“Convergence for Action: Network Leaders for a start with Future” will be publicly launched on the 11th, 12th and 13th of March, in Santiago, Chile.

The Network aims to generate political impact in Latin America and the Caribbean so that countries and governments make early childhood development a crosscutting priority in a context where the climate and migration crises are particularly affecting our region.

Leaders will be invited to assume a political commitment so that by 2030 the following goals will be met:

• That a country’s well-being is measured based on of girls’ and boys’ quality of life and the respect of their rights; • Clean air for a good start: that boys and girls can enjoy free air pollution. • That migrant children’s rights have no borders

Convergence for Action is formed by more than 60 leaders from 16 countries in the region, committed to influence and mobilize changes so that these goals become a sustainable reality over time. They are diverse group linked to the political, academic, communications and civil society spheres; While some are emerging leaders, others have more experience or are specialists with long political careers who have decided to join forces in order to achieve these objectives.

The Network is founded on the conviction that political willingness is needed to make changes. Experience shows that most of the programs, initiatives and public politics that have been developed towards children, have their origin in movements triggered - or catalyzed - mainly by leaders whose efforts have been vital for the design and processing of legislative proposals, the implementation of public politics, the development of local programs, the obtaining of resources, among many others. Who called this Convergence?

Convergence for Action is a Network of Leaders called and coordinated by the Horizonte Ciudadano Foundation, with the support and sponsorship of the Bernard van Leer Foundation and Children’s Investment Fund Foundation (CIFF).

Horizonte Ciudadano Foundation

Created by the former President of Chile, , it is a non-profit institution that is inspired by the values and work of its founder. It promotes citizen participation and intervention in public politics because it believes that people should take an active part in common definitions, on the daily construction of a better democracy, a healthier coexistence and sustainable development. Its focus is to invite you to think in a different development model based on the challenges that we consider relevant in the future of Chile and the region: climate crisis, childhood, inequality, human rights and territorial development.

Bernard Van Leer Foundation

It is a foundation that works in all areas of the world to inspire and disseminate actions that can escalate to improve the well-being and integral development of babies, young children and the people who care for them. Provides knowledge, experience and financial support to partners in governments, civil society and businesses. For 70 years, their collaboration has served to shape public politics in more than 50 countries, to apply innovations in the provision of services and strengthen the capacities of government agencies, civil society and companies.

Children’s Investment Fund Foundation

It is an independent philanthropic organization that works to transform the lives of children and adolescents in developing countries. Its work is based on partnerships that urgently address the problems they are facing. Their programs are designed to support courageous ideas to apparently problems with no solution; with the certainty that the return on investment is much higher if it is directed to the early development of children and adolescents. Its objective is to play a catalyst role to achieve lasting changes on a large scale. The Network Leaders also has the strategic collaboration of the Latin American (Parlatino) Parliament; and the support of the Inter-American Children’s Institute of the Organization of American States (OAS), the International Institute for Educational Planning of Unesco (IPPE), the Latin American Faculty of Social Sciences (Flacso) and the International Center for the Foundation Education and Human Development (Cinde).

Objectives of Network Leaders Launch

• Present regionally the Network Leaders of “Convergence for Action”, empowering its participants for the deployment of advocacy actions.

• Identify some keys to a successful political advocacy.

• Establish political commitments to achieve concrete goals by 2030 and identify what supports are required.

• Call for action to all Latin American and Caribbean countries to move borders as much as possible and that children have a future that will ensure their full development. TUESDAY, MARCH 10

10:00 a.m. - 11:00 a.m.: Science: An Opportunity to improve Results in early childhood politics and programs

Presentation by James Cairns, Director of the International Programs and Shared Learning of the Center on the Developing Child at Harvard University.

Professor Cairns will explain how the first years of life serve as the basis for building healthy and sustainable societies. It will also motivate a reflection on how science can improve programs and politics aimed at young children and their families. The session will provide an opportunity to think about how we can transform the evidence into political action to improve both individual and society outcomes.

