EXECUTIVE SUMMARY

As outlined in the Rocky View Schools’ 2019 – 2022 Capital Plan, the division faces two main accommodation challenges:

1. CAPACITY FOR THE GROWING STUDENT POPULATION

Rocky View Schools (RVS) student population increases by 1000+ students annually. That is about 5% growth, and equivalent to two schools of new students in to the jurisdiction every year. New school facilities are needed to accommodate this continuing growth of RVS’ student population. This increase is mainly in the municipalities of Airdrie, Cochrane, Chestermere, and Langdon. Approval for new schools, as outlined in this plan, is required to keep pace with the increasing student enrolments.

The three sectors in RVS that experience the most growth include:

Airdrie +650 students annually = 1 school every 1 year Cochrane/Westbrook/Bearspaw +200 students annually = 1 school every 2-3 years Chestermere/Langdon/Indus +250 students annually = 1 school every 2-3 years

2. UP-TO-DATE FACILITIES FOR THE 21ST CENTURY LEARNER

RVS is a division with 51 school facilities that range from rural wood frame buildings, built in the earlier 1950’s, to high schools requiring modernization to fit the needs of 21st century learners. There are small schools by necessity located in rural areas that not only teach children but are the hub of the entire community. It is the school that brings people together. Many of these old rural schools are in need of modernizing or replacing, which will continue to be a priority for RVS.

SYNOPSIS

Rocky View Schools continues to experience a great deal of student population growth, over 5% annually (1000+ students), which is the equivalent of two schools. Additionally, RVS is a division of varied facilities, from schools built during the early 1950’s in rural communities to school buildings which are brand new and opening in 2017 in the growing urban areas. This dichotomy of facility needs and challenges puts RVS in a unique situation as the division balances the facility needs of all students. Working in partnership with the Government of Alberta, Rocky View Schools, will continue to fulfill the RVS mission of "engaging all learners through meaningful and challenging experiences, preparing them to understand, adapt and successfully contribute to our changing global community.”

GENERAL INFORMATION

Rocky View School Division No. 41 (RVS): • represents a resident population of 160,000 people. • educates over 24,000 students. • transports over 13,000 students daily, including students attending Catholic schools located in the same geographic area. • includes over 1750 square miles (456,372 ha) of land. • employs over 1360 teaching staff and more than 660 support staff. • is the fifth largest school jurisdiction in Alberta.

Students come from diverse areas including: • remote locations in the foothills of the Rocky Mountains; • Tsuu T’ina First Nation or Stoney First Nation; • farms and ranches in areas where there is low population density; • acreage communities; • Hutterite colonies; • Satellite/suburb communities experiencing intense population growth; • twelve urban centres (hamlets, towns or cities); • areas annexed by where the school jurisdiction boundaries remain unchanged or by the following Ministerial Orders: o New and existing residents living in the area annexed by Calgary in 2005 are residents of Rocky View Schools. o Existing residents living in the 2007 annexed areas attend Rocky View Schools until a Neighbourhood Structure Plan is approved by Calgary. Then the area included in the approved plan will be transferred to the Calgary Board of Education

Most of the student growth in RVS is due to the number of preschool children entering school. The number of students entering is much larger than grade 12 students leaving - a difference of 586 students this past year.

ROCKY VIEW SCHOOLS - ‘OUR SCHOOLS’ There are 51 school facilities in RVS including:

• 44 regular schools (two schools are co-located), • 3 Learning Connection facilities for students not attending the regular schools, • 3 Hutterite Colony Schools • 1 Online/Homeschooling

As of September 2017 the regular school buildings in Rocky View include: • 22 core schools built since 1990 and generally located in the major growth centres of Cochrane, Airdrie, Chestermere, and Langdon. • 8 core schools built in the 1970’s and 1980’s. These are generally in original condition except for portables and maintenance. • 11 schools with significant renovations or additions, several where the original building dates to the 1950’s. • 1 school older than 1960 in original condition • over 300 portable or modular classrooms dating from 1979 to present • the Prince of Peace Christian program located in a privately owned facility built in the mid-1990’s • 4 P3 (Private, Public Partnership) schools opened since 2012 • 5 New School Buildings opened since 2016

HISTORICAL ENROLMENT AND GROWTH

RVS experiences student growth of just over 1,000 students, approximately 5%, annually. RVS’ percentage of growth is double the growth of larger school districts in Calgary; partly due to families with school age children moving into RVS communities and due to natural growth. The number of grade 1 students entering RVS’ schools is just under 600 students greater than the number of students graduating. The below chart shows this very clearly with 2,006 students entering grade 1 in 2017 and 1,420 students leaving RVS schools after high school – difference of 586 students.

