Korb, and Peter Juul INTRODUCTION AND SUMMARY ith the Iraq war well into its fi fth year, the Bush adminis- tration still lacks a realistic plan for the Middle East and WIraq. The United States must reclaim control of its core national security interests by taking active steps to stabilize the entire Middle East and abandon the delusions at the heart of President Bush’s policies. Otherwise, U.S. security will continue to suffer by weakening the U.S. military and draining resources away from de- stroying terrorist networks such as Al Qaeda. The current Iraq strategy is exactly what Al Qaeda wants—the United States distracted and pinned down by Iraq’s internal confl icts and trapped in a quagmire that has become the perfect rallying cry and recruitment tool for Al Qaeda. The United States has no good options given the strategic and tactical mistakes made on Iraq since 2002, but simply staying the course with an indefi nite military pres- ence is not advancing U.S. interests. Instead, the United States must reset its strategy by looking beyond the deteriorating situation in Iraq in order to counter the threat from global terrorist groups and ensure stability in the entire Middle East and Gulf region. To do this, we need to develop a new overall Middle East strategy, not just a series of tactics focused heavily on Iraq. -

Eleven years later, in 1956, Japan joined the UN as its 80th member. Since its accession, Japan has contributed to a diversity of fields in UN settings. For example, as of 2014, Japan had served ten times as a non-permanent member of the UN Security Council (UNSC). Also, as the only country that has ever suffered from the devastation of atomic bombings, Japan has taken every opportunity to call the importance of disarmament and non-proliferation to the attention of the international community, gaining appreciation and trust from many countries. Today, the international community faces a number of new challenges to be addressed, such as a rash of regional and ethnic conflicts, poverty, sustainable development, climate change, and human rights issues. These global challenges should be addressed by the United Nations with its universal character. For nearly three decades, Japan has been the second largest contributor to the UN's finances after the United States, and Japan is an indispensable partner in the management of the UN. ⓒUN Photo/Mark Garten 1 Japan's Contributions at the UN In cooperation with the UN, Japan contributes to international peace and stability through exercising leadership in its areas of expertise, such as agenda-setting and rule-making for the international community. Japan-India Joint Statement: Intensifying the Strategic and Global Partnership 1. The Prime Minister of Japan, H.E. Shinzo Abe is currently on an official visit to India on 25-27 January 2014 at the invitation of the Prime Minister of India, H.E. Dr. Manmohan Singh as chief guest at India’s Republic Day celebrations. The two Prime Ministers held extensive talks during their Annual Summit on bilateral, regional and global issues on 25 January 2014 in Delhi. 2. The two Prime Ministers welcomed that the State Visit of Their Majesties the Emperor and Empress of Japan to India from 30 November to 6 December 2013 further strengthened the long-lasting historically close ties and friendship between the peoples of Japan and India. 3. The two Prime Ministers reaffirmed their resolve to further deepen the Strategic and Global Partnership between Japan and India as two democracies in Asia sharing universal values such as freedom, democracy and rule of law, and to contribute jointly to the peace, stability and prosperity of the region and the world, taking into account changes in the strategic environment. 4. Prime Minister Abe elaborated his policy of “Proactive Contribution to Peace”. Prime Minister Singh appreciated Japan’s efforts to contribute to peace and stability of the region and the world. 5. The two Prime Ministers welcomed the successful outcome of political exchanges, dialogues and policy consultations held after the visit of Prime Minister Singh to Japan in May 2013 and emphasized the importance of further progress in these bilateral exchanges. In this regard, they expressed their intention to hold the 8th Foreign Ministers Strategic Dialogue at the earliest time in 2014. -

After last month’s surprise resignation of Japanese Prime Minister Shinzo Abe, Japan’s Liberal Democratic Party has elected its Chief Cabinet Secretary, Yoshihide Suga, into leadership, all but assuring he will become the next prime minister following a parliamentary vote on Wednesday. With us again with some insight into what to expect from Mr. Suga’s leadership is Mireya Solis, director of our Center for East Asia Policy Studies and the Philip Knight Chair in Japan studies. Mireya, thanks for talking to us again. SOLÍS: It's wonderful to be here. Thank you, Adrianna. PITA: So, who is Mr. Suga, and what do we know about him? SOLÍS: Well, he has an interesting biography. I think I would start first by pointing out that he is a self-made man. It's a very important characteristic of Japan that political lineage matters a great deal. It is very common to have second-generation politicians who inherit the family name. That is not the case for Mr. Suga. He comes from Akita prefecture, rural Japan. His father had a strawberry farm and therefore he started in the political world without any connections, without any advantages, and he now has risen to the top. -

On the afternoon of Wednesday, March 10, 2021, the Security Studies Unit of the Institute for Future Initiatives (IFI) at the University of Tokyo (UTokyo) held an online workshop involving three panelists, entitled “The Functions and Policies of the Japanese National Security Council.” The three panelists were Nobushige Takamizawa, former Assistant Chief Cabinet Secretary (Deputy Secretary General of the National Security Secretariat) and Visiting Professor at UTokyo’s Graduate School of Public Policy; Yasuhiro Matsuda, Professor at UTokyo’s Institute for Advanced Studies on Asia; and Masayasu Tsuzuki, former Deputy Counsellor of the National Security Secretariat and Project Researcher at IFI. As the workshop was held under the Chatham House Rule, the summary of the discussion below does not specify which speakers made particular comments. This workshop was held as part of a research project subsidized by the Ministry of Foreign Affairs of Japan entitled US-China Competition and Securitization of Critical and Emerging Technologies: Evaluating Policy-making Process and Impacts on Globalized Economy. 1. Background to Establishment of the Japanese National Security Council (NSC) When the partial amendment of the Act for Establishment of the Security Council of Japan was approved in December 2013, it was the second attempt following an earlier attempt in 2006. The main differences between the situations in 2006 and 2013 were that it had become clearer than ever that Japan faced an extremely challenging national security environment, while from a domestic point of view, the experience of the Great East Japan Earthquake on March 11, 2011, had prompted nonpartisan groups to recognize the need for a “national control tower” that would function during emergencies. -

Asia | September 16, 2020 JAPAN: Suga’s cabinet offers bland continuity but honeymoon is still likely ● Yoshihide Suga was officially selected as Japan’s prime minister by the Diet on Wednesday, 16 September. ● Suga’s cabinet retains ten members from its predecessor, but the new members contain few politicians who will raise excitement about the government. ● The new government will still enjoy healthy approval ratings, which could tempt Suga to call a snap election. In his first press conference Wednesday, Suga stressed that combating the Covid-19 pandemic and helping the economy recover its consequences after a historic contraction will be his top priorities, signaling that he wants an orderly transition from the Abe administration. However, while Suga will likely enjoy a honeymoon period at the outset of his government, he faces a challenging policy environment and the new cabinet lineup, announced on Wednesday, could contain some potential liabilities. The most notable feature of the new cabinet is personnel continuity. Half of the cabinet – ten of 20 ministers – are holdovers from the Abe cabinet, with new Chief Cabinet Secretary Katsunobu Kato and new Administrative Reform Minister Taro Kono moving over from the Ministry of Health, Labor, and Welfare (MHLW) and Ministry of Defense (MOD) respectively. Other notable holdovers included Foreign Minister Toshimitsu Motegi, Finance Minister and Deputy Prime Minister Taro Aso, Economy, Trade, and Industry Minister Hiroshi Kajiyama, Economic Revitalization Minister Yasutoshi Nishimura, and Environment Minister Shinjiro Koizumi.
