagle nests from Adak and elsewhere in the Aleutian archipelago for reproductive success and diet; • Collect sea birds for contaminant analysis from Adak and elsewhere in the Aleutian archipelago; and • Initiate analyses of sediment turnover and transport in Sweeper Cove.

Work at Attu Island was conducted during a cruise aboard the U.S. Fish and Wildlife Service's vessel M/V Tigldx from 8-20 August. Because of favorable weather during this period, we completed all of the planned activities at Attu early and were thus able to use the remaining vessel time to visit , Amchitka, and the . We intend to visit Kiska during year 3 of the project and our time there during 2000 allowed us to obtain all of the mussel samples and a number of the fish and seabird samples. We returned to Amchitka in hopes of completing the collections that were not obtained during 1999, a year when our vessel support time on the M/V Tigldx was limited. We have a large amount of historic data on sea otters and kelp forest communities from the Semichi Islands. A one-day stopover there allowed us to resurvey the sea otter population and obtained valuable samples for the eventual analysis of relationships between sea otters, kelp forests, and kelp forest fishes.

Planned studies ofbald eagles and the coastal food web were begun in earnest during spring and summer of2000. We succeeded in collecting all of the planned specimens and information from Adak in two visits to the Island, the first during April/May and the second during June/July. We were able to begun work on other islands by joining a film crew from the Natural History Unit of Television New Zealand, who had chartered a vessel to support their own work and generously offered us births for two project scientists. We joined the vessel in April at to collect eagle eggs from the eastern Aleutians, and at Attu Island in June to monitor diet and reproductive success of eagles at Kiska and islands, and at the Bay oflslands on Adak. This support was provided at virtually no cost to our project.

Working in collaboration with U.S. Fish and Wildlife Service's Office of.Marine Mammals Management, an aerial survey of sea otters across the Aleutian archipelago was completed during April and early May. Due to unusually calm and clear weather during this period, the entire archipelago and the north side of the Peninsula were surveyed successfully. These data have been combined with similar information obtained in 1965 and 1992 and are presently being analyzed to assess sea otter population trends in the over the 35 year period.

Figure 5. Sea otter densities as estimated from skiff counts conducted at 7 islands in the Aleutian archipelago during the 1990s. The data show that the declines seen at Adak have also occurred at all other islands surveyed.

Blue mussels. Mussel samples were obtained from 31 sites in Kuluk Bay/Sweeper Cove, 4 sites in the Bay of Islands, 7 sites at Attu Island, 3 sites at Kiska Island, and 3 sites at Island (Appendix II and Fig. 2). All of these samples are currently being analyzed for contaminants. Synopsis: field sampling efforts for blue mussels were fully successful.

Pacific halibut. Pacific halibut were collected by long line or rod and line techniques at 5 sites in Kuluk Bay/Sweeper Cove, 3 sites in the Bay oflslands, 3 sites at Attu Island, 2 sites at Kiska Island, and 1 site at Amchitka Island (Appendix III, Figure 2). The Kuluk Bay/Sweeper Cove and Bay oflslands sites will remain standard throughout the monitoring study. Synopsis: We endeavored to obtain 2-3 individuals from each site and were largely successful in achieving this goal. Despite intensive efforts we were only able to obtain single halibut from the outer Sweeper Cove and Lucky Pt. Sites. Several halibut remain to be collected from Kiska during 2001 . Pacific cod. Pacific cod were collected by long line or rod and line fishing at all of the same sites that we sampled Pacific halibut (Appendix II, Fig 2, see above). Synopsis: We endeavored to obtain 3 individuals from each site, and here again were largely successful in achieving this goal. Despite intensive efforts, only a single cod was obtained from the Inner Sweeper Cove site at Adak.

Rock greenling. Rock greenling were collected by rod and reel fishing at in kelp forests adjacent to all of the sites at which we sampled Pacific halibut and cod (Appendix II, Fig. 2, see above). Synopsis: We attempted to obtain 6 individuals from each site and were successful in achieving this goal. The difficulties we encountered during 1999 in obtaining greenling have been resolved with minor modifications in the sampling equipment..

