Though ambitious, the reform failed to meet the stated objective of depoliticizing environmental decision-making. Instead, the reforms strengthened the authority of the central state, justified on the premise that decisions would now be based on ‘technical criteria’, meaning rules rather than politics. Comparing the creation (1990–1994) and reform (2009–2010) of Chile’s environmental institutions, it is demonstrated that a defining feature of Chilean political culture involves treating rules as if these were independent of the state. Chilean lawmakers use rules as science is used elsewhere: as an ‘objective’ voice separate from politics, that helps legitimate decisions.

Foto: EFE Acogiendo el llamado del abanderado del Juntos Podemos-Frente Amplio, Jorge Arrate, el candidato de la Concertación, Eduardo Frei, dijo ayer estar dispuesto a convenir un acuerdo para enfrentar unidos la segunda vuelta, incorporando a todas las fuerzas progresistas. El candidato se abrió a esta posibilidad al hablar en el acto de cierre de campaña en la ciudad de Concepción, a donde llegaron entre 15 mil y 20 mil personas. Luego de participar en una caravana multitudinaria de automóviles, que recorrió el centro de la ciudad penquista, el senador Frei respondió afirmativamente a los requerimientos del abanderado del Juntos Podemos-Frente Amplio, Jorge Arrate, quien hace algunas semanas propuso un acuerdo con el candidato concertacionista y Marco Enríquez- Ominami, para encarar juntos la candidatura de Sebastián Piñera en el balotaje. Sobre un escenario ubicado a un costado de la ribera del río Biobío, el senador Frei planteó: “Quiero acoger el llamado que hace algunos días hiciera Jorge Arrate. Él nos ha invitado a trabajar unidos en la segunda vuelta presidencial”. Añadió que “estamos convocados a unir nuestras fuerzas.