11:30 a.m. - 12:30 p.m.: Building the Architecture of the Brain (group dynamics)

Leaders will work as a team to experiment and discuss the importance of the first 1,000 days in a person life, the determinants of development and the impact of the environment on their growth. A reflection will be motivated on contexts in which children in Latin America and the Caribbean grow.

Rodrigo Jordán, mountaineer of the first South American expedition to reach the top of Everest.

From a story about his expeditions and experiences, he will promote a reflection on:

• The motivation to take on new challenges in life, especially when they seem unattainable. • Keys to successfully assume complex challenges and the importance of preparation and teamwork. • The management of frustration, failures and uncertainty.

9:15 am - 10.00 am: Clean air and the Right to Breathe a Future

Presentation and discussion of the current situation of air pollution in the region with a focus on early childhood, and its approach at the political and legislative level.

• Carlos Dorá, a Brazilian doctor and epidemiologist, will address air pollution and early childhood, the impact of air pollution on children, the current situation in Latin America and the Caribbean, and public politics in order to effectively address them. • Paulo Saldiva, Brazilian professor and epidemiologist, will refer to his research in the environmental health department at Harvard University. • Marie Claude Plumer, a Chilean lawyer and Master in Environmental Law, will address the challenges in environmental legislation in the region and will present the progress of the study on air pollution and early childhood commissioned by the Horizonte Ciudadano Foundation.

• Monica Araya, a Costa Rican economist, promoter of renewable energy and electric mobility, will present the “Clean Costa Rica” (Costa Rica) experience.

11:45 am - 12:15 pm : Migration in Latin America and the Caribbean: The search for happiness?

• Carlos Maldonado, Cepal expert. • Adrián Rozengardt, Expert researcher in Childhood, (OEA).

Both presenters will refer to the situation of migration and childhood in Latin America and the Caribbean, evidencing the violation of rights to which girls and boys are exposed at different stages of the migration process, as well as the challenges and gaps that exist in the region.

Nashieli Ramírez y Teresa Surita invite to think on the main obstacles and challenges to achieve the goal of the Network in Migration, as well as visualize the areas of action and advocacy opportunities to achieve it.

This session is moderated by: Carolina Tohá, Scientist politic (Chile).

15:00 pm - 15:20 pm: Early childhood: agenda in Latin America and the Caribbean and advocacy opportunities.

Presentation of the results of the study “Political economy and opportunities for early childhood in Latin America” commissioned by the Horizonte Ciudadano Foundation to Flacso Chile, whose purpose is to explore advocacy opportunities in the countries of the region. 15:20 pm - 16:30 pm: Defining the Network’s Action Commitments

Through a dynamic activity, group leaders will build concrete commitments that will assume to achieve all challenges. In addition, leaders will define the support that they need and projected the Network’s action for the next 12 months.

The following questions will be discussed

• What is the vision that leaders share in mobilizing? • Why - despite the scientific evidence - there is so little political impact? • What are the keys to a successful political impact? • What do the leaders commit to make political impact in each country? • What is the added value of working in a network and in this Network?

Executive Director of the Bernard van Leer Foundation. She has a Master’s Degree in Social Politics for Sustainable Development from the University of Bologna (Italy) and has a degree in International Relations from the Pontifical Catholic University of Ecuador. She was the Coordinating Minister of Social Development of Ecuador between 2013 and 2016. She helped creating, evaluating and adjusting strategic politics in vital areas of social development, such as early childhood, social security systems, education, health and mitigation of poverty, always considering the cultural diversity Cecilia Vaca of Ecuador.

CEO of Children’s Investment Fund Foundation. Member of the Board of Directors of the European Climate Foundation. Her current functions include the Observer Research Foundation (India) and the China Council for International Cooperation on Environment and Development. It was included among the 100 key people who created the Paris Agreement on Climate Change. Kate Hampton

Lawyer and Master in Public Law from the , she was Under Secretary of the Armed Forces between 2015 and 2018, previously serving as Head of the Legal Division of the Ministry of Justice.

