V1V 1X4 February 4, 2021 Dear Minister Dix, As we enter the second year of the COVID-19 pandemic, the virus continues to spread at a concerning rate and sadly, it is seniors in LTC facilities who continue to disproportionately lose their lives to this deadly disease. Meanwhile, LTC homes across B.C. have been operating their essential visitor policies differently in individual homes and Health Authorities due to an overall lack of policy standardization as highlighted in the Ernst & Young report that was completed in October of 2020 and only recently released by your government. The report found that “Specific policy directives could sometimes be confusing, inconsistent, or lacking in detail, which led to operational variation, specifically related to PPE, IPC practices, single-site order policy and essential visitor policy and guidelines.” Despite revision to visitor guidelines released on January 7, 2021, the current policy remains open to interpretation by each Health Authority which will likely continue the operational inconsistencies that have been of particular concern to the families of long- term residents. In real terms, these discrepancies have resulted in a situation where some seniors in care were able to be visited more regularly than others, creating frustration and anger about the inequity and confusion. Liberals continue to press for answers from the Speaker ahead of today’s committee meeting Ahead of this morning’s meeting of the Finance and Audit Committee, Liberal Party House Leader Mary Polak released an open letter listing more than a dozen “issues [that] must be addressed urgently” at the meeting, as well as the Legislative Assembly Management Committee’s (LAMC) meeting on December 19. “The credibility of the Legislature and its budget setting must be resolved prior to the expenditure of more public money on services that you have alleged to be subject to criminal activity of a financial nature,” Polak wrote in the five-page letter, which is addressed to Speaker Darryl Plecas. Many of the items — which Polak argues should be settled at the outset of the committee meetings — relate to statements made by the Speaker during last week’s LAMC meeting. Polak wants details, including the scope and timeline of forensic audits into the offices of the Speaker, clerk and sergeant-at-arms that Plecas forcefully called for. -

New Stacker Reclaimer Project Public Engagement Summary Report September 2012 1.0 Project Overview As part of ongoing upgrades and modernization of terminal infrastructure, Neptune Terminals is continually making strategic investments to iproe the terial’s steelaking coal handling operations. Neptune Terminals has announced that, it will be installing a new stacker reclaimer replacing an older, smaller unit currently in use. This new equipment will be installed within the terial’s eistig footprint and will allow the terminal to improve efficiency and operating flexibility by simultaneously moving steel-making coal from trains to the stockpiles and directly from stockpiles onto vessels. The e staker relaier ill further ehae Neptue’s eiroetal easures ith a est-in-class dust suppression system. 2.0 Notification & Outcomes In May 2011, Neptune Terminals publicly announced a $63.5 million dollar investment in their steel- making coal operations. The largest component of this announcement was the purchase of a $45 million stacker reclaimer, to be built in British Columbia. In November 2011, Neptune Terminals and Ramsay Machine Works announced the new equipment would be built at the Ramsey yard in Sidney, B.C. The Government of British Columbia celebrated the announcement with Neptune and Ramsey. Then Minister of Transportation and Infrastructure, Blair Lekstrom participated in the media event, local MLA Murray Coell was quoted in the news release and Victoria based Minister Ida Chong and Minister Naomi Yamamoto from North Vancouver also attended the announcement. The media coverage surrounding both releases focused on the economic investment and job creation for North Vancouver and Sidney, making note of BC manufacturing and the increased capacity that would result from the stacker reclaimer project. -

The motivation for the new plan was clear: while B.C. had been a leader on developing climate policy in Canada, and in fact around the world, the Province’s carbon Pollution was rising and stronger Policy would be needed to get the province on track to meet our legislated emissions reduction targets. You asked us for recommendations that would enable the province to meet its 2020 and 2050 climate targets, maintain a strong economy, and provide suPPort to the British Columbians most in need. You asked us to reach consensus across a grouP that included leaders from First Nations, business, academia, local government, the provincial government and environmental organizations. The Process we worked through last year was difficult, but it was also successful. We managed to deliver in six months. Our work resulted in 32 recommendations that we Provided to your government last November. The Package of recommendations represents a mix of innovative thinking and comPromise that fulfills our mandate and resPects the different PersPectives rePresented on the team. The recommendations provide a blueprint to help get the province back on track for our climate targets, stimulate innovation, create jobs, protect B.C. businesses and suPPort rural communities.