Rock sole. In 1999 we encountered difficulties in sampling rock sole. During the past winter we purchased a small skiff-operated trawl that proved quite effective in obtaining sole over soft sediment or gravel-bottom habitats. Synopsis: Our goal is to obtain 3-6 individual sole from the same sites that the other fish species were collected. During 2000 were were largely successful in achieving this goal. The target number of specimens was obtained from all of the sites in Sweeper Cove/Kuluk Bay. We failed to obtain sole from a few sites at the other islands visited because we were unable to locate suitable habitats in these regions.

Seabirds. We have targeted 3 seabird species (glaucous-winged gulls, tufted puffins, and northern fulmars) for contaminant analyses because these are the most common species consumed by bald eagles in the western Aleutian Islands. Synopsis: Our goal is to obtain 5 individuals of each species from several sites at each of the same locations from which we are sampling contaminants in bald eagle eggs (except northern fulmars, which will be sampled from only 1 site per location) . We were largely successful in collecting the targeted number of gulls and puffins from 4 sites at Adak (2 each from Kuluk Bay and the Bay oflslands), 3 sites at Amchitka Island, and 3 sites at Kiska Island. We obtained 5 northern fulmars from Amchitka Island. We expect to obtain the remaining samples during the next several years of the project.

Tissue analyses

The mussel and tissue analyses for organochlorine contaminants are underway. We expect to deliver these and other results on schedule.

Sea otters and kelp forests

We were successful in surveying the sea otter populations at Adak, Attu, Kagalaska, Little Tanaga, and the Semichi islands. A partial survey was also completed at Amchitka Island. Survey conditions were good to excellent at all of these locations. The number of otters counted at Adak (713) increased over last year's count of 625 (Fig. 5). While this is the second successive year in which the survey count has improved, it is too early to know if this slight increase represents a trend. In any case, we do not consider this modest change significant. Forty-four kelp forest monitoring sites at Adak, 11 at Amchitka, 26 at Attu and 20 at Kiska were resurveyed by scuba divers (Appendix VIII). The results from these surveys are generally consistent with our earlier finding that kelp forest ecosystems throughout the Aleutian archipelago have been extensively deforested by sea urchin grazing. These sites supported dense kelp beds from at least the late 1960s through the 1980s. All but one ofthe Amchitka sites were deforested by sea urchin grazing in 1999, thus demonstrating that the recently chronicled kelp forest collapse is not restricted to Adak Island. At all Adak Island sites, sea urchin densities and degree of kelp deforestation were similar or perhaps slighter greater than was observed in 1997 and 1999. A sample of the sites measured at Amchitka during 1999 also indicates little or no change in the past year.

Equipment and support issues

Overall, our field operations are progressing very well. A second vehicle was shipped to Adak. This should be sufficient to meet our on-island transportation needs for the duration of the project. By agreement with the Aleutian Islands National Wildlife Refuge, we paid for a complete refurbishing of the Refuge's 25' Boston Whaler, in exchange for unlimited use and maintenance of the boat. This included engine replacement, new electronic equipment and wiring, and various other minor repairs. We did encounter several difficulties with the new engines that apparently were caused by contaminated fuel. Otherwise, the vessel served our needs well. Our 17' Boston Whaler experienced major hull damage, apparently due to age and fatigue. The damaged is believed to be beyond repair. We expect to replace the hull over the winter. The engine and other equipment on this skiff are otherwise in excellent condition.

We hired a full time field technician for the project (Mark Ricca) during the winter. Mark's addition to the project has resolved all of the logistical difficulties we encountered in 1999.

Related activities

We have agreed to a scope ofwork with a professional sedimentologist (Dr. David Cachionne, U.S. Geological Survey, Emeritus) to conduct an analysis of sediment dynamics in Sweeper Cove. This contract request is currently with the USGS contracting office in Menlo Park. Appendix I. The names and affiliations of project participants during 2000. This includes only those individuals whose primary task was to do field work on the project.