Paulina Vodanovic

María Estela Ortiz Rojas is coordinator of different projects on children and adolescents at the Horizonte Ciudadano Foundation and responsible for the project in Latin America and the Caribbean, “Convergence for Action: Network Leaders for a Start with a Future”. She has a degree in Nursery Educator and Teacher of Basic Education from the University of Chile. Expert in social protection in childhood and education, she has experience in research, design and implementation of public politics for early childhood. During her professional career she has been a national and international consultant. M. Estela Ortiz R. James Cairns is the Center’s Director of International Programs and Shared Learning at the Center of Developing Child in Harvard University. In this role, he strategically supervises the international portfolio of the Center and is responsible for developing a learning community throughout the range of activities and associations in which the Center participates. Prior to joining the Center, James served as the Director of Programs at the World Conference of Religions for Peace, and as Director of the Defense and Advocacy and Action for Children Program. He holds a master’s degree in international relations and theology from Yale University and a James Cairns bachelor’s degree in government from Harvard University.

Industrial Civil Engineer from Pontificia Universidad Católica de Chile and Doctor of Philosophy from the University of Oxford. He was the leader of the first South American expedition to reach the summit of Mount Everest in 1992. He repeated the ascent in 2012 and 2016, becoming one of the three people in the world to o have summited Mount Everest on each of its faces. Today he is widely recognized nationally and internationally for his work in innovation, leadership and social development, receiving numerous distinctions. He was president for 10 years of the Foundation for Overcoming Poverty, presided over the América Rodrigo Jordán Solidaria International Foundation for 6 years, among other relevant experiences.

Eurosocial Psychologist of Universidad de Chile and expert in social politics She was Minister of Planning and Cooperation in the first government of Michelle Bachelet and has been a consultant for more than three decades of Latin American governments. She has been a professor and researcher, Executive Director of Fundación Chile 21 and Fundación Dialoga. Columnist in written media, panelist in television and radio programs.

Clarisa Hardy Brazilian specialist Graduated in Dentistry from the University of São Paulo (1988), Master (1997), Doctor of Dental Sciences (2001), Livre-Professor (2011) from the University of São Paulo. She was coordinator of the São Paulo Carinhosa Program of the Municipality of São Paulo. Adviser to the Minister of Education (2003-2005), she has been one of the creators and participated in the implementation of the University for Everybody Program (PROUNI). Ana Estela Hadad

General Director of the International Center for Education and Human Development, CINDE of Colombia. Economist, Sociologist, Diploma in Monitoring and Evaluation, Doctor of Education. For 13 years he was Professor in the Doctorate in Social Sciences, Children and Youth, of the University of Manizales and Cinde and, Co-Director of the Research Group on Public Politics for Children and Youth. He is a member of the Board of Directors of the International Network on Peace Building with Young Children, INPB, which works on the issue of early childhood Alejandro Acosta in countries affected by armed conflicts or in post-conflict situations.

Deputy Senator for the Frente for Mexico, for the 2018-2024 period. Activist, regulator and public politic expert, with more than 15 years of experience in the public sector and civil society, Laura Ballesteros is a political scientist graduated from Tecnológico de Monterrey, and a professor in Strategic Management and Innovation Management, specializing in Scenario Analysis by the Autonomous University of Barcelona and the Carlos III University of Madrid. As Deputy of the Legislative Assembly of the Federal District, she promoted the Mobility Law in coordination with civil society organizations and the Head of Government, Miguel Ángel Laura Ballesteros Mancera. As Undersecretary of Planning at the Mobility Secretariat of the Federal District, she implemented the Mobility Law through specialized public politics for non-motorized mobility, road safety and integrated transportation systems. Board member of the Horizonte Ciudadano Foundation and professor at the University of Chile. Lawyer, professor and Chilean politic. First Environment Minister in Chile. He began its work experience in the Vicaria de la Solidaridad. She was Executive Director and President of the National Environment Commission. In 2014 she assumes as Chief of Staff of the second period of President Michelle Bachelet. She has been an assistant professor at the Law School of the University of Chile and Researcher at the Center for Environmental Law at Ana Lya Uriarte the same university.