Most student growth is in the municipalities of Airdrie, Cochrane and Chestermere. The smaller centers, such as Beiseker or Indus have remained relatively stable. The below table shows the growth in the different areas of RVS over the past four years.

The need for more school capacity to accommodate student growth is critical for RVS.

Two new schools are needed every year in RVS to accommodate student growth. o Airdrie needs a new school every year to accommodate student growth. o Cochrane needs a new school every 2-3 years to accommodate student growth o Chestermere needs a new school every 2-3 years to accommodate student growth.

POPULATION & GROWTH

Rocky View School Division No. 41 (RVS) serves a large geographic area including , Cochrane, Chestermere and Airdrie. The area has been a popular location for young families as there is a wide range of housing options and its close to Calgary where many work, but still retains the small city/town character. • Airdrie grew by 4.98% to a population of 64,922 • Cochrane grew by 4.8% to a population of 25,853 • Chestermere grew by 3.12 % to a population of 20,311

Families in the area served by RVS have a high percentage of school age and younger residents. Below is information based on the 2016 Federal Government census: • 17% of the people in are between the ages of 5 and 19 • 18.5% of the people in Alberta are between the ages of 5 and 19 • 17.6% of the people in Calgary Metro area are between the ages of 5 and 19 • 21.5% of the people in the communities RVS serves are between the ages of 5 and 19

CAPACITY & UTILIZATION

RVS opened two new schools and one addition in 2017. These projects added a total capacity of 2100 student spaces to the entire RVS capacity, comprised of 1800 core spaces and 300 modular spaces. These schools are located in municipalities where new schools were not approved in a timely manner causing a shortfall in needed capacity in Airdrie and Cochrane. The utilization rate will continue to increase from the current 85% to a critical utilization rate of 100% by 2021. This is even after the additional space is gained from the opening of the K-9 School in Airdrie in the 2019/2020 school year.

The need for additional capacity to accommodate student growth is critical for RVS.

Decisions resulting from this Capital Plan will affect student accommodation starting 2021. ….by then RVS utilization will be 100%.

SECTOR ANALYSIS

Rocky View Schools covers a large and diverse geographic area; including cities, towns, hamlets, acreage communities, hutterite colonies, farms and ranches. In the early 2000’s, Alberta Education requested larger school districts to divide their geographic areas into more manageable areas, or ‘sectors’ to allow for a clearer understanding of the local needs. Due to the diversity and expanse of Rocky View Schools, this approach works well. Rocky View Schools is divided into six sectors (as identified on the map).

This section of the document takes a closer look at the population, enrolment, capacity and facility challenges faced by each of the six sectors.

By 2022 the projected utilization rates of the following sectors within RVS are expected to increase. The below 2022 utilization rates include the capacity of the new schools currently under construction.

SOUTHEAST SECTOR (CHESTERMERE/LANGDON/INDUS

• This sector consists of the City of Chestermere, the Hamlet of Langdon, the Hamlet of Indus, as well a large number of rural areas around these urban centres. • Student population in this sector is increasing by 250 students annually, requiring a new school every 2-3 years. • This sector accounts for 22% of RVS students. • With the amount of development occurring is this sector, RVS is expecting to increase by 250+ students annually. This puts RVS in an ACCOMMODATION CRISIS in Chestermere; every school in the City of Chestermere will be over 100% utilized within two years. • The 2017 population of Chestermere was 20,331 (3.1% growth in one year). The rate of growth has dipped slightly, in percentage, but growth is expected to rebound with housing starts up the past year, as well as ongoing expansion; including planned development of 2000 acres around Chestermere, effectively tripling the size of the city. • and Langdon are regional growth centres with build-out populations of over 10,000. The residents of these communities are directed to schools in the communities of Chestermere and Langdon. • Langdon is a region where RVS is experiencing substantial student growth, as the community almost doubled in size from 2006 to 2013, additionally there are 500 acres of development currently in the planning stage of development. • Indus is a hamlet of less than 100 people. The school accommodates the students that live in the rural area surrounding the hamlet. Indus School is a small school by necessity and will be undergoing a major modernization over the next two years. • There are 9 schools in this sector:

