The Network aims to generate political impact in Latin America and the Caribbean so that countries and governments make early childhood development a crosscutting priority in a context where the climate and migration crises are particularly affecting our region. Leaders will be invited to assume a political commitment so that by 2030 the following goals will be met: • That a country’s well-being is measured based on of girls’ and boys’ quality of life and the respect of their rights; • Clean air for a good start: that boys and girls can enjoy free air pollution. • That migrant children’s rights have no borders Convergence for Action is formed by more than 60 leaders from 16 countries in the region, committed to influence and mobilize changes so that these goals become a sustainable reality over time. They are diverse group linked to the political, academic, communications and civil society spheres; While some are emerging leaders, others have more experience or are specialists with long political careers who have decided to join forces in order to achieve these objectives. The Network is founded on the conviction that political willingness is needed to make changes. Experience shows that most of the programs, initiatives and public politics that have been developed towards children, have their origin in movements triggered - or catalyzed - mainly by leaders whose efforts have been vital for the design and processing of legislative proposals, the implementation of public politics, the development of local programs, the obtaining of resources, among many others. Who called this Convergence? Convergence for Action is a Network of Leaders called and coordinated by the Horizonte Ciudadano Foundation, with the support and sponsorship of the Bernard van Leer Foundation and Children’s Investment Fund Foundation (CIFF). Horizonte Ciudadano Foundation Created by the former President of Chile, Michelle Bachelet, it is a non-profit institution that is inspired by the values and work of its founder. It promotes citizen participation and intervention in public politics because it believes that people should take an active part in common definitions, on the daily construction of a better democracy, a healthier coexistence and sustainable development. Its focus is to invite you to think in a different development model based on the challenges that we consider relevant in the future of Chile and the region: climate crisis, childhood, inequality, human rights and territorial development. Bernard Van Leer Foundation It is a foundation that works in all areas of the world to inspire and disseminate actions that can escalate to improve the well-being and integral development of babies, young children and the people who care for them. Provides knowledge, experience and financial support to partners in governments, civil society and businesses. For 70 years, their collaboration has served to shape public politics in more than 50 countries, to apply innovations in the provision of services and strengthen the capacities of government agencies, civil society and companies. Children’s Investment Fund Foundation It is an independent philanthropic organization that works to transform the lives of children and adolescents in developing countries. Its work is based on partnerships that urgently address the problems they are facing. Their programs are designed to support courageous ideas to apparently problems with no solution; with the certainty that the return on investment is much higher if it is directed to the early development of children and adolescents. Its objective is to play a catalyst role to achieve lasting changes on a large scale. The Network Leaders also has the strategic collaboration of the Latin American (Parlatino) Parliament; and the support of the Inter-American Children’s Institute of the Organization of American States (OAS), the International Institute for Educational Planning of Unesco (IPPE), the Latin American Faculty of Social Sciences (Flacso) and the International Center for the Foundation Education and Human Development (Cinde). Objectives of Network Leaders Launch • Present regionally the Network Leaders of “Convergence for Action”, empowering its participants for the deployment of advocacy actions. • Identify some keys to a successful political advocacy. • Establish political commitments to achieve concrete goals by 2030 and identify what supports are required. • Call for action to all Latin American and Caribbean countries to move borders as much as possible and that children have a future that will ensure their full development. SESSION 1 THE SCIENCE: AN OPPORTUNITY FOR POLITICAL ACTION 10:00 a.m. - 11:00 a.m.: Science: An Opportunity to improve Results in early childhood politics and programs Presentation by James Cairns, Director of the International Programs and Shared Learning of the Center on the Developing Child at Harvard University. Professor Cairns will explain how the first years of life serve as the basis for building healthy and sustainable societies. It will also motivate a reflection on how science can improve programs and politics aimed at young children and their families. The session will provide an opportunity to think about how we can transform the evidence into political action to improve both individual and society outcomes. 11:00 a.m. - 11:30 a.m.: Coffee Break 11:30 a.m. - 12:30 p.m.: Building the Architecture of the Brain (group dynamics) Leaders will work as a team to experiment and discuss the importance of the first 1,000 days in a person life, the determinants of development and the impact of the environment on their growth. A reflection will be motivated on contexts in which children in Latin America and the Caribbean grow. BRAINSTORMING Modera: Claudio Castillo, Director de la Fundación Horizonte Ciudadano (Chile). 12:30 - 13:30 horas.: Talking with the Primary actors A group of leading children will tell us about their experiences of social mobilization, as well as initiatives and advocacy spaces that they visualize around the focuses of the Network. 13:30 pm - 15:00 pm: Lunch THE CHALLENGE OF A DREAM 15:00 p.m. - 15:30 p.m.: The Challenge of a Dream Rodrigo Jordán, mountaineer of the first South American expedition to reach the top of Everest. From a story about his expeditions and experiences, he will promote a reflection on: • The motivation to take on new challenges in life, especially when they seem unattainable. • Keys to successfully assume complex challenges and the importance of preparation and teamwork. • The management of frustration, failures and uncertainty. SESSION 3 CLEAN AIR AND THE RIGHT TO BREATH A FUTURE This session is moderated by: Ana Lya Uriarte, former Minister of Environment (Chile 9:15 am - 10.00 am: Clean air and the Right to Breathe a Future Presentation and discussion of the current situation of air pollution in the region with a focus on early childhood, and its approach at the political and legislative level. • Carlos Dorá, a Brazilian doctor and epidemiologist, will address air pollution and early childhood, the impact of air pollution on children, the current situation in Latin America and the Caribbean, and public politics in order to effectively address them.

