ABSTRACT 1 THE MARITIME POTENTIAL OF PENANG Location at the entrance /gateway to the Indian Ocean and its long coastline provide Penang State with a substantial maritime potential. The maritime potential and its utilization by a maritime economy have been captured by an index, developed by the Centre for Policy Research and International Studies, USM. Using data of the CenPRIS Ocean Index the paper will analyse the competitive position of Penang in relation to Singapore, Johor, Negeri Sembilan, Malacca, Selangor, Perak, Kedah and Perlis, all states along the Straits of Malacca. The question will be asked and at least partially answered, whether or not Penang has realized its maritime potential and has moved ahead of its competitors along the Straits of Malacca, serving as a gateway to the Indian Ocean. The development of the other maritime states will provide a benchmark, through which the performance of Penang can be measured. It will be argued that Penang’s maritime potential as a gateway to the Indian Ocean could be more fully realized and some of the connections across the Indian Ocean will be highlighted. The emphasis of heritage activities involving the PHT so far in 2006 has been on what might be termed intangibles, the strengthening of heritage awareness through the role of education and building on Penang’s unique and historic character as a multi-cultural and multi-religious community. Our reports on the Penang Global Ethic Project and the UNESCO South East Asian teacher training workshop illustrate this. In the same vein was the launch of Penang Watch, an internet complaint channel, which we hope will not just give vent to the frustrations of those tired of the everyday failings of local services but more importantly will prod the relevant authorities to expedite remedies and solutions. We take this opportunity to celebrate the publication of several books that also serve to expand heritage awareness-- one an excellent survey of the history of Penang’s municipal transport and another recounting the story of a European minority community that helped put Penang on the map as a vibrant commercial centre. The former is a salutary reminder that a good public transport system is not beyond the realm of the possible; Penang for its day not so long ago was well served by modern trams, trolleys and buses that ran on time.

    Exploring Shared History, Preserving Shared Heritage: Penang’s Links to a Siamese Past Khoo Salma Nasution In Penang, history is being kept alive through a growing appreciation of the heritage of its historic port, which once served as a regional port for Thailand’s south-western seaboard, Sumatra, and the northern peninsular Malay states. The local heritage movement pushed for international recognition of George Town, which was jointly nominated by the Malaysian government together with the older city of Melaka, to the UNESCO World Heritage list. The “Historic Cities of the Straits of Malacca” were gazetted as UNESCO sites on 7 July 2008. As part of this movement, the Penang Heritage Trust organized “The Penang Story,” a series of colloquia and an international conference in 2001–2002. This multi-level exercise involved both academics and community historians in sharing the social histories of the port city’s diverse multicultural population. In the following year a conference on “Shared Histories” explored Penang’s historical connections beyond borders. These two conferences have stimulated historical interest in Penang, uncovered Penang’s links to its Siamese past, and also helped to identify Siamese and Thai heritage in Penang. The pre-British history of Penang is inseparable from the history of Kedah, a kingdom which has been under the sway of Sri Vijaya, the Chola dynasty of South India, and then Siam. Ancient Kedah was at a confluence of maritime and overland trading networks – sea routes poised at the entrance to the Straits of Malacca and fanning out to the Indian Ocean and trans-peninsular land routes reaching over to the Gulf of Siam and South China Sea.