SOUTHEAST SECTOR (CHESTERMERE/LANGDON/INDUS

SHORT-TERM CHALLENGES AND SOLUTIONS

I. The most significant challenge in this sector is ensuring school sites are available for school construction.

Preferred Solutions: • RVS is ready to start the design and construction of Langdon Junior / Senior High School as the site is fully serviced.

• Another site in Chestermere will have ‘site readiness’ by summer 2018. RVS is prepared to start the design process so that construction of a school can begin in the spring of 2019. RVS, the City of Chestermere, Rocky View County, and private developers have been working together to ensure availability of this school site for construction. Please see Appendix A for a letter by the developer.

Alternative Solutions: There are two options for the Southeast sector if the preferred solutions are not realized. 1. All schools in this sector from kindergarten to grade 12 become over-utilized. Every space possible within the schools will be used for classrooms; including learning commons, music rooms, and gymnasiums. These spaces will no longer be available to students as they will be needed for ‘regular classrooms’. 2. Modular schools will be constructed on the play fields or parking lots of current schools thereby ‘over-loading’ current schools.

II. Another challenge in this sector is the critical need for high school capacity.

Preferred Solutions: • Langdon Junior/Senior High School: Opening the new Langdon Junior/Senior High School will alleviate the high school capacity issues in the southeast sector for the next ten years. This much-needed school will provide the Langdon Community with student spaces, reduce the need for another K-8 school in the community, and ‘pull’ students from Chestermere High (currently fully utilized).

• New High School in Chestermere: A new high school in the City of Chestermere will be required in approximately ten years’ time. RVS and the City have already begun working in partnership to ensure the site is ready (expected within the next three years), and to explore the incorporation of synergies between the two groups. The future recreation centre and high school sites are located adjacent to each other. A consultant has been retained by the two organizations to assist with planning this joint facility; including consideration for desired areas of recreation, arts, educational programing, and social programs. The City of Chestermere and RVS will be ready to start development when ‘site readiness’ is achieved.

SOUTHEAST SECTOR (CHESTERMERE/LANGDON/INDUS

Alternative Solutions:

The only other solution would be the continued addition of modular units to . Chestermere High School is located outside the Chestermere City limits (in Rocky View County), and is formed by the joining of two school buildings (previously a middle school and high school) by a link.

Students in this sector will experience an Accommodation Crisis. Additional capacity is CRITICAL!

SOUTHEAST SECTOR (CHESTERMERE/LANGDON/INDUS)

LONG-TERM CHALLENGES AND SOLUTIONS

Ensuring an adequate number and readiness of school sites is one of the greatest challenges RVS is facing in the Chestermere area. Possible Solutions: 1. Work collaboratively with the organizations responsible for ensuring schools and sites are available. This includes the City of Chestermere, Rocky View County, Community Groups, Government of Alberta, area developers and other Stakeholders. By working together, new schools for SE Sector students are attainable. 2. Over the long-term, the City of Chestermere and RVS are working toward ensuring adequate sites are available within new developments. There are nine RVS school sites planned in the new development on the west side of Chestermere. RVS continues to work with developers to make sure school sites are located in the initial phases of development in order to accommodate the students living in the area being developed.

The utilization rate of the Southeast Sector will be over 100% in 2020; therefore, new school buildings in this sector are necessary. There is pressure at all levels, from elementary to high school. Priority 1, Langdon Junior/Senior High School, will pull students out of Chestermere High, allowing space in the school for added student population and will provide the student spaces in Langdon needed to accommodate growth. A site will be ready in Summer 2018 for the construction of the K-8 school in Chestermere (Priority 2).

