EXECUTIVE SUMMARY I. Introduction to the Proposed Project This preliminary Environmental Impact Assessment (EIA) study is carried out for the Proposed Residential Development on Lot PT 1392, Mukim Serendah, District of Hulu Selangor, Selangor Darul Ehsan . The proposed Project will be developed on 167.57 acres (67.81 ha). The proposed Project is to be developed by Vibrant Corridor Sdn. Bhd . The locality of the Project Site falls under the jurisdiction of Majlis Daerah Hulu Selangor (MDHS). The Project Site is situated within the District of Hulu Selangor, Selangor Darul Ehsan. The proposed Project Site is surrounded by several mixed developments i.e., residential, commercial and agricultural. The proposed Project Site is located approximately 4km northeast from Serendah town, 8km northeast from Rawang town, 8km southwest from Batang Kali town and approximately 27km from Kuala Lumpur City. The geographical location of the proposed Project Site is at a latitude of 03º22’44.52”N to 03º23’36.08”N and a longitude of 101º37’34.82”E to 101º38’10.70”E. General location of project site is shown in Figure A . The proposed development is accessible via Federal Route 1 and Persiaran Meranti Utara which provides access into the Project Site. Federal Route 1 which bounds the proposed development on the west is the main road that links Batang Kali at north and Rawang at the south. At present, part of the Project Site is still temporarily operating as a 9-hole golf course area meanwhile the remaining area of the Project Site is an open area. The proposed Project is a residential development involving an area of more than 50 ha which falls under the ambit of item 7 under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act 1974. Based on “Rancangan Tempatan Hulu Selangor 2020”, the proposed project site falls within Blok Perancangan: BP 1: Bukit Beruntung – Serendah – Hulu Yam and under Blok Perancangan Kecil (BPK 1.3: Bandar Serendah dan Sg.Choh). Based on the local plan, the proposed Project Site is allocated for recreational and open space. Hence, for the proposed residential development to take place, the project Proponent had applied for the changing of landuse/zoning in Local Plan into residential development. The application for the land conversion was brought to Majlis Mesyuarat Kerajaan Negeri Selangor Bil. 13/2014 dated 26 th March 2014 and approval has been obtained. It has been endorsed by MMKN Meeting dated 2 nd April 2014. The new local plan which is “Rancangan Tempatan Daerah Hulu Selangor (Pengubahan 1) 2020” had been gazetted on 17 th July 2014 (Gazetted number: 2914). The Existing Environment Physical Environment a. Topography • From the topography survey plan, the morphology of the Project Site which is presently a golf course shows that the Project Site is generally characterised as nearly flat to undulating terrains with the average elevations ranging from RL40m to RL60m above mean sea level. Bhd. • The highest ground (approximately RL 87.65) lies at the slope in the south-eastern boundary of the Project Site while the lowest ground (approximately RL 46.67m) at the north-western portion of the Project Site. b. Hydrology • The Project Site lies within the Sg. Selangor river catchment area. There are altogether six (6) water intake points within the Sg. Selangor water catchment. Among these water intake points, Rantau Panjang water intake point at Kg. Rantau Panjang near DOE station 1SR09, and Sg. Selangor Phase II water intake point near Kg. Sg. Darah are located approximately between 29km and 34km downstream of the Project Site respectively. • Currently, the proposed Project Site is drained by the made-man earth drain and concrete drain which originate from the two (2) unnamed tributaries of Sg. Punggor at the higher grounds in the eastern and southeastern boundaries of the Project Site while the northern portion of the Project Site drains by the existing man-made earth drains which originate from the residential area in the northeastern portion of the Project Site. • The surface runoff of the Project Site drains towards the low lying areas and series of existing retention ponds of the ex-golf course in middle portion of the Project Site prior to discharging into the monsoon drain at the southern boundary of the Project Site which flows into Sg. Punggor in the western region and eventually into Sg. Selangor near Tg. Keledek. c. Geology and Soil • The Project Site consists essentially of granite (Main Range Granite bodies) which is light grey, coarse grained and exhibit phaneritic-phorphyritic texture and probably aged middle Jurassic to upper Triassic. • Based on the geological map, no major discontinuity is found in this area. • The area is highly weathered and covered by overburden soils with little outcrop seen at the proposed Project Site. Therefore, assessment of discontinuities could not be carried out. • Based on the soil investigation (S.I.) conducted by Geodata Engineering Sdn. Bhd. on April 2012, a total of thirty nine (39) exploratory boreholes were drilled within the Project Site and a total of ninety (90) locations of McKintosh Probe test were carried out within the vicinity of the Project Site and correlated to the boreholes. • Max Engineering Consultant has been appointed by Vibrant Corridor Sdn. Bhd. to carry out geological terrain mapping of the proposed 168.62 acres Project Site. The Geological Terrain Mapping Report has been submitted and obtained approval from JMGS/WP [Ref. No. JMG.SWP(GS)001/12/12Jld7(11) dated 25 th April 2014]. EUROPASIA ENGINEERING SERVICES SDN. Over the past decades, mangrove species have been reported to be disappearing from the globe. It is due to several natural processes that have been inserted to fill the needs of the increased population. These include illegal logging, agriculture activities and urbanisation. In this regards, awareness of the local residents about the problem of mangrove depletion is important to inhibit the problem to prolong further.Therefore, this research was conducted to determine the degree of awareness of local residents on the importance of mangroves in managing environmental quality. Consequently, a questionnaire survey was conducted on 103 respondents to examine their awareness on the subject of mangrove degradation.The respondents were selected randomly among local residents of Kuala Selangor district.It is found that only twenty percent of the total number of respondents are totallyaware of the issue and acted upon it; either taking part in the endeavours made by the government as well as those with the non-governmental bodies or practicing mangroves replanting at their backyard.     MINERALS SECURITY THROUGH LANDUSE PLANNING – CASE STUDY OF ROCK AGGREGATES IN EASTERN SELANGOR Geological Society of Malaysia, Bulletin 53, June 2007, pp. 89 – 93 Mineral security through landuse planning – Case study of rock aggregates in Eastern Selangor JOY JACQUELINE PEREIRA Institute for Environment and Development (LESTARI) Universiti Kebangsaan Malaysia, 43600 Bangi, Selangor Darul Ehsan, Malaysia Abstract: There is a need to ensure long-term security for the supply of rock aggregates in Selangor, in view of the impending implementation of the Selangor Policy on Environmentally Sensitive Areas (ESAs). Preliminary findings from a case study of rock aggregates in Eastern Selangor reveal that six quarries and 66% of new aggregate resources in the state are located in highly sensitive ESAs, which are categorised as “no go areas” for quarrying. At least ten quarries and another 26% of new resources are located in ESAs of medium and low sensitivity, which are areas of “controlled development” requiring special circumstances and very strict conditions for quarrying. Only 8% of the new resources identified are actually available for exploitation in the future. Aggregate landbanks and buffer zones should be delineated and gazetted in local development plans and efforts should be made to thoroughly investigate potential resources outside of the ESAs. This effort should be augmented by the promotion of recycled concrete aggregates to maintain aggregate security and ensure sustainable development. Abstrak- Perlaksanaan Dasar Kawasan Sensitif Alam Sekitar (KSAS) Selangor dijangka menjejas jaminan bekalan batuan agregat di negeri tersebut. Hasil awalan kajian kes di bahagian timur Selangor mendapati bahawa terdapat enam kuari dan 66% daripada sumber aggregate baru yang bertapak di KSAS berkesensitifan tinggi yang melarang kegiatan pengkuarian.