Though ambitious, the reform failed to meet the stated objective of depoliticizing environmental decision-making. Instead, the reforms strengthened the authority of the central state, justified on the premise that decisions would now be based on ‘technical criteria’, meaning rules rather than politics. Comparing the creation (1990–1994) and reform (2009–2010) of Chile’s environmental institutions, it is demonstrated that a defining feature of Chilean political culture involves treating rules as if these were independent of the state. Chilean lawmakers use rules as science is used elsewhere: as an ‘objective’ voice separate from politics, that helps legitimate decisions.

    FEMALE POLITICIANS IN CHILE: UNFOLDING THE MEANINGS AND IMPLICATIONS FOR CHILEAN POLITICS IN THE TWENTY- FIRST CENTURY BY PAULA ANDREA PEREDA PÉREZ A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy Victoria University of Wellington November 2011 i Abstract The aim of this thesis is to unfold the meanings and implications of female politicians in Chile in the twenty-first century. Based on interviews with Chilean politicians and employing a methodology based on Bourdieu’s reflexive sociology and relational ontology, I unpack the complex relationships between gender and political power. My central claim is that the way in which female politicians are perceived by themselves and by male politicians, and how female politicians might affect views on political behaviour, is something widely influenced by the history and trajectory of Chilean politics. I explore issues of representation in politics and democracy and reassess the relevancy of the concept of representation for elaborating the meanings and implications of increased numbers of female politicians in Chile. Highlighting the strategic character of political practices, I analyse symbolic representation by looking at it from political representatives’ points of view. I problematize the complex relationships between democracy, representation, and economic development in the context of neoliberal globalization, in which the place of women in politics remains both promising and uncertain. I analyse interview data collected by integrating ‘conceptual blending theory’, critical discourse analysis and Bourdieu’s theory. From this integral perspective, I analyse political practices as both embodied experience and as a reflection of socio-political reality.

    revista de ciencia política / volumenchile: todas especial íbamos / 2007 a ser / 79reinas – 96 CHILE: TODAS ÍBAMOS A SER REINAS* RodRigo MaRdones Z.** instituto de CienCia PolítiCa, PontifiCia univeRsidad CatóliCa de Chile resumen el artículo describe los acontecimientos políticos del año 2006 marcados por la elección y asunción de michelle bachelet a la presidencia de chile en marzo, y la muerte del ex dictador augusto pinochet en diciembre. aunque el nuevo Gobierno prometía una altísima sintonía con la gente, y aunque el desempeño económico ha sido bueno, las instituciones políticas exhiben una creciente desafección ciudadana iniciada tempranamente con la movilización estudiantil secundaria, y una seguidilla de escándalos de corrupción. una parte de estos problemas puede adjudicarse al propio Gobierno, incluida la débil conformación del gabinete de ministros; sin embargo, es el momento de la concertación –coalición que lleva 17 años en el poder– lo que explica el mayor desgaste. abstract the paper describes the political events of 2006, featuring the election and assumption of michelle bachelet as chile’s president in march, and the death of the former dictator augusto pinochet in december. even though the new Government augured in tune with the citizenship, and despite good economic performance, the political institutions exhibit a growing distrust from citizens, which started early with demonstrations of high school students, and a rollover of corruption scandals. in part, these problems can be seen as the Government’s own fault, including a weak cabinet of ministers. however, the main reason for most of the wear away is the current moment of the concertación, the ruling coalition with 17 years in power.