AIRDRIE SECTOR

Airdrie consists of 16 schools. The population in Airdrie is 64,922 for 2017; a growth of 4.98% from last year. • Student population at RVS’ Airdrie schools has increased by 645 students over 2016. • Between 2005-2015 RVS has, due to inconsistent funding for new schools, managed growth by adding a large number of modular classrooms to schools. During this time period, RVS also funded the construction of a new school (Herons Crossing), and lived with the reality of over-utilized schools. • Recently, RVS has received Provincial funding for four new schools in Airdrie, and one addition to accommodate this over-utilization: • Open 2016: Cooper’s Crossing (K-4); • Open 2016: Heloise Lorimer (K-8); • Open 2017: Windsong Heights (K-8); • Open 2017: Herons Crossing addition (Gr5-8); • Expected to Open 2019/2020: Hillcrest Community (K-8). • The Airdrie sector, which accounts for 42% of RVS students, will be needing a school every year just to keep pace with Airdrie’ s RVS student population.

Preferred Solution: Construction of a new school in Airdrie is required as Airdrie – Growth Areas soon as possible to accommodate students. This is reflected in Priority 4, 7, 12, and 14. Additional school construction will be required to keep pace with Airdrie’s population growth, as student enrolment in Airdrie RVS Schools is expected to keep increasing by 650+ per year. • Airdrie is experiencing significant growth in both the southwest and southeast side of the city. • The southwest side includes the communities of Southwinds, Windsong, Hillcrest, Southpoint, Cobblestone Creek, Chinook Gate, Bayview, Bayside and Midtown. A total of almost 1000 acres of land in varies stages of development. • The southeast needs a new school, as the development is progressing at an exceptional pace. RVS is expecting schools in this area to be over capacity by 2020. This is concerning as RVS does not have an available school site in this area that meets the ‘site readiness’ condition.

AIRDRIE SECTOR

II. RVS student population in Airdrie is expected to increase annually by over 650 students, as indicated on the graph. If all requested new school construction projects for Airdrie (as listed in the capital plan) are approved within the proposed timeline, RVS’ capacity will be close to 18,000 student spaces by 2025. This will allow RVS to accommodate the projected 17,000 plus students enrolled by 2025.

If additional capacity/priorities are not approved in the 2019 budget year, there will be NO AVAILABLE student spaces by the 2021-2022 School year.

COCHRANE/BEARSPAW/WESTBROOK SECTOR

• Cochrane’s population grew by 4.8% to a current population of 25,122. • The Cochrane sector accounts for 22% of RVS students. • Student population increases by 200 students annually; requiring a new school every 2-3 years. • Not only is the Town of Cochrane experiencing strong and continuous growth, but the surrounding areas are as well. These areas include Cochrane Lakes (a regional growth center in Rocky View County which has a build- out population of over 10,000), and Glenbow Ranche (just east of Cochrane) that has an expected build out capacity of 10,000 residents. The students from these areas will be directed to schools in the Cochrane Sector. • There are 11 schools in this sector:

SHORT-TERM CHALLENGES AND SOLUTIONS I. The most significant facility challenge in this sector is ensuring capacity continues to keep pace with student population growth.

Preferred Solution: The first solution is to finish the construction of the Bow Valley High School (Priority 3). The initial phase of this school was built in 2000. Phase II needs to be completed to provide an additional 700 student spaces.

Additionally, an elementary school in Cochrane (Priority 5) is also needed in order to accommodate the increasing student population. Cochrane schools will be 97% utilized if the additional capacity is not approved and built within the requested timeframe.

Alternative Solutions: Additional modular units will need to be placed onto playfields and parking lots of current schools to accommodate the growing enrolment in Cochrane; programming needs of students will be very difficult to meet.

COCHRANE/BEARSPAW/WESTBROOK SECTOR

LONG-TERM CHALLENGES AND SOLUTIONS I. The main challenge in the Cochrane sector, is ensuring sites are available where, and when, a school is required. • Similar to Airdrie and Chestermere, the ability to obtain sites in Cochrane in a timely manner has been difficult. In the case of Cochrane, four sites will be available to RVS over the next 5 years as they are currently approved for subdivision or in the land use planning stage, unfortunately, none of these site are considered to have ‘site readiness’ at this date. • RVS is working closely with the Town of Cochrane and the development industry to ensure a site or sites will be available by the end of the summer 2018.

