A New Look at the Old "Race" Language: Rethinking "Race" and Exclusion in Social Policy ChorSwang Ngin California State University, Los Angeles This essay is an examination of the use of the notion IIrace" current in American social science literature and public discourse. It argues that the current assumptions of IIrace" are mistaken and lead to misunderstanding and misdi rected social policy. A rethinking of the notions of IIrace" requires making a paradigmatic shift of the old categories of IIrace" and IIrace relations" to a new language that rejects ' IIrace" as a descriptive and an analytical category. It examines the processes through which IIracist" social poli cies are enacted against Asian immigrants in contemporary Southern California. INTRODUCTION The "race" language in contemporary scholarly and media dis course in the United States is most ubiquitous. Major media head lines after the Los Angeles riots included "Race and Rage" (U.S. News and World Report), "Rethinking Race and Crime in America" and "Beyond Black and White" (Newsweek), "Why Race Still Divides American and its People" (Time) and more recently, "Blacks vs Browns" (Atlantic Monthly). In the aftermath of the riots, academics and journalists analyzed the riots as though it were a matter of "race relations": first it was a problem between blacks and whites, then between blacks and Koreans, and then between blacks and Latinos, and back to blacks and whites as public attention focuses on the Reginald Denny incident as the case goes to trial. The intent of this paper is not to attempt to grasp the meanings and the causes of the earth-shaking events in Los Angeles, but to deconstruct the worn-out vocabulary of "race" and "race relations" and the narrow framework that has dominated academic writing, official governmental practices, and discourse on social relations. -

Before this date, Academy functions were fulfilled through the Social Science Research Council of Australia, founded in 1942. The membership of the Academy comprises those who have achieved a very high level of scholarly distinction, recognised internationally. The Academy is an autonomous, non-governmental organisation, devoted to the advancement of knowledge and research in the various social sciences. The Academy is a corporate body of social scientists. The report presents background information on development of the NPL, describes component programs, outlines the role of the Australian Advisory Council on Languages and Multicultural Education (AACLAME) in this and other areas of effort, reviews and evaluates NPL programs, and discusses directions and priorities for the future, including recommendations for development in each of the four principle areas. Additional notes on funding and activities of component programs and AACLAME and responses by state and commonwealth agencies with an interest in language policy issues to the report's recommendations are appended. -

Australia has a broad policy of social inclusion, seeking to ensure that all Australians, regardless of their diverse backgrounds are fully included in and able to contribute to society. With its long history of receiving new visitors from overseas, and particularly with the explosion of immigration following World War II, Australia has a great deal of experience in dealing with the linguistic challenges of migrants and minorities. Instead of simply seeking to assimilate new arrivals, Australia seeks to integrate those people into society so that they are able to take full advantage of opportunities, but in a way that respects their cultural traditions and indeed values their diverse experiences. Snapshot of Australian immigration Australia's current Immigration Program allows people from any country to apply to visit or settle in Australia. Decisions are made on a non-discriminatory basis without regard to the applicant's ethnicity, culture, religion or language, provided that they meet the criteria set out in law. In 2005–06, there were 131 600 (ABS, 2006) people who settled permanently in Australia. A Preliminary Study of Pitch and Rhythm in Pitjantjatjara
A PRELIMINARY STUDY OF PITCH AND RHYTHM IN PITJANTJATJARA. Marija Tabain (La Trobe University, Melbourne), Janet Fletcher (University of Melbourne), Christian Heinrich (Ludwig Maximilians University, Munich) Pitjantjatjara is a dialect of the greater Western Desert language, spoken mainly in the north-west of South Australia, but extending north into the Northern Territory, and west into Western Australia (Douglas 1964). Like most Australian languages, Pitjantjatjara has been analysed as a stress language (trochaic); however relatively little is known about the intonational system of this language. We present a preliminary analysis of the prosodic structure of Pitjantjatjara based on three female speakers reading two different texts – the Walpa Ulpariranya munu Tjintunya (South Wind and the Sun) passage, and the Nanikuta (Three Billy Goats) text. Our first result suggests that the shape and temporal alignment of major pitch movements perform a largely demarcative function, aligning with the metrically strong first syllable in a word. There is mixed evidence, however, that strong syllables are longer or have more "peripheral" vowels: differences in strong vs. weak syllable duration are text- dependent, while the formant patterns for the three vowel phonemes /i, a, u/ suggest subtle formant differences, rather than categorical changes in vowel quality, according to strong vs. weak syllable. We also consider the traditional rhythm metrics (e.g. vocalic nPVI and intervocalic rPVI). These suggest that Pitjantjatjara is a stress-based language. However, as noted above, Pitjantjatjara does not have vowel reduction in weak syllables, and in addition, it has a predominantly CV syllable structure. Moreover, Australian languages such as Pitjantjatjara have a high proportion of sonorants in their phoneme inventory (Butcher 2006), and despite the mainly CV syllable structure, sonorant coda consonants are possible and not infrequent. -

UPPSALA UNIVERSITY master thesis The department for linguistics and philology spring term 2007 A grammatical sketch of Ngarla: A language of Western Australia Torbjörn Westerlund Supervisor: Anju Saxena Abstract In this thesis the basic grammatical structure of normal speech style of the Western Australian language Ngarla is described using example sentences taken from the Ngarla – English Dictionary (by Geytenbeek; unpublished). No previous description of the language exists, and since there are only five people who still speak it, it is of utmost importance that it is investigated and described. The analysis in this thesis has been made by Torbjörn Westerlund, and the focus lies on the morphology of the nominal word class. The preliminary results show that the language shares many grammatical traits with other Australian languages, e.g. the ergative/absolutive case marking pattern. To work in partnership with the diverse Kimberley language communities To ensure Kimberley languages are passed on to children. The KLRC is the only organisation in Australia focussing solely on Kimberley Aboriginal languages. The Kimberley was, and still is, the one of the most linguistically diverse areas in Australia with at least 421 language groups plus additional dialects identified. The KLRC Directors advocate for the 30 or so languages still spoken. The organisation was established in 1984 by Aboriginal people concerned about the effects of colonisation and the continuing impact of Western society on their spoken languages and cultural knowledge. It is beginning its 26th year of operations with a wealth of experience and resources underpinning its service delivery. The organisation is governed by a Board of 12 Directors accountable to a membership from across the region. The office is based in Halls Creek in the East Kimberley. The KLRC provides a forum for developing language policy to strategically revive and maintain (in other words, continue) the Kimberley Aboriginal languages. -
