Anselm Skuhra The Small States and the OSCE1 Definition of OSCE "Small States" Small states do not constitute a self-declared group within the OSCE. Any criterion for distinguishing them from medium-sized or large states is hard to come up with and more or less arbitrary. One possibility is to use population. A limit of 100,000 residents, for example, would include only the so-called micro-states such as Andorra, Liechtenstein, Monaco, San Marino and the Holy See.2 With a limit of 1,000,000 residents Iceland, Luxembourg, Malta and Cyprus would be added; two million would bring in Estonia and Slove- nia; three million Macedonia, Latvia, and Bosnia and Herzegovina; four mil- lion Albania, Armenia, Ireland and Lithuania. Thus a limit of one million residents would seem to make sense for an investigation devoted to small states of the OSCE, even though broader criteria are sometimes applied within the OSCE itself. This yields nine states for the purposes of this analysis, namely (listed by de- scending size of population - in thousands): Cyprus (860), Luxembourg (414), Malta (375), Iceland (278), Andorra (64), Monaco (30), Liechtenstein (28), San Marino (25), and the Holy See (or Vatican: 1).3 This represents 16.4 per cent of the total number of participating States but, with just over two million residents, only two thousandths of the total population of the OSCE. Therefore, along with the five micro-states cited, there are four others which with the exception of Luxembourg are all islands - Iceland, Malta and Cyprus. -

Getting the Triangle Straight: China, Japan, and 1 the United States in an Era of Change Gerald Curtis Compared with South Asia, the Middle East, and other parts of the world plagued by political instability, violence, pervasive poverty, death, and destruction, East Asia offers a stark contrast as a region that is the dynamic center of the world economy and that is at peace, or at least not at war. This reality is rendered all the more remarkable by the fact that this is an area where the interests of three great powers—China, Japan, and the United States—intersect. There are dangers of course. North Korea and Taiwan in particular are potential triggers for armed conflict, which, were it to occur, would in one way or another involve all three of these countries. Perhaps even more worrisome is the fragility of the global financial system, posing as it does the ever-present danger of renewed economic turmoil, increased protectionism, and the weakening of a relatively free trade regime that makes it possible for China, Japan, Korea, and the countries of Southeast Asia to pursue successful export-led growth policies. China, Japan, the United States, and other countries in East Asia face the same essential strategic question of how to keep the region at peace and sustain the economic vitality that not only is raising the living standards of people in East Asia but, in the globalized system in which we live, is con- tributing to improving the lives of people around the world. Successfully responding to this strategic challenge is no easy task, to be sure, but it is far preferable to the alternative faced in other parts of the world where there is still a need to figure out how to bring about political stability, economic growth, and the termination of war. -

After last month’s surprise resignation of Japanese Prime Minister Shinzo Abe, Japan’s Liberal Democratic Party has elected its Chief Cabinet Secretary, Yoshihide Suga, into leadership, all but assuring he will become the next prime minister following a parliamentary vote on Wednesday. With us again with some insight into what to expect from Mr. Suga’s leadership is Mireya Solis, director of our Center for East Asia Policy Studies and the Philip Knight Chair in Japan studies. Mireya, thanks for talking to us again. SOLÍS: It's wonderful to be here. Thank you, Adrianna. PITA: So, who is Mr. Suga, and what do we know about him? SOLÍS: Well, he has an interesting biography. I think I would start first by pointing out that he is a self-made man. It's a very important characteristic of Japan that political lineage matters a great deal. It is very common to have second-generation politicians who inherit the family name. That is not the case for Mr. Suga. He comes from Akita prefecture, rural Japan. His father had a strawberry farm and therefore he started in the political world without any connections, without any advantages, and he now has risen to the top. -