The utilization rate of the Cochrane sector is just below 80%, as RVS recently opened Fireside School (K-8) and RancheView School (K-8). Due to the rate of student growth in the Cochrane Sector a new school is required every two - three years. Cochrane will be at 97% utilization in 2022, which is why it is essential that the new addition to Bow Valley School occurs and the new elementary is approved in the 2019 budget year, for opening in 2022.

Bow Valley High School was built with the intention of adding the ‘second half’ a later date…building now we can accommodate high school growth in the Cochrane Sector for the next ten (10) years.

CROSSFIELD SECTOR

• The Town of Crossfield, located 17 km north of Airdrie, has a population of 3,000 residents. The Crossfield sector is the catchment area for the town of Crossfield and surrounding rural areas. • This community continues to provide affordable housing in a location convenient to Calgary and along the Calgary/ corridor. • There are three quarter sections of proposed development in Crossfield. Although the timing of the development is as of yet undetermined, RVS is working to ensure adequate school sites will be available to accommodate the future requirements. • The Crossfield sector accounts for 2.7% of RVS students. • A modernization to W.G. Murdoch School was completed in 2018 using IMR Funding. • There are 2 schools in this sector: Crossfield Elementary K-5 W.G. Murdoch 6-12

RVS is starting to see an increase in student population as more houses have been built in Crossfield this past year than in the previous three years. The two schools in Crossfield will not be able to accommodate the proposed growth in the long-term and a new school building will need to be constructed.

Preferred Solutions: Construction of a new elementary school to accommodate the growth of student population expected from the new developments - Priority 11.

Alternative Solution: Continue to expand Crossfield Elementary and W.G. Murdoch Jr./Sr. High School by adding modular units. This solution is a short-term solution as population of the Town continues to increase.

Crossfield will be increasing in population once development in the Town starts to “take off”. RVS is taking a proactive approach by ensuring school sites are available to accommodate the student growth.

More houses have been built in Crossfield this past year than in the previous three years. RVS is ensuring there are adequate sites available for new schools.

Preferred Solution: Construction of a new school in Harmony is Priority Number 6. The schools in this sector will continue to accommodate the expected growth in Harmony for the next few years. RVS is watching the growth closely and is prepared to accommodate students in Ecole Elbow Valley Elementary, Springbank Middle, and Springbank High School until the student numbers warrant a new school. It is expected a new school will be needed by 2022-2023.

Alternative Solution: In the event that a school is not approved when needed to accommodate the students, there are two alternative solutions. 1. First, a ‘modular school’ would be built on the site in Harmony community to accommodate the youngest students. 2. Alternatively, additional modular units will be placed on school fields adjacent to the current schools, and the student population of the current schools will increase well beyond 100% utilization making programming, and the needs of students, difficult to meet.

LONG-TERM CHALLENGES AND SOLUTIONS In addition to the additional school, the existing schools in this sector will continue to be modernized and updated to ensure the needs of the 21st century learner are met.

These schools are Sarah Thompson, Langdon School, and Langdon – Growing Communities Chestermere High School. • Within three years, Chestermere High will be well over capacity. • Langdon School will reach capacity within two years and Sarah Thompson will be reaching capacity by 2022. • Building a 900 student capacity school will alleviate the space pressure on all three schools and will provide space for future student growth in the emerging Community of Langdon.

COMMUNITY HUB/COLLABORATIVE COMMUNITY INVOLVEMENT Rocky View County and Rocky View Schools (with cash-in-lieu funds) jointly purchased this 40 acres site back in 2005, with the intention of developing this site as the community hub for Langdon. Over the last 13 years, RVS, Rocky View County, and engaged citizens have been meeting regularly to make decision on how, when, and what to develop and build on this site.

In 2015 it was decided that this site needed to reach ‘site readiness’ due to RVS growth. The community groups were also at the stage where they were ready to raise funds for active recreation space, in this case ball diamonds. The vision for this site is a true community hub, providing a recreational, social, intellectual, community orientated environment for all Langdon residents, with the school as one of the pillars.