Brazilian doctor and epidemiologist. He has an outstanding professional experience in public health and environment issues worldwide. He was coordinator for for OMS Public Health, Environment and Social Determinants of Health. He recently has directed a new Urban Health Initiative that strengthens the capacity of health systems in cities to support the benefits of health, climate and air quality. He directed the synthesis of knowledge for the series “Health in the Green Economy” (OMS), and contributed to the development of health indicators for the Sustainable Development Goals after 2015. He has worked to include health in strategic environmental advice and in politics to safeguard development Carlos Dorá banks, as well as with governments, international organizations, philanthropic and civil society organizations.

Professor, doctor, pathologist and Brazilian medical researcher. He has investigated especially on pathophysiology of the lungs and the dangerous consequences of air pollution for human health. He is a member of the World Health Organization and is a researcher at the Department of Environmental Health at Harvard University, and has co-authored the book “Saúde e Meio Ambiente: o desafio de metrópoles” (Health and Environment: the challenge to which faces the Metropolis), launched in 2011. Chilean lawyer from University of Chile. Master in Environmental Law, University of Sorbonne, France. Former Head of the Sanctions Procedures Unit, Superintendence of the Environment. Researcher and author of several publications on Environmental Law.

Marie Claude Plumer Costa Rican economist, promoter of renewable energy and electric mobility as author, civic activist and project advisor. She the Latin American podcast “Put on Las Pilas” is the first in Spanish on the transition to zero-emission economies. He has incubated several initiatives in Latin America. He founded Costa Rica Limpia to bring people closer to clean and intelligent technologies that improve their daily lives.

Mónica Araya

Writer and journalist. He has Law studies at the University of Chile, Literature and Philosophy at the Catholic University of Chile and Postgraduate at Storia dell´arte Rinascimentale at the University Degli Studi di Firenze. An important part of his career has been dedicated to the media. He is the founder of The Clinic and Theclinic.cl and author of the novels “Ferrantes”, “Los nenes” and “La Calle me distrajo”. He also writes chronicles for Gatopardo (Mexico), Soho (Colombia), Piauí (Brazil) and Patricio Fernández El País (Spain)

Social Affairs Officer of the ECLAC Social Development Division, PhD in Political Science at Sciences Po Paris (Program of Political Sociology and Public Politics). Author of the book “Social protection and migration: a perspective from the vulnerabilities throughout the cycle of migration and people’s lives”.

Carlos Maldonado

Professor, Master in Planning and Management in Social Politics (FLACSO), Argentinean expert in early childhood politics in Latin America. National Action Plan coordinator for the Rights of Children and Adolescents (2008-2011), National Director of Early Childhood, (2011-2015). Parliamentary Advisor and Consultant for UNICEF Argentina, UNICEF LACRO, IDB, UNESCO and national and provincial governments.

Adrián Rozengardt Mayor of Boa Vista, former member of the Parlamient in the state of Roraima. Degree in tourism, activist and a great leader of early childhood in Brazil. She has been distinguished. Teresa has for her work in handling the Venezuelan refugee crisis.

Teresa Surita

Embracing and supporting Mexican Human Rights. In 2017, she was approved by the Legislative Assembly of Mexico City as President of the Human Rights Commission of the Federal District. Nashieli is a specialist in Educational Research and Teaching in the National Autonomous University of Mexico (UNAM). In addition, she has a Diploma in Planning (UNAM) and another in Local Government, Security and Justice.

Carolina Tohá Morales. Chilean political scientist, academic and political Party for Democracy. She is a professor at the Faculty of Architecture and Urbanism of the University of Chile and founder and president and board member of the City Institute Foundation. She was Member of the Parliament between 2002 and 2009, Ministry General Secretariat of Government in the first Government of Michelle Bachelet and Mayor in Santiago district between 2012 and 2016. Lawyer from the Catholic University of Temuco, Master in University Teaching from the Universidad del Desarrollo, and she also has a Diploma in Children´s and Adolescents’s Rights and Guarantees in judicial proceedings from the Pontificia Universidad Católica de Chile. She has more than 17 years of work experience in the public field and in the private practice of the profession. And for 9 years she has served as manager, director and deputy prosecutor.