CHALLENGE

RVS has hit a critical point and needs a new school approved for Chestermere. The student population in Chestermere continues to increase by 200-300 students annually. This necessitates the provision of a new school every 2-3 years just to accommodate student growth. A K-9 school is required as soon as possible, as every RVS school in Chestermere will be accommodating more students than the facility capacity by 2020.

RVS has a school site, which will be ‘site ready’ by summer of 2018. Once the snow is off the ground, the developers will be ready to begin preparing the site. The amount of work and coordination to get to this point by all involved parties (including Rocky View County, the City of Chestermere, developers, and RVS) has been remarkable and commendable. Many hurdles have been overcome in order to ensure this site will be ready for July of 2018. See the letter from the developer, committing to site readiness for the summer of 2018, included in the Appendix.

CHALLENGE

Bow Valley High School was constructed with the intent to build an addition in subsequent years. The need for a high school with greater capacity is now required due to the increasing student population in Cochrane.

Preferred Solution: Construct a permanent addition to Bow Valley High School. The permanent space, at build out, will accommodate 1400 students. The new space will include a gym, learning commons, CTS space, auxiliary space, and additional classrooms.

Alternative Solutions: -

1. Add modular units as a temporary solution. Although this is a possible solution it is only

temporary and does not consider long term requirements or costs. A R Y E DU T G E B 2019 i. Advantage: The addition of modular units can be completed relatively quickly, but is not preferred, as it is only a temporary solution. The student population at Bow Valley School is increasing, permanent capacity is required. ii. Disadvantage: The addition of modular units only provides temporary accommodation. RVS’ preference is to utilize provincial funds to add a permanent structure, rather than add modular units now only to remove them in a few years when the addition is approved for construction. Completing the addition now offers cost savings in the form of preemptive action as the modular units no longer need to be purchased, added or removed. 2. Transport students to other schools Cochrane High is the only other high school in the Cochrane Sector. Enrolments at Cochrane High are expected to be at 85% by 2020. This is without changing the boundaries. This

indicates that even if RVS moves some students from Bow Valley High School to Cochrane High is still a short term solution.

New Airdrie K-9 Priority 4

INFORMATION

The southwest part of Airdrie is the region within the Rocky View School jurisdiction expecting the greatest increase in student enrolments. As of spring of 2018, there are seven communities (almost 1000 acres of land (6 quarter sections of land) within different stages of A R Y E DU T G E B 2019 development. RVS has recently opened two schools in this area, and one is under construction all which are expected to reach capacity quickly after opening.

STUDENT ENROLMENT AND PROJECTIONS

The below table is the 2017 RVS student population in Airdrie by grade. Please note the number of students at intake is 350 students greater than the number of students leaving RVS at grade

12. In addition to this natural increase at entry, RVS’ Airdrie student population increases annually by approximately 30 students per grade, overall an additional 300 students. Therefore, as describe in the previous section, RVS student population is increasing by more than 600 students annually, creating the need for a new school to be built each year. Unfortunately, RVS does not have a new school opening in either 2018 or 2020, as such RVS will be in critical need for this school to be constructed and open for 2021.

RVS enrolments in Airdrie are increasing by 650+ students annually. A new school must open each year in Airdrie to accommodate student growth. The greatest challenge currently being faced by RVS is the availability, and readiness, of sites on which to build these needed schools. By fall of 2018, two school sites in southwest Airdrie are expected to reach site readiness (Appendix B). However, a site in southeast Airdrie, where enrolments are rapidly increasing will not be ready until 2020. Enrolments at Heloise Lorimer, located in southeast Airdrie, are expected to increase by almost 100 students each year. This is a substantial challenge.

The City of Airdrie, developers, community organizations, and other school districts see the benefit of working towards the larger goal to ensure schools are available for the citizens of Airdrie. Although there will still be challenges ahead, long-term planning in the community has improved, and will benefit students for years to come.

Enrolments in Airdrie increase annually by more than 650 students. This is the population of a new school!

One of the largest challenges RVS may face in Cochrane is to ensure sites are available (‘site ready’) when schools are required. RVS is working with the developers and Town of Cochrane to expedite the completion of ‘site readiness’ for this site, as well as other sites in Cochrane.

A new school is needed in Cochrane every 2-3 years.
